The meeting was called to order by Chairman Bill Hollom at 6:30 p.m.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the October 27, 1993 meeting.
APPROVAL PAYMENT OF BILLS
Move to approve payment of bills as listed from the proper funds.
LETTERS AND REQUESTS
REQUEST MURZYN HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS
Move to approve the use of John P. Murzyn Hall on Friday, October 28, 1994 for the
Columbia Heights Athletic Boosters annual fall fundraising dance.
APPROVAL OF CONSENT AGENDA
Motion by Ruettimann, second by Petkoff to approve the consent agenda. All ayes, motion
carried.
NEW BUSINESS
With representatives present, information regarding the volunteer beautification program was
presented to the Commission.

1994 BEAUTIFICATION PRO~IECT PLANS
Carol Frey stated that they intend to continue with the 1993 beautification plans and will add
two new projects for 1994.
40th and Central - Add 2 large pots for upper end of block.
Murzyn Hall - Rose arbor or small deck at west end of building.
. Landscaping timbers to prevent washouts, west end building.
- Steps from service door to stop people from wearing down a path.
Huset Skating - Install landscaping timber to prevent washout and divide mound.
- Build step at base of wall to assist people in weeding.
. Install water near mound - hose is difficult because of weight.
Library - Plants in rock area in front of building.
Rainbow - Plant annuals on boulevard- Central Avenue side.
Winson stated that they are currently running a cost figure for installing a service line to the
mound. He also requested if something "nice" could be done with the rear entrance to the
Library. He congratulated the group on their work and stated that it meant a great deal to the
city and although it will mean more work the first few years for the Public Works Department
however, in the long run it will reduce their time.
Hollom stated that on behalf of the Commission he thanked the volunteers for their dedication
and good work.
MONTH OF CARING
Month of Caring is a month long project and is a replacement for Bootstrap Days. A
community pride event including - Arbor Day - City wide clean-up - Beautification Project -
Stenciling - Older Americans Month - All planting of flowers on May 21st and possible a
picnic that afternoon. It will be a joint city and chamber project beginning April 29 and
continuing through the month of May. Frey stated that they wanted to complete this project
by the time school is out and vacations start.
Carol Frey as co-chairman of the event and is requesting a representative from the Park &
Recreation Commission at the steering committee meeting at Community Credit Union on
December 2nd.
MARK MATTICE~ INTERN
Casey introduced Mark Mattice to the Commission, Mark recently graduated from Mankato
State College and is doing his internship for the Recreation Department.

RENTAL RATES FOR JOHN P. MURZYN HA LL
The attached memo indicating the approximate 3.5 increase in rental rates was given the
members for their approval.
Motion by Ruettimann, second by Peterson to approve the 1995 John P. Murzyn Hall rental
rates as shown on Attachment B of the John P. Murzyn Hall Management Plan. All ayes,
motion carried. It was requested that Casey inform the City Manager of the new rates.
NEW BUSINESS (CONTINUED)
RESIDENCE REQUIREMENT- 5 MAN BASKETBALL
At the request of the Recreation Department the following motion was approved. Motion by
Foss, second by Ruettimann to limit all 5-Man Full Court Basketball league teams to a
minimum of 3 players who either work, live or alumni of School District #13.
UPDATE ON PARK ACTIVITY AND EXPENDITURES
Winson gave a hand out to the members stating:
The Dutch Elm Diseased Tree removal has been completed with 290 trees removed.
103 boulevard trees were planted the first week of November.
An expenditure report showing buildings and improvements $6,175.00, vehicles $44,671.00,
equipment $11,891.00 less the Booster donation of $6,000.
Grady asked what happens to money in the '93 budget if it is not expended. Ruettimann stated
that it is "history" if the money is not re-budgeted. After discussion, motion by Grady, second
by Petkoff to recommend the 1994 Park budget be amended to add $20,000 for replacement
of park equipment for Edgemoor, Keyes and Ostrander Parks based on the 1993 savings. All
ayes, motion carried.
CHAMBER AFTER HOURS
Casey requested permission from the Commission to waive the rule requiring security for one
hour at the Chamber After Hours affair. Motion by Peterson, second by Ruettimann to waive
the security rule for the Chamber After Hours event on Tuesday, December 21st from 5:00
p.m. to 7:00 p.m. All ayes, motion carried.

Recreation
Old Fashioned Skating party will be held at Huset Park Skating Rink on Saturday, January
22, 1994 from 1:00 - 4:00 p.m. Some of the events planned are music, bonfire, hayride and
refreshments. First Community Credit Union has donated $100.00 towards this event.
A copy of a letter sent to Karen Schaub, Director of Community Education, informing her of
the action taken by the Commission to limit all adult evening exercise classes to the Edgemoor
Room only. This was for information only.
The December meeting will be held at Nye's Restaurant on December 9th at 6:30 p.m.
The Recreation winter brochure will be sent out December 1st.
Casey is requesting a joint meeting with the City Council and the Park & Recreation
Commission to go over the pre-engineered building plans.
Parks
Ice rinks will open December 18th.

There will be skating rink at Hilltop Park but no
Donald Jolly, Public Works Superintendent, is retiring November 30th.
On Monday, there will be a related item to replace that position on the Council agenda.
The amp and tuner were stolen from Huset Park skating rink - it is being replaced along with
a tape player.
A clean up at LaBelle Park east bank erosion meeting was attended by 6 people.
LaBelle Park restoration project - we have a consultant working and have run into a problem
with the DNR permit, without doing an environmental assessment work sheet we can only do
a hydraulic excavation on one acre. We can do up to 3 acres which is what we intended with
an EA W but that takes 3-4 months to get approved. The consultant is coming back Monday
with some recommendation regarding alternatives.
Commission Member
Foss reported that he requested a donation from the Boosters, which was approved, of $1,000
to upgrade the PA system at Murzyn Hall.

Motion by Petkoff, second by Foss to adjourn at 7:30 p.m. All ayes, motion carried.
