HomeMy WebLinkAboutOctober 28, 1992 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION OCTOBER 28, 1992 The meeting was called to order by Chairman Bill Hollom at 6:30 p.m. ROLL CALL: Member present: Bill Hollom, Jim Fowler, Dick Petkoff, John Murzyn, Pat Grady, Gary Peterson, Mark Casey, Director of Recreation, Mark Winson, Public Works Director/City Engineer Member absent: Bob Ruettimann Also present: Mr & Mrs Olson CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Move to approve the minutes of the September 23, 1992 meeting as presented in writing. APPROVAL OF PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. LETTERS AND REQUESTS REQUEST HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS Move to approve the Hall, LaBelle Lounge and kitchen for the Columbia Heights Athletic Boosters for the annual holiday dinner for the seniors on Tuesday, December 8, 1992 with the fee being waived. REQUEST EDGEMOOR ROOM/COLUMBIA HEIGHTS HYLAND LASSIES Move to approve the use of the Edgemoor room for practice by the Columbia Heights Hyland Lassies, with the fee being waived, and the details to be worked out with staff and the coach of the Hyland Lassies. Permission is given with the stipulation that an adult supervisor is present during all practices. APPROVAL OF CONSENT AGENDA Motion by Murzyn, second by Peterson to approve the consent agenda. Ail ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES OCTOBER 28, 1992 PAGE TWO REQUEST HALL/COLUMBIA HEIGHTS LIONS CLUB We received two late requests from the Columbia Heights Lions which were both approved. Motion by Murzyn, second by Peterson to approve the use of the Hall for a benefit dance/dinner for Muscular Dystrophy on March 7, 1993 from 4:00 until midnight and the use of the Hall on March 21, 1993 from 6:00 a.m. until 3:00 p.m. for the annual pancake breakfast with any fee being waived. If security is needed that charge will remain in effect. All ayes, motion carried. REQUEST LABELLE SKATING RINK/LINDA OLSON Ms. Olson attended the meeting to request the reopening of the skating rink at LaBelle Park. She stated there were 15 families (31 children) in the immediate neighborhood that would use the rink. The Commission felt that if the rink would be used it would be advantageous to reopen it without a warming house. This was agreeable to the Olson's. The Olson's also requested a bench be placed at the rink. Motion by Grady, second by Fowler to reopen the skating rink at LaBelle Park, without the warming house or attendant, for the skating season 1992 - 1993. It was also requested that the City Council be notified of the decision. Ail ayes, motion carried. OLD BUSINESS PARK SIGNAGE Winson brought up the fact that there are inconsistencies in the signage in the parks. The park signs indicate that parks close at 10 p.m. but the parking lot signs indicate that the parking lots close at 11 p.m. The Silver Lake Boat Landing sign indicates that it opens at 6:00 a.m., however, due to the Police scheduling the gates often don't open until 7:00 p.m. Several comments arose over the differences - After a game players probably want to visit - have a pepsi - and then leave. This would give them an hour to leave the park. If an ordinance covers the boats on the lake after a certain time - Why do we need someone to lock and unlock the gates? Winson stated that he needed more time to research this and would get back to the members at the next meeting. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MEETING OCTOBER 28, 1992 PAGE THREE SILVER LAKE BEACH PARKING LOT Winson informed the members of the continual problem of vehicles being driven on the hill side of Silver Lake Beach. Winson showed pictures to the members indicating that 4-wheel vehicles are tearing up the sod on the bank adjacent to the parking lot. He stated that a snow fence could be placed to block off the western portion of the lot and this would prevent vehicles from driving on the bank. This would also leave an area for sliding in the winter. The Commission stated for Winson to use his best judgment in controlling the problem. HUSET PARK SKATING RINK Winson gave the members a diagram of Huset skating rink. He stated Kramer Electric was awarded the bid for the electric and sound system. The speakers will be placed on the light poles, the total cost for the sound system was around $1,000. There will also be outlets available. The delivery date for the bridge is December 7th and installed shortly after that date. The retaining wall railings will be installed by the Public Works Department. The building code requires that we place railings on the top of the retaining wall. Winson stated he needed guidance on where the grill or fire pits should be located. Commission members pointed out on the diagram the southwest corner of the rink. He also stated that the Fire Department has a policy on open fire pits, however, they have not gotten back to him regarding this. There will also be 6 benches and pads strategically placed around the area at a total cost of $4,500.00. The skating area will be ready for opening in December. The only area not to be completed is the landscaping which will have to wait for next year. NEW BUSINESS CHRISTMAS DINNER MEETING The members agreed that the December dinner/meeting will be held at The Gasthof Zeitung (2300 University Ave. N E ) on December 9th at 6:30 p.m. ' ' RENTAL RATES AT MURZYN HALl, Casey asked the members if they wanted him to pursue an increase in rates for 1994. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES OCTOBER 28, 1992 PAGE FOUR Peterson stated.he thought they should be raised and Hollom stated a 3-5 % raise in rates would be acceptable. Casey stated he would get the information for the next meeting. REPORTS Recreation: A Halloween party is being held on Saturday, October 31st at the H.B. Fuller Building for all children 3rd grade and under. There will be free treats for the children. The soccer, flag football and the adult fall softball league are done. Gymnastics, women's volleyball, open Sundays, men's basketball and men's activity night have all started. Junior Timberwolves house basketball program has started for the girls and the boys season will begin after the first of the year. Last year twenty-two girls registered and this year over fifty girls have signed-up and more could be on the way. Two of our five tackle football teams are playing for the championships this Saturday. Murzyn Hall's roof has been leaking in several places. be receiving an estimate for repair in a few days. We should Parks: Received information on the Federal "ISTEA" program for highway funding. The Met Council has set aside money to be used for bikeway and walk way improvements. The city walkway program is based on providing standard sidewalks which specifically are exempted from the program. Due to this the city will not be applying for a grant. Commission member: Pat Grady requested information on how to get compost from Anoka County for the community gardens. It was stated that trucks from the city can bring back the compost when they deliver leaves etc. Hollom reported he would not be at the November meeting and asked Fowler to Chair the meeting.
