The meeting was called to order by Chairman Bill Hollom at 6:30 p.m.
Hollom officially welcomed Jerry Foss to the Park & Recreation Commission.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the August 24, 1993 meeting with the following correction
indicating that Gary Peterson was in attendance at the August 24, 1993 Commission meeting.
APPROVAL OF PA YMENT OF BILLS
Move to approve payment of bills as listed from the proper funds.
LETTERS AND REQUESTS
REQUEST MATHAIRE PARK WARMING HOUSE/GERMAN AMERICAN PARTNERSHIP
PROGRAM
Move to ratify the action of the Director in approving the use of the Mathaire Park warming
house on October 14th, 15th and 16th for a garage sale for the German/American Partnership
Program with any fee being waived.
REQUEST PRE.SCHOOL ROOM/COLUMBIA HEIGHTS PUBLIC SCHOOLS
Move to approve the use of the pre-school, main hall and the Edgemoor room from August
23, 1993 through May 27, 1994 with the rental fee being waived.
REQUEST HALId1994 COLUMBIA HEIGHTS ALL NIGHT PARTY
Move to approve the use of the hall, LaBelle Lounge, Gauvitte, Keyes, Mathaire/McKenna,
Edgemoor and Ostrander rooms for the Columbia Heights All Night Party on Monday, June
6 through Thursday, June 9, 1994 with the fee being waived.

REQUEST SENIOR CENTER/OSTRANDER, YOUTH ROOMt KEYES ROOM/BOY SCOUTS
OF AMERICA
Move to approve the use of the Senior Center/Ostrander, Youth room and Keyes room for the
Boy Scouts of America Roundtable Training on Thursday, April 7, 1994 with the fee being
waived.
REQUEST HALL/COLUMBIA HEIGHTS PUBLIC SCHOOL
Move to approve the use of Murzyn Hall for the Regional Student Council Leadership
Conference for Columbia Heights Public Schools on Wednesday, October 27, 1993 from 8:00
am to 3:00 pm with the fee being waived.
APPROVAL OF CONSENT AGENDA
Motion by Petkoff, second by Peterson to approve the consent agenda. All ayes, motion
carried.
REQUEST HA t.lJTRAIN COLLECTORS FOR 1994
The Commission members agreed to continue renting to the Train Collectors for the year 1994
at the same rate of $165.00/per month.
REQUEST HA LL/HOCKEY BACKERS
Pat Townsend, President of the Columbia Heights Hockey Backers, requested the use of the
hall for their annual spaghetti dinner on November 3, 1993. Motion by Peterson, second by
Petkoff to approve their request with the rental fee being waived on November 3, 1993 from
1:00 p.m. - 9:00 p.m. All ayes, motion carried.
REQUEST HA LIJGIRL SCOUT TROOP #1450
Motion by Grady, second by Foss to approve the request from Colleen Vail, Events Specialist,
Girl Scout Troop #1450, for a father/daughter dance on April 7, 1994 from 7:00 - 9:00 p.m.
with the fee being waived. All ayes, motion carried.
REQUEST ~]EFFERSON BUILDING/POLICE RESERVE
Motion by Peterson, second by Grady to approve the use of the Jefferson Building from 3:00
p.m. to 12:00 midnight for the Police Reserve social on October 16, 1993 with any fee being
waived. All ayes, motion carried.

OLD BUSINESS
PRE-ENGINEERED BUILDING
The multi-purpose building was proposed for the 1995 budget, however, Casey indicated that
he was going to propose it to the City Council for the 1994 budget. At the next Booster
meeting Casey stated he is going to request $500.00 for an architectural design of the pre-
engineered building. The proposed building is in the neighborhood of $500,000 and would
hold youth center, full court basketball, volleyball courts, ECFE programs, seniors during the
day. A discussion was held on location of the building.
The members were in agreement as to not cut costs but make the building available with both
showers and locker rooms.
NEW BUSINESS
SULLIVAN LAKE PARK PICNIC SHELTER
A memo from Mark Winson stating that the Park Department crew has had to replace roofing
which has resulted in over 100 hours of labor. In the memo he stated that perhaps barbed
wire could be installed on the shelter or possibly reroof the shed with a metal clodding.
After discussion, the Commission members stated that the Police Department should be notified
and be requested to add additional surveillance at Sullivan Lake Park.
SUMMER WRAP UP
Casey reported that participants in all summer activities had increased. Graphs were also
given to the members showing the increase in attendance. He also added that the 1993
summer went well and without any major incidents.
VOLUNTEER COORDINATOR
Carol Frey attended the meeting to answer any questions the members might have. A memo
was given the members indicating the current programs she is involved in.
REPORTS
RECREATION
Casey reported that facia had been installed on the outside of Murzyn Hall.
Herbert discussed a survey on traveling adult costs through out the metro area. The fee's that
Columbia Heights charge are dramatically less than the surrounding communities.

PARKS
Jolly reported that over 200 trees had been tagged for either oak wilt~dutch elm disease. 70
boulevard trees had been marked for removal. Fall planting of trees has been moved up a
couple of weeks.
Gauvitte Park basketball court was inspected and it is in bad condition and should be
corrected.
The tree city banner is up and flying at the Public Works Shop.
Huset #1 drinking fountain is in.
The bids received for the redoing of Huset Park west tennis courts and the Sullivan Lake Park
tennis courts were turned down by the Council.
The tree grant from the Federal Government was approved however, it will be late fall before
money is received.
Money for playground equipment was removed from the budget - the only part left in the
budget was for replacement of playground equipment parts.
