The meeting was called to order by Chairman Bill Hollom at 6:30 p.m.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL MINUTES
Move to approve the minutes of the April 28, 1993 meeting as presented in writing.
APPROVAL OF BILL PAYMENTS
Move to approve payment of bills as listed from the proper funds.
REQUEST HALL/MIDDLE SCHOOL PTA
Move to ratify the action of the Recreation Director in approving the use of the hall for District
#13 School Board on Wednesday, May $ from 3:00 p.m. to 10:00 p.m. with the fee being
waived.
REQUEST KITCHEN & GAUVITI'E ROOM/MN EXTENSION SERVICE
Move to ratify the action of the Recreation Director in approving the use of the Gauvitte Room
and kitchen for Minnesota Extension Service on July 13, 14, 20, 22 and August 18, 1993 from
8:30 a.m. to 12:00 noon with any fee being waived.
REQUEST JEFFERSON BLDG/MINNESOTA CITIZF~NS CONCERNED FOR IJl:rE
Move to approve the use of the Jefferson Building for the Minnesota Citizens Concerned For Life
for a rummage sale from September 13 to September 18, 1993 and the use of 6 tables with any
fee being waived.

REQUEST MAIN HALL & KITCHEN/WOMEN OF TODAY
Move to approve the use of the main hall and kitchen for a Women of Today meeting on July
29, 1993 from 4:00 p.m. to 11:00 p.m. with the fee being waived.
REQUEST LIQUOR KEYES PARK/D~ M. WOODRICH
A request was received from Ms. Woodrich requesting the use of a softball field at Keyes Park
on Saturday, June 12 and a permit for consuming 3.2 beer.
Ms. Woodrich contacted the Recreation Deparunent on May 26, 1993 and cancelled her request.
REQUEST SERVING BEER SULLIVAN PARK/GLEN BAGGENSTOSS
Move to recommend to the City Council that they approve the use of 3.2 beer for the Glen
Baggenstoss family reunion on Sunday, June 27, 1993.
REQUEST MURZYN HALL/OLD TIMERS REUNION
Move to approve the use of the hall, LaBelle Lounge and kitchen for the Columbia Heights Old
Timers Reunion on Sunday, April 24, 1994 from 2:00 - 6:00 p.m. with the fee being waived.
REQUEST HALL/COLUMBIA HEIGHTS VFW POST #230
Move to approve the use of the hall and kitchen for the annual VFW Post #230 Childrens
Christmas Party on December 5, 1993 from 12:00 noon to 5:00 p.m. with the fee being waived.
REQUEST CLOSING STREETS-JEFFERSON BLDG/COLUMBIA HEIGHTS LIONS
Move to approve the use of the Jefferson Building for the Columbia Heights Lions beer garden.
The Columbia Heights Lions will be notified that the closing of Jefferson Street and any other
related parade matters should be directed to the City Council.

Motion by Grady, second by Peterson to approve the consem agenda. All ayes, motion carried,
REQUEST SERVING BEER SULLIVAN PARK/PAT ROSENBERG
A letter from Pat Rosenberg, St. Matthews Church, was received requesting permission to
consume 3.2 beer at Sullivan Park on Tuesday, July 20, 1993. She also stated that about 30
people were expected to attend.

Motion by Peterson, second by Grady to recommend to the City Council that they approve the
consumption of 3.2 beer on Tuesday, July 20 at Sullivan Lake Park for St. Matthews Church.
All ayes, motion carried.
REQUEST MEETING ROOM/COLUMBIA HEIGHTS COMMUNITY EDUCATION
A fax was received from Karen Schaub, Director of Community Education, requesting the use
of a meeting room for the following Thursday evenings: October 14, December 9, February 10
and April 14th.
After some discussion, it was agreed to table the request until further information is received.
The Commission requested Casey to contact Ms. Schaub regarding the reason for holding
meetings at Murzyn Hall rather than the High School.
REQUEST HUSET #3/MCYO - MARK KENNEY
Mark Kenney requested the use of Huset #3 on behalf of the Monsignor Coates Youth
Organization for June 8 and June 10 from 5:00 - 9:00 p.m. The league is holding its City and
Twin City Championships and is in need of a field.
Motion by Peterson, second by Grady to approve the use of Huset #3 on June 8 and 10 from
5:00 p.m. to 9:00 p.m. with any fee being waived. All ayes, motion carried.
REQUEST ROOM/JANE POLLEY
Jane Polley requested a room for adult reading (one on one basis). She stated that the Columbia
Heights Library has reserved her a room on Wednesdays, however, if it is not available she
wanted a back up room.
Motion by Peterson, second by Ruettimann to allow Ms. Polley the use of a room from 3:00 p.m.
to 4:30 p.m. with the fee being waived. All ayes, motion carried.
OLD BUSINESS
Brad Harlan and Walt Doelz attended the meeting to express their concerns regarding the Circle
Terrace Park adjacent to their homes.
They stated that the noise from a basketball being dribbled late in the evening and children
playing on their property and leaving bicycles in their driveways is getting to be a problem. Mr.
Harlan and Mr. Doelz stated that the boys playing basketball were older and not from the Circle
Terrace neighborhood. They also stated that if the light in the park was turned off it might deter
the children from playing basketball after dark. Casey stated that the only light in the park was
a security light the other light over the basketball court has been turned off.

