HomeMy WebLinkAboutAugust 26, 1992 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION AUGUST 26, 1992 The meeting was called to order by Chairman Bill Hollom at 6:30 pomo ROLL CALL: ALSO PRESENT: CONSENT AGENDA Bill Hollom, Jim Fowler, Gary Peterson, Pat Grady Dick Petkoff, John Murzyn, Bob Ruettimann, Mark Casey, Director of Recreation, Mark Winson, Public Works Director/City Engineer Dee McLellan, Theresa Jesberg The following items were on the consent agenda. APPROVAL OF MINUTES Move to approve minutes of the July 22, 1992 meeting as presented in writing. APPROVAL OF PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. LETTERS AND REQUESTS Move to allow The Minnesota Citizens Concerned for Life the use of the Ostrander Park Building for a rummage sale from September 14th through the 19th. APPROVAL OF CONSENT AGENDA Motion by Murzyn, second by Fowler to approve the consent agenda. Ail ayes, motion carried. REQUEST MEETING ROOM/HOME-SCHOOLED CHILDREN Dee McLellan and Theresa Jesberg attended the meeting, as requested by the Commission members, to answer any questions about Home- Schooled Children. After much discussion, the members agreed to allow a support group of parents of home-schooled children to meet at the hall. Motion by Peterson, second by Petkoff to grant their request to hold monthly support meetings at Murzyn Hall with the fee being waived. Ail ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MINUTES AUGUST 26, 1992 PAGE TWO REQUEST OSTRANDER ROOM/COLUMBIA HEIGHTS LIONS Motion by Ruettimann, second by Petkoff to grant permission to the Columbia Heights Lions to hold a AARP 55 Alive Driving Class on October 7th and 8th with the fee being waived. Ail ayes, motion carried. OLD BUSINESS PROPOSED SKATEBOARDING PARK Mark Winson reported on the cost of revamping the Huset Park east tennis courts. By resetting the fence and raising 1/2 of the black top by 3 feet - $20,000 to $38,000, minimum cost with no raising $10,000 to $12,000. One member stated that it seems like a lot of money for so few skateboarders, and there does not appear to be an over whelming amount of interest. Another commented that if it was an organized club or a larger group it would be more acceptable. After much discussion regarding the cost of constructing the park, the cost of maintaining the park, the liability expense, the expense of supervising (CPR - First Aid experience) the park, the administrative cost - the members felt the known expense was too high. It was requested that a letter be sent to the City Manager, with prior approval from the Commission Chairman, stating the Commission members negative response. NEW BUSINESS SILVER LAKE BEACH An attendance sheet of the beach was handed out to the members. Although the attendance was iow it was a safe injury free summer so the 1992 Silver Lake Beach was a success. REPORTS PARKS Winson requested the Commission's opinion on flooding Hilltop skating rink. The members requested that the rink be maintained, however, they stated that a close monitoring be done on the attendance and if it was iow the rink could be closed in the 1993/94 season. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION PAGE THREE AUGUST 26, 1992 It was agreed by the members to take down the east/west fence and leave the north/south fence at the Huset east tennis courts. It was requested that Winson check to see if there is money in the 1993 budget to refurbish the Huset Park west tennis courts. A sand volleyball court was brought up as a possible addition to the east tennis courts if and when they are removed. September 16, 23 and 30th were the possible dates chosen to meet with the City Council regarding the 1993 budget. It was reported that Kathy Young has met with the lighting consultants and has taken care of the potential dark spots in Huset skating rink. Ruettimann stated he would contact the Boosters and the Lions regarding the planting of shrubs/flowers on the mound of dirt at Huset skating rink. Winson stated he and the Park Foreman would compile a list of park improvements as a report to the Commission. RECREATION Casey reported on the Pals organization (Providing Loving Service) which will now meet at Murzyn Hall. He also reported that the football, adult softball league, soccer and cheerleading have started for the fall season. The Youth Expo is being held on September 10th. THe purpose of the Youth Expo is to acquaint youth and families with youth programing available in Columbia Heights. The date set for Bootstrap Days is September 12th. out score cards that will be used at the various booths.
