HomeMy WebLinkAboutMay 27, 1992 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MAY 27, 1992 The meeting was called to order by Chairman Bill Hollom at 6:30 ROLL CALL: Bill Hollom, Pat Grady, Dick Petkoff, Bob Ruettimann, Gary Peterson, Mark Casey, Director of Recreation MEMBER ABSENT: Jim Fowler, John Murzyn ALSO PRESENT: Donald Jolly, Public Works Superintendent, Carol Frey, Volunteer Coordinator, Steven Vaughn, Police Officer CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES The minutes of the April 22, 1992 meeting were approved as presented in writing. APPROVAL OF PAYMENT OF BILLS Moved to approve payment of bills as listed from the proper funds. REQUEST SILVER LAKE BEACH/OAK HILL BAPTIST CHURCH Moved to approve the request of Dr Danny Law to place tables at Silver Lake Beach on Wednesday, July 1, 1992. The Commission pointed out that any risk of damage or loss of tables was the responsibility of Oak Hill Baptist Church. REQUEST SULLIVAN LAKE PARK/PAT ROSENBERG Move and second to recommend to the City Council that they approve the request of Pat Rosenberg to serve 3.2 beer at the Sullivan Lake Park from 6 - 10 p.m. on Tuesday, July 21, 1992. REQUEST SULLIVAN LAKE PARK/GLEN BAGGENSTOSS Move and second to recommend to the City Council that they approve the request of Glen A. Baggenstoss to serve 3.2 beer at their family reunion at Sullivan Lake Park from 9:30 a.m. to 6:00 p.m. on Sunday, June 28, 1992. REQUEST HUSET PARK/NORTHWESTERN ELECTRONICS INSTITUTE Move and second to allow Northwestern Electronics Institute the use of Huset Park and Huset #4 and #5 for their annual summer picnic on Friday, June 19th from 10 a.m. to 2 p.m. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MAY 27, 1992 PAGE TWO (The Ordinance regarding the hours and days of possible possession and consumption of intoxicating liquor or non-intoxicating liquor in the parks reads as follows: Ordinance #993 reads "The prohibitions of this Section 10.201 (16) shall not apply on Fridays, Saturdays, Sundays, or legal holidays to Huset Park between the hours of 8:00 a.m. and 11 p.m. and shall not apply to John Murzyn Hall (Columbia Heights Fieldhouse) at any time.) REQUEST JEFFERSON BUILDING/COLUMBIA HEIGHTS LIONS Move and second to allow the Columbia Heights Lions the Jefferson Street parking lots and the Jefferson Park Building for their beer garden and carnival from June 24th through June 28th, 1992. REQUEST MEETING ROOM/GOLDBRICKS Move and second to approve the Keyes room for the Goldbricks for Wednesday, May 20, 1992 from 7 p.m. to 8 p.m. with the fee being waived. APPROVAL OF CONSENT AGENDA Motion by Ruettimann, second by Petkoff to approve the consent agenda. All ayes, motion carried. REQUEST SKATEBOARDING AREA/STEVEN VAUGHN~ POLICE DEPARTMENT It was brought to the attention of the Commissioners the problem the Police have with skateboarding in Columbia Heights. Steven Vaughn, Columbia Heights Police Officer, stated that the cities plan to pass an Ordinance outlawing skateboarding in certain shopping areas and felt that it was up to the Commission to find an area suitable for skateboarding. Hollom stated that the reason for the reluctance on the part of the Commission was the liability to the city. Vaughn responded that there is a liability in baseball and hockey but both are being played in the parks. Vaughn stated that he would find out what community the skateboarders are from and what kind of an area they are looking for and possible get 2 or 3 of the boys to the next Commission meeting. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MAY 27, 1992 PAGE THREE It was requested that Staff look into the commercial aspect - what cost - liability and etc. It was also stated that a letter be sent from the Commission to the City Council stating "what kind of support the Commission would expect to receive from the Council if they support this activity". REQUEST PLALL/COLUMBIA HEIGHTS OLD TIMERS Motion by Peterson, second by Ruettimann to approve the use of the hall for the Old Timers on Sunday, April 25, 1993 from 2-6 p.m. with the fee being waived. All ayes, motion carried. REQUEST MURZYN HALL/WOMEN OF TODAY Motion by Grady, second by Petkoff to approve the request of the Columbia Heights Women of Today to reserve the hall at 12 noon and the kitchen at 8:30 a.m. for a spaghetti dinner on Sunday, June 7, 1992 with the fee being waived. All ayes, motion carried. REQUEST KITCHEN/COLUMBIA HEIGHTS GYMNASTICS TEAM Motion by Peterson, second by Grady to approve the use of the kitchen at John Murzyn Hall for 2 hours on Thursday and Friday evening and Saturday morning (June 25th, 26th and 27th) with the fee being waived. Ail ayes, motion carried. REQUEST OSTRANDER PARK BUILDING/CHILD CARE PROVIDERS Motion by Ruettimann, second by Petkoff to approve the use of the Ostrander Park Building for a fund raiser garage sale on Friday, June 5, 1992 through Saturday, June 6, 1992 with any fee being waived. All ayes, motion carried. OLD BUSINESS None NEW BUSINESS Casey requested an ending time for renters of Murzyn Hall on activities during the week. He stated that during the week renters have stayed as late as midnight. He felt that if this could be put into affect it would cut back on unnecessary staff time and cost. Motion by Ruettimann, second by Petkoff to permit renters to reserve the hall Monday through Thursday until 10:30 p.m. unless they have consent from the Director of Recreation. The John P. Murzyn Hall Management Plan will have to be amended to read as such. All ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION MAY 27, 1992 PAGE FOUR Ruettimann suggested we send a letter to the City Council informing them of the recent change in the Management Plan. RECREATION Casey introduced Carol Frey, Volunteer Coordinator to the Commission. The Columbia Heights Lions have donated $2,000 and VFW Post #230 $500 for the fireworks planned on the 4th of July. A band "City Nights" have agreed to play in the band shell for couple of early evening hours on the 4th of July. Casey handed out an update on the registrations substantial gain from 1991 to 1992. showing a PARKS Jolly reported that he did not have any additional information on the skating rink at Huset Park. Jolly stated that they are letting bids for the removing of lights at Huset Park and placing the lights at McKenna Park. The mound of dirt in the center of the skating rink has to be lowered in order to see over it. The estimate received for the 52 foot diameter wall was in the $1,800 to $2,000 bracket. A Groundsmaster and weed sprayer was recently purchased and delivered. Mathaire Park wading pool is still a concern for the Engineers. The pool is settling on one end and a number of options are being suggested to correct the problem. ADJOURNMENT Motion by Ruettimann, second by Grady to adjourn. Ail ayes, motion carried.