Peterson stated that if the basketball hoop is being used it would be a shame to have it removed,
however, if the problem can't be controlled it should be removed.
After discussion it was decided to have the park crew remove the rim and backboard for a month
and see who complains and record the names and addresses of the complaints and at that time
a decision would be made.
Mr. Harlan and Mr. Doelz also requested financial help in purchasing a fence (they would install
the fence) to be placed at the edge of their property to designate it from the park property. The
Commission members stated they should get a cost figure for the fence and it would be turned
into the Council for their approval in the 1994 budget. It was requested that a phone survey be
done to speed up the process.
HUSET EAST TENNIS COURT
Winson sent a memo to the Commission stating that the groundwater level was discovered which
would make it difficult to build sand volleyball courts on the Huset east tennis courts. Winson
suggested using the existing tennis courts to be overlayed with asphalt to provide a new full court
basketball surface.
The Commission stated that they would have no problem with installing a asphalt a basketball
court, however, they would like a lighted volleyball court.
It was requested that Winson check on installing lights and upgrade the present volleyball courts.
TREE BOARD
Winson reported that Don Jolly would be present at the June meeting to discuss current programs
and grants. He also stated that he would be providing the Commission with updated reports on
tree issues as they occur.
NEW BUSINESS
4TH JULY UPDATE
After a mailing to businesses and Chamber of Commerce members Casey reported that $3,975.00
had been received for the 4th of July fireworks. Baseball games for the children and bocce ball
and horseshoes for the Seniors is the afternoon entertainment planned. The band chosen for the
evening entertainment is City Knights.

BALLFIELD LIGHTS POLICY
A revised ballfield policy was given to the members. The only change was the $75.00 key
deposit and a charge of $10.00 per night for the use of lights with the stipulation that the lights
had to be turned off by 10:00 p.m.
Motion by Ruettimann, second by Peterson to approve the amended Field Permit and Ballfield
Light Permit. (See attached) All ayes, motion carded.
JAMBOREE CARNIVAL GUIDELINES
A Carnival Rules and Guidelines was handed out to each member. Motion by Ruettimann to
approve the use of the Carnival Rules and Guidelines for 1993, second by Peterson. All ayes,
motion carried. (See attached).
REPORTS
COMMISSION MEMBER
-Grady requested a place to store approximately 350' feet of hose for the Beautification Project. It was suggested that Casey contact Vem Rozmark to check on a base box.
-Peterson requested that a letter by sent to Michelle Murzyn from the Park Board stating what
a great job she did on the planting of flowers in Columbia Heights.
-Casey was commended on the great job he is doing by Councilman Peterson.
RECREATION
-Casey will bring a rough site plan and elevation for the proposed pm-engineered building (gymnasium) to the next meeting.
-Approximately 75 kids turned out for the Free Baseball Clinic on May 22nd.-Silver Lake Beach will be opening on June 1 lth.-Staff is working with Highland Elementary School Community Education on a free drop-in
program for the summer. This is paid for by a grant.
-Tuesday, May 25 the Senior Center had an Open House to celebrate "Older American's Month".-Casey also gave the members a spring program update. In 1991 there was approximately 60
softball players and this year the number has grown to 150.
-Columbia Heights Boosters have approved $1,000 towards the Hilltop Warming House.
