ROLL CALL Members Present: Bill Hollom, Pat Grady, Gary Peterson, Dick Petkoff, Bob Ruettimann, John Murzyn, and Mark Casey, Director of Recreation. Others Present: Jim Fowler. Chairman Hollom presented Mr. Fowler with a plaque in appreciation for his 14 years of dedicated service to the Park & Recreation Commission. The following items were on the consent agenda: Approval of Minutes Move to approve the minutes of the March 24, 1993 minutes. Approval of Bill Payments Move to approve payment of bills as listed, from the proper funds. LETTERS AND REQUESTS A. Request Main Hall/Columbia Heights Lions Club. Move to approve the use of the Main Hall by the Columbia Heights Lions Club on the following dates: Monday, October 18, 1993; Monday, December 20, 1993; Saturday, February 12, 1994; Sunday, March 2'/, 1994, Monday, April 18, 1994, Monday, June 6, 1994; December 19, 1994 with the fee being waived. However, if security is needed, the security fee will remain in force. B. Request Prestemon and Keyes Ball Fields Move to approve the use of Prestemon ball field by Ron Cadwell, Athletic Driver, on the following dates: April 8, 16, 22, 27, May 4, 13, 19 and 20 and Keyes ball field for the following dates: April 8, 15, 20, 27, May 4 and 25. Request LaBelle Lounge & Kitchen/Friends of the Library Move to approve the use of the LaBelle Lounge and kitchen for Friends of the Library on Tuesday, May 18, 1993 from 4:30 P.M. to 10:00 P.M. with the fee being waived. D. Request Meeting Room/East River Hockey Association Move to ratify the action of the Director in allowing the East River Hockey Association the use of the Senior Center/Ostrander Room on Tuesday, April 20, 1993, with the fee being waived. E. Request Huset Ball Field/Columbia Heights Lions Move to approve the use of McKenna #1 and Huset g4 for Saturday and Sunday, June 26th and 27th and Huset Field #5 for playoffs on June 27th with any fee being waived. F. Request Tournament/Brama Bulls Move to approve a softball tournament on July 24 and 25, 1993, which is requested by Thomas A. Brama on behalf of the Brama Bulls (Old Lettermen Sports) as long as all requirements are met, fees paid and regulations are observed. G. Request Hall/Columbia Heights Fire Department Auxiliary Move to approve the use'of the hall, LaBelle Lounge and kitchen for the Columbia Heights Fire Department Ladies Auxiliary's annual Craft Fair on Sunday, October 24, 1993, from 8:00 A.M. to 5:00 P.M. and their annual family Christmas Party on Sunday, November 28, 1993, from 12 noon to 5:00 P.M. with the fee being waived for both events. CONSENT AGENDA Motion by Peterson, seconded by Grady, to approve the consent agenda. All ayes, motion carried. Columbia Heights Park & Recreation Commission April 28, 1993 Page 3 OLD BUSINESS Park Tour A memorandum from Mark Winson on the park tour taken on April 15, 1993, was reviewed by Commission members. Chairman Hollom asked for any other comments or additions. Chairman Hollom suggested that if the decking at LaBelle Park is a safety hazard, it should be replaced before 1994. Gary Peterson mentioned building a gym behind Murzyn Hall. Discussion was held on the feasibility of attaching a structure to the existing JPM facility. Mr. Ruetfimann indicated, there were some plans for a similar structure elsewhere in the City some time back. Mark Casey was directed to investigate such an idea keeping in mind the type of facilities that could be located in such a building. B.Y.O.B. Discussion was held on the issue of "Bring Your Own Bottle". Mr. Ruettimann indicated he would vote against it. Motion by Bob Ruetfimann, seconded by John Murzyn, to rescind BYOB clause of JPM Management Plan on April 29, 1993. All alcohol is to be dispensed from the bar area effective 1-1-94 for any new reservations made. On previously made reservations, they would 13e allowed to BYOB upon approval by the City Council. Roll Call: All in favor. NEW BUSINESS A. Request to Waive Damage Deposit/Consumer Surveys Consumer Surveys, part of General Mills, has requested that the requirement for a $200 damage deposit be waived. They are a frequent renter of the hail. Concern was expressed with setting a precedent of waiving the damage deposit. It was recommended that General Mills make a one time $200 deposit and leave it on the books until the end of the year and continue to do so each year. Columbia Heights Park & Recreation Commission April 28, 1993 Page 4 B. Senior Citizens An update memo from Karen Moeller, Senior Citizens Coordinator, was given for information only. Commission members were happy to see such excellent participation. Beautification Committee A tentative proposed budget for the Beautification Project was included for information only. Arbor Day Planting will be held at the High School on Friday, April 30th, at 1:30 P.M. Discussion was held as to why the planting had not taken place in one of the City parks. As the Park and Recreation Commission is the Tree Board, they would like to become involved in these type of arrangements. They were not made aware of where the trees would be planted in advance. It was also suggested that Pat Grady be appointed Arbor Day Co-Chairman for 1994. Donald Jolly is requested to be present at the May Commission meeting so that some things like plantings, grants, etc. can be discussed. Sullivan Lake Park Shelter It was suggested that a motion be made by the Commission to determine what should be done at Sullivan Lake Park. Motion by Ruettimann, seconded by Grady, to recommend to the City Council that the Public Works Department be allowed to remove and relocate arches that provide access to the roof of the picnic shelter at Sullivan Lake. Roll Call: All in favor. It was suggested that pictures of what is going to be removed be taken. Huset East Tennis Court Mark Casey asked for direction on what will replace the Huset East Tennis Courts. Motion by Peterson, seconded by Grady, that two sand volleyball courts be installed where the tennis courts eun'ently are and two basketball hoops be added at the far end of the east parking lot. Recreation Mark Casey asked for direction with regard to two pool tables that are in bad shape and in need of repair. He indicated the room where these tables are could be better utilized if only one table is used. It was suggested that one table be repaired and the other be stored for pans or repair in the future. B. Parks None C. Commission Members Dick Petkoff mentioned that the guest speaker for the coaches was excellent. Bob Ruettimann asked if we are still certifying coaches. Mark Casey indicated a report will be given at the May meeting on this subject. Discussion was held on the cost for a Twins clinic or some type of a clinic and whether or not we have any clinics scheduled. Mark Casey' indicated that we have a free clinic c. oming up in the future. ADJOURNMENT Motion by Petkoff, seconded by Ruetfi'mann, to adjourn the meeting at 7:55 P.M.
