ROLL CALL Members present: Bill Hollom, Bob Ruettimann, John Murzyn, Dick Petkoff, Pat Grady, Mark Casey, Director of Recreation Members absent: Mark Winson, Director of Public Works/City Engineer, Gary Peterson Also present: Donald Jolly, Superintendent Public Works CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Move to approve the minutes of the June 23, 1993 meeting. APPROVAL OF PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. REQUEST BEER/SULLIVAN LAKE PARK/MEDTRONIC Move to recommend to the City Council that they allow Medtronic to serve 3.2 beer at Sullivan Lake Park on August 20th from 12:00 noon to 5:00 pm. REQUEST BEER SULLIVAN LAKE PARK/LINDA KOSLOSKI Move to recommend to the City Council that they approve the request for 3.2 beer and/or wine cooler at the family picnic at Sullivan Lake Park from 11:00 am to 5:00 pm on Saturday, August 21, 1993. REQUEST HALL/DAVE LARSON/COL HGTS SPECIAL OLYMPICS Move to approve the use of the hall, LaBelle Lounge and kitchen for the Second Annual Awards Banquet and Dance for Special Olympics on Sunday, August 15, 1993 with the fee being waived. REQUEST ROOM/COLUMBIA HEIGHTS LIONS Move to approve the use of the Mathaire/McKenna rooms on September 22nd and 23rd and the Senior/Ostrander rooms on October 27th and 28th from 6:00 pm to 10 pm with the fee being waived. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES JULY 28, 1993 PAGE TWO REQUEST MEETING ROOM/COL HGTS HOME EDUCATION PARENTS ASSOC Move to approve the use of the Youth Lounge on the third Thursday of the month from October of 1993 through May of 1994 and the fourth Thursday of September, 1993 with the fee being waived. REQUEST HALL-MEETING ROOM/DAN KLINKHAMMER-MYAA Move to approve the use of the Gauvitte room for Minnesota Youth Athletic Association on Tuesday, August 3rd and the hall on Wednesday, August 18th with the fee being waived. REQUEST OSTRANDER WARMING HOUSE/LISA WROBEL Move to approve the use of the Ostrander Park Warming House for Lisa Wrobel on August 3rd for National Night Out". This is being requested only in case of rain. REQUEST WARMING HOUSE/COLUMBIA HEIGHTS ROYALTY COMMITTEE Move to approve the use of Mathaire Park Warming House for a garage sale for the Columbia Heights Royalty on September 24.26 with any fee being waived. APPROVAL CONSENT AGENDA Motion by Ruettimann, second by Petkoff to approve the consent agenda. All ayes, motion carried. REQUEST HALL/GIRL SCOUT TROOP 643 A late letter was received from Doris Grady, Girl Scout Leader, requesting the use of the hall for a benefit party for a Columbia Heights family who lost their home due to a house fire. Motion by Ruettimann, second by Murzyn to approve the use of the hall for a benefit party on Wednesday, August llth from 6:00 p.m. to 9:00 pm. with the fee being waived. All ayes, motion carried. REQUEST EDGEMOOR ROOM/~]UST FOR KIX Kristen Patterson, Metro Director Just For Kix, is requesting the use of the Edgemoor room for a exercise room for a period running from October through May of 1994. They are also requesting the use of the room at a reduced fee of $50 per night. Motion by Ruettimann, second by Grady to approve the use of the Edgemoor room, if available, for a long term commitment at the rate of $65.00 per night. Details to be worked out between the Director and Kristen Patterson, Metro Director. All ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES JULY 28, 1993 PAGE THREE OLD BUSINESS UPDATE FROM CITY FORESTER A memo was received from Don Jolly, City Forester, indicating that approximately 140 trees had been marked for removal due to Dutch Elm Disease this year compared to about 200 last year. Approximately 75 - 80 trees are to be replanted. A $5,000 grant for the replanting of trees has been resubmitted, however, we have not received a reply. Jolly stated that amount represents the purchase of 40 trees. Grady recommended Carol Frey, Volunteer Coordinator, to assist in any future grant writing policies. BLACKBEARD OLYMPICS A donation of $500 has been given to the Blackbeard Olympics from the Columbia Heights Boosters. The Olympic style games are being sponsored by the Police Chief's Forum and the Recreation Department is taking registrations from participants. The games are scheduled for Sunday, September 19th from 11:30 am to 5:30 p.m. at Keyes Park. Petkoff reaffirmed that the Commission unanimously supports the Olympics. PRE-ENGINEERED BUILDING Casey stated that this was a 1995 proposed project. Casey is requesting a meeting with members from different organizations to give their opinions on the size and the purpose it would serve. With that information Casey would go back to the Commission and eventually to the City Council for direction. Grady, Peterson and Hoilom were all names that were submitted as being interested in serving on the project committee ,lAMES P. JOHNSON'S LETTER A letter from Mr. Johnson regarding the waiving of a fee was resubmitted to the Commission. It is the responsibility of the Commission to waive fees without any approval or acknowledgement from the City Council or Mayor. