HomeMy WebLinkAboutJuly 22, 1992 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION JULY 22, 1992 The meeting was called to order by Chairman Bill Hollom at 6:30 p.m. ROLL CALL: Bill Hollom, Jim Fowler, John Murzyn, Bob Ruettimann, Gary Peterson, Dick Petkoff, Mark Casey, Director of Recreation MEMBER ABSENT: Pat Grady, Mark Winson, City Engineer/Public Works Director ALSO PRESENT: Donald Jolly, Public Works Superintendent, Kathy Young, Assistant City Engineer, Stephen Miskie CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Moved to approve minutes of the June 24, 1992 meeting as presented in writing. APPROVAL OF PAYMENT OF BILLS Moved to approve payment of bills as listed from the proper funds. APPROVAL OF CONSENT AGENDA Motion by Peterson, second by Fowler to approve the consent agenda. Ail ayes, motion carried. CONSENT AGENDA ITEMS The members gave their approval to the Director to use his judgment to accept any requests received and to put the request on the consent agenda. The members could pull the request off if they felt it necessary and in turn this procedure would expedite the meeting. REQUEST HALL & KITCHEN/CUB SCOUT PACK 52 Motion by Ruettimann, second by Murzyn to approve the use of the hall for Cub Scout Pack #52 annual Blue and Gold Banquet on Sunday, February 21, 1993 with the fee being waived. All ayes, motion carried. REQUEST MURZYN HALL/P.A.L.S. Motion by Ruettimann, second by Petkoff to approve the use of Murzyn Hall for P.A.L.S. organization on the dates available from September 14, 1992 to May 24, 1993 with the fee being waived. Details to be worked out with the Director. Ail ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION JULY 22, 1992 PAGE TWO REQUEST MEETING ROOM/HOME-SCHOOLED CHILDREN-THERESA JESBERC A late request was received from Theresa Jesberg requesting a meeting room for a support group for parents of home-schooled children. She is requesting a room for 30 people on the third Thursday of each month from September through May of 1993. The Commission members asked why this group did not use a room at the school. After much discussion it was decided to table the request until the August meeting in order to get more information from Ms. Jesberg. OLD BUSINESS DESIGNATED SKATEBOARD AREA A copy of a phone survey conducted by staff to 116 Park and Recreation agencies was given to each member. The survey indicated that none of the 116 agencies had a designated skateboarding area. The Finance Director indicated to the City Manager that for the first year there would be no additional premium charged to the City's liability insurance coverage. Our insurance agent expressed concern that if a skateboard facility was built it should be a secured facility where skateboarding would be allowed only during hours that would be supervised by an attendant. No dollar amount for constructing a skateboard area was given the members as Mark Winson was unable to attend the meeting. If possible, it was requested that Jolly send a memo (before the next meeting date) giving them a dollar amount on constructing a skateboard area. Stephen Miske attended the meeting to express his approval for constructing a skateboard area. He stated he was a part-time Disc Jockey and could arrange dances to defray costs. He requested 2 police officers to assure there was no drinking or drugs. He stated that a skateboard area would draw a lot of kids from other suburbs. Hollom stated that at least for the first year insurance cost does not seem to be a factor, however, until we get a cost figure in constructing a skateboard area we will have to table the request. HUSET PARK SKATING RINK The Assistant Engineer, Kathy Young, attended the meeting to bring the members up to date on the lights at the open skating rink at Huset Park. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION JULY 22, 1992 PAGE THREE Plans were shown to indicate that the current lighting plan would not provide sufficient light for the skaters. After studying the plans, the members along with the Engineer indicated the type of lights to purchase and where the lights should be installed. Ms. Young also brought information on the cost of the bridge. She stated that an all wood bridge delivered but not installed would be approximately $10,500. A wrought iron bridge with wood bottom slats would be approximately the same cost, however, the railings are 9" apart and according to the building inspector the railings can only be 6" apart. ?etkoff stated that the wrought iron bridges were superior to wooden bridges as there was less vandalism. Motion by Petkoff, second by Fowler to allow Ruettimann and Peterson to work with Ms. Young on exploring different avenues to purchase the bridge from a local concern (to eliminate high shipping costs). All ayes, motion carried. P.A.L.S. Casey stated that the P.A.L.S. organization previously met at St. Matthews Church and now is part of the Recreation Department as they do not wish to be affiliated with any church. Jane Charbonneau is Director of the organization. This is for information only. REQUEST FENCE/BRAD HARLAN - 1301-03 CIRCLE TERRACE Mr. Harlan is requesting a chain link fence be added to the existing chain link fence next to his driveway. He states the noise and vandalism from the Circle Terrace park area necessitates his request. Jolly reported that according to the City Engineer, Mr. Harlan and the City Engineer had reached an understanding on the playground and agreed to the area at the time it was built. It was also noted that a home owner with property adjacent to Gauvitte Park requested a fence. This request was denied by the Park Board. Motion by Petkoff, second by Ruettimann to deny Mr. Harlan's request. All ayes, motion carried. NEW BUSINESS AMERICAN'S WITH DISABILITIES ACT (A.D.A.} Casey informed the members that the city has to submit a plan whereby everything that is available to an able bodied person is available to a disabled person. So any activity that the Recreation Department promotes has to be made available to a disabled person. The plan has to be submitted by July 26th. MURZYN John Murzyn requested the Commission members to waive the cost of the hall for the Murzyn Family Reunion on Sunday, August 23, 1992. Motion by Ruettimann, second by Petkoff to waive the cost of the hall and kitchen and allow an early entrance to the kitchen (10:30 am) with the fee being waived. Ail ayes, motion carried. REPORTS Casey reported on 4 items for the Recreation Department. 1) Silver Lake Beach is closing on August 3rd. 2) 4th of July went fairly well - no incidents were reported. 3) Cooperative project with H.B. Fuller. A planned hay ride for the kids around Huset Park. 4) 3 of our teams went to the State. Teams were coached by Jim DeMars, Tom Nagan and Ambrose Christian. The participants jumped from 105 to 180 this year. Donald Jolly reported on the Park Department. 1) They are hiring a new person in the Park Department. 2) New cutting deck for MTV. Have not officially bought it. 3) Volleyball court was dismantled in Huset East. 4) Gave Bill Hollom a packet on city policies "Tree Planting, Tree Removal and Visibility Ordinances". 5) Vern Rozmark and Jolly requested more guidelines for the placement of carnival equipment and rides. It was suggested that he contact the Columbia Heights Lions to arrange a meeting. Commission member 1) Petkoff requested a report regarding a parcel of land that the city proposed purchasing adjacent to Huset Park.
