NOVEMBER 25, 1992
The meeting was called to order by Acting Chairman Jim Fowler at
6:30 p.m.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the October 28,
presented in writing.
APPROVAL OF PAYMENT OF BILLS
1992 meeting as
Move to approve payment of bills as listed from the proper funds.
LETTERS AND REQUESTS
REQUEST HALL/POLICE DEPARTMENT
Move to approve the use of the main hall on Tuesday, December 22,
1992 from 6:30 to 9:30 p.m. for the Columbia Heights Police with
the rental charge being waived.
APPROVAL OF CONSENT AGENDA
Motion by Ruettimann, second by Grady to approve the consent
agenda. All ayes, motion carried.
HOMESCHOOLED
Theresa Jesberg, from Homeschooled, requested an additional room to
accommodate the infants and small children. They meet the third
Thursday of each month.
Motion by Peterson, second by Petkoff to allow the Homeschooled
group an additional room providing there is room available and that
there is adequate and proper supervision at all times. All ayes,
motion carried.

REQUEST LABELLE WARMING HOUSE OPENED
Ms McLaughlin attended the meeting to express her wish to have the
warming house at LaBelle Park opened. She obtained 70+ signatures
which included 50+ children requesting the opening of the warming
house. She also indicated that there were many children on Circle
Terrace that would use the warming house, however, she did not
canvas this area.
Winson reported that the city could absorb the cost of opening and
maintaining the rink but could not absorb the utility charges and
the salary of the attendant. He estimated the cost of energy,
phone and attendant to be approximately $2,000.+.
The members agreed that the reason the warming house was closed was
because of the iow attendance, however, if there are that many
potential skaters the house should be opened.
Motion by Grady, second by Petkoff to recommend to the City Council
that they approve the request for additional money in order to
maintain the warming house at LaBelle Park. Ail ayes, motion
carried.
REQUEST HALL/LINDA MAGEE
Linda Magee requested the use of the hall on Tuesday, March 30,
1993 for a retirement party for Stuart Anderson, City Manager. She
also requested that any fee be waived for this event.
Motion by Peterson, second by Ruettimann to grant permission to
allow a retirement party for Stuart Anderson on March 30, 1993 with
the fee being waived. Ail ayes, motion carried.
TRAIN COLLECTORS REQUEST EARLY ENTRANCE
Susan Ellingson, Train Collectors Secretary, requested a two hour
early entrance on December 13, 1992 and also requested the use of
LaBelle Lounge for a small Christmas party.
Motion by Peterson, second by Ruettimann to allow the Train
Collectors a two hour early entrance and the use of LaBelle Lounge
on Sunday, December 13, 1992. Ail ayes, motion carried.
RENTAL RATES FOR 1994
A schedule of rates was given each member. The rate for 1994 was
calculated at a 3% rate and a rounded up 3+% rate.

After much discussion, motion by Ruettimann to approve the
increased rate changing only the 30% Columbia Heights resident
discount to 35%. He felt that the residents are paying enough in
taxes to maintain Murzyn Hall. Motion died from lack of second.
Motion by Petkoff, second by Peterson to approve Column E (3+%
rounded up figures). Aye, Peterson, Petkoff, Grady, Fowler, Nay,
Ruettimann, Abstain, Murzyn,.
REPORTS
RECREATION
Bundy reported that numbers are up in Traveling Basketball and we
had to increase the teams. Junior Timberwolves games have started.
Petkoff stated he had the opportunity to attend some games at
Central Middle School and was very impressed with both coaching and
officiating.
PARKS
Winson reported that all the warming houses are ready for the
skating season. The parks have all been power raked. Added fence
at Silver Lake Beach which also extends the sledding hill.
Huset skating rink - all items have been ordered and should be
installed by the end of the year.
Ruettimann requested a date to have a "grand opening" of the
skating rink. The time proposed was the first weekend in January.
He stated that we could have a hay ride and provide hot chocolate
or cider. He wanted to know if the Commission members would be in
favor of it and they indicated that they were in favor of it.

Motion by Peterson, second by Petkoff to adjourn at 7:20 p.m.
