PARK & RECREATION COMMISSION
JUNE 24, 1992
The meeting was called to order by Chairman Bill Hollom at 6:30
p.m.
ROLL CALL: Bill Hollom, Pat Grady, Dick Petkoff, Jim Fowler,
Mark Casey, Director of Recreation, Mark Winson,
Director of Public Works/City Engineer, Bob
Ruettimann and John Murzyn (arrived 6:50 p.m.)
MEMBER ABSENT: Gary Peterson

Hollom welcomed Mark Winson to the Park & Recreation Commission.
CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
The minutes of the May 27, 1992 meeting were approved as presented
in writing.
APPROVAL OF PAYMENT OF BILLS
Moved to approve payment of bills as listed from the proper funds.
REQUEST MURZYN HALL/VFW POST #230
Move and second to approve the use of the hall for VFW Post #230
annual Children's Christmas Party on Sunday, November 29, 1992 from
12 noon to 4:30 p.m. with the fee being waived.
REQUEST COL. HGTS. PUBLIC SCHOOLS RETIREMENT PARTY
Move and second to approve the use of the hall, LaBelle Lounge and
kitchen for Columbia Heights Public Schools retirement dinner on
Thursday, May 27, 1993 with the fee being waived, however, the
security will remain intact.
REOUEST MURZYN HALL PARKING LOT/WOMEN OF TODAY
Move and second to approve the use of the parking lot behind Murzyn
Hall for Columbia Heights Women of Today's 17 Annual Trike-A-Thon
on Saturday, June 27th from 9:30 - 11:00 a.m.
APPROVAL OF CONSENT AGENDA
Motion by Petkoff, second by Grady to approve the consent agenda.

REQUEST MURZYN HALL/POLICE DEPARTMENT
We received a letter from Police Chief Mawhorter requesting the use
of Murzyn Hall on Friday, July 17, 1992 for the purpose of
administering a police career index examination.
Motion by Ruettimann, second by Fowler to approve the request of
the Columbia Heights Police Department for Friday, July 17, 1992
with the fee being waived. Ail ayes, motion carried.
REQUEST MEETING ROOM/COLUMBIA HEIGHTS DAY CARE ASSOCIATION
A letter was received from Lynn Johnson requesting a meeting room
for the 2nd Tuesday from September through May. The group averages
about 15 - 20 people. She is also requesting the fee be waived as
any money in their account is used towards guest speakers.
Motion by Ruettimann, second by Petkoff to allow the Columbia
Heights Day Care Association the use of a meeting room on the
second Tuesday of each month from September through May of 1993
with the fee being waived. Ail ayes, motion carried.
REQUEST SHELLEY MILLER - FAMILY HEALTH STUDY
Mark Winson received a letter from Shelley Miller, Community Health
Assistant University of Minnesota, requesting permission to display
posters in Columbia Heights parks to recruit families for their
study.
The Commission members felt that the parks would not be an
appropriate place to recruit participants. They suggested
advertising in the local Focus, Northeaster or city newsletter.
OLD BUSINESS
SKATEBOARDING AREA
Officer Vaughn and a group of skateboard youths attended the
meeting to express their ideas on a suitable place to build a
skateboard track in Huset Park.
The Police set up a meeting between the Police Department and area
skateboarders. Vaughn stated that about 40 p~opl~ attended the
informational meeting and that 29 people were from Columbia
Heights. One person objected to the track being placed in the
Quincy Street parking lot, he felt the noise and traffic would be
very disruptive. It was felt that a better place would be the
tennis courts in the middle of Huset Park. One person stated he
would donate a skateboard ramp.

After much discussion, the members felt the main objection to a
skateboard area was the liability to the city and the cost of
constructing a track. The alternatives to the liability cost
mentioned was having a waiver card signed, disallowing the city
from blame, or having the skateboarders join an association thereby
reducing the cost.
It was requested that the Recreation Director contact the City
Manager regarding a memo the Director had written inquiring if the
City Council would support the Commission if they went ahead with
plans for the rink. The Commission decided to table the request
and wait for additional information.
HUSET PARK SKATING RINK
Grady requested information on the progress of the skating rink at
Huset Park.
Jolly reported no additional work or plans have been done up to
this point. Plans are still on schedule for the bridge and
lighting. The east center mound will be scaled to 1/2 the size and
a 3 block retaining wall will be built.
Ruettimann stated that volunteers could once again be used for this
project. Details to be worked out between Winson and Ruettimann at
a further date.
LABELLE PARK
Winson reported that at a recent tour of the city a question
regarding erosion at LaBelle Park (Circle Terrace property) was
brought up. He stated that it is an area of concern and is on his
agenda.
NEW BUSINESS
None
REPORTS
Parks - Jolly reported he had received a phone call from property
owner at 1303-1309 Circle Terrace. The property owner is
complaining because children are cutting through his yard to th8
parks and he feels the city should put in a chain link fence.
Winson reported that the Park & Recreation Commission is now the
Tree Board. Jolly will furnish an Ordinance to the members and
will have a meeting before fall to review the Ordinance.
The back wall of the Band Shell is being painted before the
Jamboree.

Recreation - Councilman Clerkin approached Casey regarding boxing
at Murzyn Hall. The members recommended Central Middle School,
Columbia Heights High School, NEI or Valley View Elementary School
as places more favorable for a boxing rink.
Jane Charbonneau notified Casey that the P.A.L.S. organization
would like to be a part of the Recreation Department as it was a
few years ago. P.A.L.S. previously met at St. Matthews Church but
due to staff changes at St. Matthews, P.A.L.S. wishes to come under
the Recreation "umbrella" for help in the administration.
A 4th of July fireworks poster advertising fireworks and "City
Knights" was handed out to each member.
