The meeting was called to order by Chairman Bill Hollom at 6:30 p.m.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the May 26, 1993 meeting as presented in writing.
APPROVAL OF BILL PAYMENTS
Move to approve payment of bills as listed from the proper funds.
LETTERS AND REQUESTS
REQUEST HUSET PARK PAVILION AND SOFTBALL FIELDS
A request was received from N.E.I. College of Technology requesting the use of two softball
fields and the use of the Jefferson Building on Friday, June 18, 1993 from 9:30 a.m. to 4:00
p.m. Because of inclement weather, the request was later changed to Thursday, July 8,
1993.
Move to ratify the action of the Recreation Director in approving the use of Huset g4 and
#5 and the Jefferson Park Building for a N.E.I. Student Association picnic on July 8, 1993.
REQUEST MURZYN HALL/CUB SCOUT PACK #52
Move to approve the use of the hall and kitchen for Cub Scout Pack #52 for their annual
Blue and Gold banquet on Sunday, February 20, 1994 with the fee being waived.
REQUEST OSTRANDER PARK/COMMUNITY EDUCATION
Move to approve the use of Ostrander Park for a Dog Obedience class on Wednesday
evenings on June 2, 9, 16, 23, 30, July 7, 14, 21, 28 and August 4 from 7:00-8:30 p.m.

REQUEST PRESCHOOL ROOM & EDGEMOOR ROOM/COMMUNITY EDUCATION
Move to approve the use of the Preschool Room on Mondays through Thursdays from June
21 - August 12 from 8:30 - 11:45 a.m. and Fridays from June 25 - August 13 from 8:00 -
11:00 a.m. and the Edgemoor Room on Saturdays from June 5 - July 31 from 9:15 - 10:00
a.m. with any fee being waived.
COMMUNITY EDUCATION ADVISORY BOARD REQUEST
Move to approve the use of a meeting room for the following Thursday evenings: October
14, December 9, February 10 and April 14 with any fee being waived. All ayes, motion
carried.
It was requested that Casey schedule a meeting with Community Education regarding the
number of hours they use our facility and the cost to the city.
APPROVAL CONSENT AGENDA
Motion by Petkoff, second by Ruettimann to approve the consent agenda. All ayes, motion
carried.
REQUEST COLUMBIA HEIGHTS PUBLIC SCHOOLS/RETIREMENT DINNER &
YEAR/END PARTY
Two late requests were received from Alain G. Holt, Superintendent, requesting the use of
the hall on Tuesday, September 14, 1993 from 3:30 - 5:30 p.m. and June 2, 1994 with any
fee being waived.
Motion by Petkoff, second by Grady to approve the use of the hall on Tuesday, September
14, 1993 and June 2, 1994 with any fee being waived. If security is needed that charge will
remain in effect. All ayes, motion carried.
REQUEST ADULT CLASSES, COL HGTS HIGH SCHOOL/OSTRANDER ROOM
Motion by Peterson, second by Grady to approve the use of the Ostrander room for CPR
Classes on July 13, 29, August 9, 16, September 8, 15, 20, 23, 27, 28, and 30 with the fee
being waived. All ayes, motion carried.
OLD BUSINESS
CIRCLE TERRACE PLAYGROUND
Winson reported that after two weeks having the basketball hoop down it was put back up
because of the many requests from both kids and the adults in the neighborhood.

After researching the possibility of installing a fence at the edge of Mr. Harlan and Mr.
Doelz property to designate it from park property, Winson stated that there was a liability
problem with having the property owners install the fence. He stated that he had written
a letter to the owners stating that the city would install the fence and charge 1/3 to each
property owner with the city picking up 1/3 of the cost. He has not heard from them since
the letter was sent.
A discussion was held regarding the noise from basketball being played during late hours.
It was requested by the Commission members to disconnect the photo cells from the lights
and place signs at the parks showing that no basketball is to be played after 10:00 p.m.
Winson said the parks requiring the signs would be Prestemon, Gauvitte, Huset west and
LaBelle Park.
NEW BUSINESS
Don Jolly reported on the first Dutch Elm Inspection for this year. It was reported that
there were only 15 diseased elms to be removed in June. He felt that July would show a
great increase in the number of trees.
It was reported that 2 grants had been submitted, however, 1 had been turned down
because we did not have an energy saving plan. The second grant was resubmitted and was
approved for tree planting grant under the Natural Resource Development program.
BLACKBEARD OLYMPICS
Mr. Danny Garda attended the meeting to explain the "Biackbeard Olympics". He stated
that it was an obstacle course for the 11 - 16 year olds which included an egg toss, pig
chase, watermelon eating contest, jousting competition, tug-o-war, and pit soccer. He stated
that this was an activity that was used in California and worked very well. Holiom
suggested that Mr. Garda work with the Directors on the feasibility of having such a
program in the summer of 1994.
CITY BUS
Winson stated that Public Works had received a request (from Community Education) for
the bus to take a group of kids to Silver Lake Beach each Wednesday. This was for
information only.
ANONYMOUS LETTER
The anonymous letter referring to a fee waived event was presented to the Commission.
The members felt that since the letter was not signed it should not have been on the agenda.
If the individual either signs the letter or presents it to the Commission they will deal with
it at that time.

PRE-ENGINEERED BUILDING
A rough plan for the proposed pre-engineered building was presented to the members.
Hollom suggested that Casey get a cost figure for the building and submit it in the '94
budget.
REPORTS
RECREATION
Casey reported that $5,400 had been received towards the 4th of July fireworks. The cost
of the fireworks was $5,000 and the band, City Knights, was $500.
Thank you letter was sent to Michelle Murzyn on behalf of the Commission for the fine
work on the Beautification Project.
Facia will be replaced on the outside of Murzyn Hall.
In 1992 a total of 54 kids enrolled in our summer playground program. This year the
program was revamped and through the first session over 170 children have registered and
more are anticipated.
PARKS
14 seasonals are working this summer in the parks.
Discussion on request from resident to use alternatives to weed spraying.
Vandalism in excess of $400 has occurred at Keyes Park.
COMMISSION
Commission members felt that the acoustics were terrible in Keyes Park building and we
not have any future meetings at that building.
