APPROVAL OF MINUTES Move to approve the minutes of the September 23, 1993 meeting. APPROVAL PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. LETTERS AND REQUESTS REQUEST HALL/GENERAL ELECTION Move to approve the use of the hall on November 2, 1993 from 6:00 am - 8:00 p.m. for the general election with the fee being waived. REQUEST HA LIJWOMEN OF TODAY Move to approve the use of the hall for a children's Christmas Carnival on December 8th from 3 - 11 pm and the Gauvitte Room on December 7th for set up and to amend the motion to include the Mathaire/McKenna room on November 6th, 1993for a baby sitting clinic with the fee being waived. TRAIN COLLECTORS LAKES AND PINES/DIVISION EARLY ENTRANCE Move to approve early entrance (11:00 am)for the Train Collectors on Sunday, December 12, 1993 and December 11, 1994 with no added cost. REQUEST HA LIJCOLUMBIA HEIGHTS FIRE DEPARTMENT AUXILIARY Move to approve the use of the hall for the Columbia Heights Fire Department Ladies Auxiliary Christmas party on Sunday, December 4, 1994from 12:00 noon to 5:00 p.m. with the rental fee being waived. UEST MEETING ROOM~GIRL SCOUT TROOP #1444 Move to approve the use of the Youth Room for Girl Scout Troop #1444 every other Wednesday night from 6:30 - 8:00p. m. with the rental fee being waived. REQUEST MEETING ROOM~GIRL SCOUT TROOP #1334-CATHY REGINATO Move to approve the use of the Youth Lounge for Girl Scout Troop #1334 for every other Tuesday evenings beginning November 2, 1993 through June 28, 1994 with the rental fee being waived. REQUEST LABELLE LOUNGE AND KITCHEN/AFSCME Move to approve the use of the LaBelle Lounge and kitchen for American Federation State and County Municipal Employees dinner meeting on December 15th from 5:00 p.m. to 6:30 p.m. with the fee being waived. APPROVAL OF CONSENT AGENDA Motion by Ruettimann, second by Petkoff to approve the consent agenda. All ayes, motion carried. REQUEST HA LL/COLUMBIA HEIGHTS BOOSTERS Motion by Foss, second by Ruettimann to approve the use of the hall, LaBelle Lounge and kitchen for the Columbia Heights Boosters/VFW Post g230 Senior Christmas Dinner on December 7, 1993 from 12 noon to 10:00 p.m. with the fee being waived. All ayes, motion carried. OLD BUSINESS PRE. ENGINEERED BUILDING The Columbia Heights Boosters donated $1,000 towards preliminary architectural designs. After discussion, motion by Ruettimann, second by Foss to proceed with the architectural design for the proposed building. All ayes, motion carried. NEW BUSINESS INCREASE IN RENTAL FEES MURZYN HALL A short discussion was held regarding the rental fees for Murzyn Hall in 1995. The members requested staff to prepare an approximate 3.5% rate increase and present it to the Commission at the November meeting. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES OCTOBER 27, 1993 PAGE THREE NOVEMBER MEETING DATE/CH~STMAS DINNER MEETING DATE An agreement to change the November meeting date to November 17th at 6:00 p.m. and the December to December 9th. It was also in agreement to continue the practice of holding the December meeting at a restaurant. SUMMER ACTIVITY BUS Staff and School District #13 is looking at the feasibility of running a summer activity bus. The bus would transport children throughout the whole city during the day time hours. A bus will be donated by the School District. EVENING ADULT EXERCISE CLASS An early evening adult exercise class is being held in the main hall on Monday, Tuesday and Thursday evenings. Because of the fact that only Wednesday nights are open for scheduling the hall; noise from the exercise music disturbing other renters; exercise is the only scheduled event thus Caretaker is needed for a short two hour shift, and the set up/take down of tables and chairs the following motion was prepared. Motion by Peterson, second by Petkoff to allow only the adult evening exercise classes be conducted in the Edgemoor Room effective January 1, 1994. All ayes, motion carried. REQ. UEST THANK YOU NOTE TO H.B. FULLER It was requested that a note be sent from the Commission thanking H.B. Fuller, First Community Credit and Northeast State Bank for their continued assistance in Project Pride. REPORTS Recreation Casey reported that a Halloween party will be held on October 31st from 1:00 - 3:00 p.m. at Murzyn Hall. The party is for youngsters 3rd grade and younger. Staff is currently signing up Seniors for a Christmas dinner on December 7th which is being sponsored by VFW Post g230 and the Columbia Heights Boosters. Casey showed the members a customized baseball cap which will be given to prospective coaches for attending the Certification Training Session. Casey handed out a 3 fold information brochure on the Recreation Department and all of it's offerings. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES OCTOBER 27, 1993 PAGE FOUR Parks A written report from the Public Works Director/City Engineer was given to the members stating the following: Volleyball courts have been installed at Huset East. Basketball courts at Huset East have been completed. Horseshoe pits have been installed at Prestemon Park Repaired hockey rinks and warming houses. Other autumn preparation, power raking, aerating, etc. Approximately 290 diseased elm trees were removed compared to 560 in 1992 103 boulevard trees will be planted this fall. City received a $5,000 Community Tree Planting Grant from the Department Natural Resources. That money was applied for under the Tree City Grant and could possible be used for the purchase of additional trees or to off set the cost of the annual program. Public Works will be going out for bids for the removal of diseased trees in 1994 and 1995. Winson reported that he had been requested to report on the cost for erosion control at the east side of Silver Lake Beach. A discussion was held regarding the kind of ponds to be installed. The approximate cost would be $7,000 to $9,000 and could possibly be put in the 1994 budget. The sloping sidewalk in front of the Police Department and the sidewalk to Huset ballfields has been patched with blacktop. Water fountain has been installed at Huset #1 ballfieid. The Commission discussed the great interdepartmental cooperation between Public Works and the Recreation Department. With the open lines of communication both Parks and Recreation services run in a effective and efficient manner.