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES JULY 28, 1993 PAGE FOUR Ruettimann stated that Mr Murzyn was not the first person to receive a waiver of fee of the hall as a resident of Columbia Heights nor the last to receive a waiver of fee. The city saw fit to recognize Mr. Murzyn's 50 years of dedication to our community and also honor him by naming the hall after him. I had no problem waiving the fee back in July of 1992 nor do I have any reservations in waiving the fee now. The motion was seconded by Petkoff with the following addition from Grady "The John P. Murzyn Hall Management Plan, Section 1, Authorities and General Purpose 1.1 Purpose of Hall...The purpose for the rental fees is to helpoffset operational costs within the building and any variance or waiver of said fees or rules shall be by action of the Commission". 4 aye 1 abstain. Motion carried. Ruettimann also stated that the Commission does not notify the Council every time an activity fee has been waived. FENCE AT CIRCLE TERRACE A memo was received from Winson stating that Wait Doelz, owner of the duplex at 1261-63 Circle Terrace, had turned in a quote of $754 to install a 4' fence on both sides of the park at Circle Terrace Drive. The cost breaks down to $553.15 for the south side (Doelz) and $200.85 for the north side (Brad Harlan). Mr. Doelz is requesting that the city pay for 1/2 of the total or $377.00. Motion by Petkoff, second by Grady to comply with Winson's request to pay for 1/2 the cost or $377.00. All ayes, motion carried. EXPANSION OF SAND VOLLEYBALL COURT AT HUSET PARK EAST An estimate of $2,500 was submitted for materials and labor to construct a volleyball court in Huset Park. The cost of providing light to the court is estimated to be $7,500. Commission members felt that the expense for lighting was too high and not really necessary. They felt that a security light in the east end of Huset Park would be more practical. Jolly will check on the possibility of installing a light with possible hook up from H.B. Fuller. Motion by Grady, second by Murzyn to recommend to the City Council the removal of the tennis court to construct a sand volleyball court with the funds transferred from the appropriate line item. BACKSTOP AT PRESTEMON PARK A quotation from Crown Fence and Wire Company was received for $1,176.00 for installing a chain link hood to the present backstop at Prestemon Park. Motion by Petkoff, second by Ruettimann to recommend to the City Council that $1,176.00 be put in the 1994 budget for a chain link hood fence to the present backstop at Prestemon Park. All ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES JULY 28, 1993 PAGE FIVE SILVER LAKE BEACH The beach was closed on Monday, July 26th as the water was treated with copper sulphate. This was for information only. REPORTS UPDATE ON PARK PRO~IECTS FOR 1993 Parks - memo was given to the members: - Crew removed arbor sections on either side of the picnic shelter at Sullivan Park. - Energy efficient lighting and heating controls have been installed at all athletic fields and warminghouses under Honeywell contract. - Staff is currently seeking authorization to seek bids for the resurfacing of the tennis courts at Sullivan and Huset west and for the construction of a retaining wall in LaBelle Park. - City crews will be constructing new basketball courts at the former Huset East tennis courts. - Staff is currently determining costs to expand volleyball court at Huset east and to provide lighting. Jolly stated that Winson had received a letter from Medtronic stating that the ground crew would move the gravel back to the property line and restore the Sullivan Lake Park property. Recreation - The team name of "Braves" was brought to the attention of the Commission. Casey said that the matter is being looked into and will be thoroughly discussed at the end of the season evaluation. Hall - Renters of the hall furnish their own bartenders. Casey is requesting direction from the Commission as to the possibility of having a list of 10 possible bartenders and the renters either choose from the ten or arrange with the Lions to bartend. The members requested an opinion from the City Attorney as to liability or responsibility of the city. The date of the next Park & Recreation Commission meeting is being changed to Tuesday, August 24, 1993. Motion by Petkoff, second by Murzyn, All ayes, motion carried.
