The meeting was called to order by Chairman Bill Hollom at 7:00
p.m.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the December 9, 1992 meeting as
presented in writing.
APPROVAL OF PAYMENT OF BILLS
Move to approve payment of bills as listed from the proper funds.
REQUEST OSTRANDER/SENIOR CENTER - COLUMBIA HEIGHTS LIONS
Move to approve the use of the Ostrander/Senior Center on March 3rd
and 4th for the Columbia Heights Lions with the fee being waived.
REQUEST MURZYN HALL/BOY SCOUTS OF AMERICA
Move to approve the use of the Senior Center/Ostrander, Youth
Lounge and Keyes room for the monthly Roundtable for Viking
Council, Boy Scouts of America on April 1, 1993 from 7:00 pm to
9:45 pm with the fee being waived.
STAFF REQUESTS USE OF LABELLE LOUNGE
Move to approve the use of the LaBelle Lounge on Thursday, February
18, 1993 from 5 pm to 8:00 pm for staff with the fee being waived.

Motion by Fowler, second by Murzyn to approve the consent agenda.

REQUEST HILLTOP WARMING HOUSE BY OPENED/RESIDENTS
The Park Commission received a letter from M.J. Wesley, 4763 Upland
Crest, along with a petition from neighboring residents to re-open
the Hilltop Park warminghouse.
According to Winson, the building has been used for storage since
it was abandoned as a warminghouse approximately 10 years ago. The
approximate cost to reopen the building would be $1,800 for
attendants, $1,000 for park maintenance and $4,000 to install
utilities, furnace and other repairs.
The members felt that since there was less than a month left of
skating season it would not be feasible to re-open the building,
however, it would be looked at in the 1993-1994 skating season
providing there is money in the budget. It was suggested that a
couple of the civic organizations may be interested in contributing
money towards the Hilltop Building. It was suggested that Gary
Peterson proceed with the request for donations.
OLD BUSINESS

NEW BUSINESS
ELECTION OF CHAIRMAN
Motion by Fowler, second by Peterson to nominate Bill Hollom as
Chairman of the Park & Recreation Commission. Ail ayes, motion
carried.
HUSET PARK "OLD FASHIONED" SKATING RINK
Motion by Petkoff, second by Ruettimann to eliminate all hockey
playing at Huset Park "Old Fashioned" skating rink. Ail ayes,
motion carried.
OPEN SUNDAYS
Casey reported on the large number of non-residents attending the
Open Sundays at the high school. He felt that it was unfair for
District #13 residents being "bumped" out of the gym and weight
rooms. He requested that a motion be made to handle the problem.
Motion by Grady, second by Ruettimann to limit participants on Open
Sundays to District #13 residents only. Ail ayes, motion carried.

PETITION TO VACATE ALLEY
Winson reported that the resident at 3932 Quincy Street submitted
a petition to vacate the alley to the City Council at their last
meeting.
A survey of the park was shown to the members and pins were marked
to indicate the park property. The alley in question was outside
park property so if the public alley was vacated seven feet would
revert to the owner of the property and seven feet to the city for
park property.
The question to the Commission was "If vacated the park could use
the property - does the Park Commission have any use for the
property?"
After much discussion, motion by Ruettimann, second by Petkoff that
the Park Commission has no problem with either keeping or selling
the property, however, if the property is sold the funds should be
put in the park budget. All ayes, motion carried.
1993 DONATION REQUES3/PUBLIC WORKS DEPARTMENT
Winson submitted a list of items that they felt met the criteria
for the Boosters. The list including playground equipment totaled
$65,000. It was suggested that Winson attend the next finance
meeting of the Boosters to submit the request.
REPORTS
Recreation:
Casey introduced John Herbert, Youth Program Coordinator, to the
members.
The Grand Opening of the "Old Fashioned" skating rink on January
24, 1993 was a success.
Tomorrow nite, the Coach's Appreciation Dinner will be held at
Murzyn Hall and all members are invited.
Casey reported that Carol Frey, Volunteer Coordinator was having a
Neighborhood (Grid 8) Clean Up Day, April 17th, Arbor Day, April
30th and Planting Day, May 22nd.
The Toastmasters donated $100 in appreciation to the Recreation
Department.

Parks:
Winson reported that the skating rinks and the attendents were
doing very well.
An attendance sheet of the skating rink and hockey rinks was given
to each member. They felt the numbers indicated a good turn out
for skating.
Plans are for the fire ring to be either filled in or covered up
during the summer because of the close proximity to the ballfields.
The City Council has been approached if they were interested in
selling the 500 38th Ave. building. Winson reported that his
recommendation is to keep the building because it is being used by
parks maintenance seasonal materials, city bus, queen's float, Fire
Department and that the Park Department is in dire need of the
buiding. It was recommended that if the building is sold that all
or part of the funds are to be used for additional enclosed
storage.

Motion by Fowler, second by Peterson to adjourn at 7:50 p.m.
