HomeMy WebLinkAboutApril 22, 1992 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION APRIL 22, 1992 The meeting was called to order by Chairman Bill Hollom at 6:30 p.m. ROLL CALL Members present: Bill Hollom, Pat Grady, Dick Petkoff, Bob Ruettimann, Gary Peterson, Jim Fowler, John Murzyn, Mark Casey, Director of Recreation Also present: Donald Jolly, Public Works Superintendent, Paul Bona Hollom welcomed Dick Petkoff as a new member to the Park & Recreation Commission. CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES The minutes of the February 26, 1992 meeting were approved as presented in writing. APPROVAL OF PAYMENT OF BILLS The bills for March and April were approved with the exception of a duplicate accounting of a motor vehicle excise tax of $1,357.65 and socket set of $500.71. LETTERS AND REQUESTS REQUEST KEYES ROOM/INDEPENDENT REPUBLICANS Move and second to ratify the action of the Director to approve the use of the Keyes Room from 7 - 9 p.m. on March 12th, April 9th and May 14th for the Independent Republican Party with the fee being waived. REQUEST MURZYN HALL/COLUMBIA HEIGHTS HIGH SCHOOI, Move and second to ratify the action of the Director to approve the use of the hall for the Employer/Employee Breakfast May 12th from 9:00 - 10:30 a.m. with the fee being waived. REQUEST HUSET PARK FIELDS/I.C.S. Move and second to allow Immaculate Conception School the use of Huset Fields from the beginning of April to the end of May with the specifics being worked out between Mr Couillard and the Director of Recreation. Also, with the understanding that Immaculate Conception School will assume full responsibility for replacement of bases if they are lost or stolen. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION APRIL 22, 1992 PAGE TWO REQUEST BALLFIELDS/COLUMBIA HEIGHTS HIGH SCHOOl, Move and second to approve the request for ball fields at Prestemon Park, Mathaire Park and Keyes Park from the beginning of April to the end of May with the specifics worked out between Mr. Cadwell and the Director of Recreation. APPROVAL OF CONSENT AGENDA Motion by Peterson, second by Murzyn to approve the consent agenda by adjusting the park bills (reducing the total amount by $1,858.36). Ail ayes, motion carried. REQUEST INSTALLATION BASKETBALL Paul Bona attended the meeting to bring attention to the letter he had written requesting the installation of a basketball court in place of the tennis courts at Huset Park West. He stated that he is requesting the Columbia Heights Boosters for the funding of the necessary equipment. After discussion regarding the pros and cons of lighting, the location of the basketball court, liability to the city and the cost, it was decided that Casey should return to the May meeting with cost figures and options of where to place the basketball court. REQUEST SULLIVAN LAKE PARK/MARIAN (SULLIVAN) ASHLIN The Commission received a letter from Ms Ashlin requesting the use of Sullivan Lake Park on Saturday, August 15, 1992 for a Sullivan Family Reunion and permission to consume 3.2 beer. The time is expected to be from 11 am to 6 p.m. It was explained to her that although we do not reserve parks it was necessary for her to request permission to consume 3.2 beer. Motion by Grady, second by Peterson to recommend to the City Council that they approve the request of Marian Ashlin of 1034 42 1/2 Ave, Columbia Heights, MN to serve 3.2 beer at the Sullivan Family Reunion on August 15, 1992 from 11 am to 6 p.m. Ail ayes, motion carried. REQUEST MATHAIRE-MCKENNA ROOMS/COLUMBIA HEIGHTS LIONS The Columbia Heights Lions requested a room for their "55 Alive Driving Class" on September 9th and 10th from 6 - 10 p.m. with the fee being waived. Motion by Ruettimann, second by Fowler to approve the request for the Columbia Heights Lions to hold a 55 driving class on September 9th and 10th from 6 - 10 p.m. with the fee being waived. Ail ayes motion carried. ' COLUMBIA HEIGHTS PARK & RECREATION COMMISSION APRIL 22, 1992 PAGE THREE REQUEST HALL/COLUMBIA HEIGHTS LIONS Kevin Doty, President of the Columbia Heights Lions, is also requesting permission to hold their annual sweetheart dance at Murzyn Hall on Friday, February 12, 1993 with the fee being waived. Motion by Ruettimann, second by Peterson to reserve the hall on February 12, 1993 for the "Lions Annual Sweetheart Dance" with the fee being waived, however, the security fee will remain intact. All ayes, motion carried. REQUEST LABELLE LOUNGE & KITCHEN/C.H. PUBLIC LIBRARY Pat Jinda sent a letter to the Commission requesting the LaBelle Lounge and kitchen for a bridge supper fund raiser on Tuesday, May 19th from 4 - 10 p.m. with the fee being waived. Motion by Peterson, second by Petkoff to give permission to the Friends of the Library to hold a bridge supper fund raiser on Tuesday, May 19th from 4 - 10 p.m. with the fee being waived. All ayes, motion carried. THANK YOU LETTER/COLUMBIA HEIGHTS HIGH PUBLIC SCHOOLS A thank you note from the Columbia Heights Schools was read and noted. REQUEST MEETING ROOM/BRUCE NAWROCKI The Commission Secretary received a call from Councilman Nawrocki requesting a room at the hall. He stated that it was for a political party and was not a fund raiser. Because of the circumstances and the time element, it was requested that we do a phone survey. We received an OK from Hollom, Grady, Murzyn and Ruettimann so permission was granted. Although permission was granted, a motion is needed. Motion by Ruettimann, second by Grady to grant permission to Councilman Nawrocki to use the Ostrander/Senior Center on April 27, 1992 from 8 - 10:30 p.m. with the fee being waived. All ayes, motion carried. REQUEST SOFTBALL TOURNAMENT/LETTERMEN SPORTS Motion by Peterson, second by Murzyn to grant permission to Lettermen Sports for a tournament on July 2$th and 26~h. The permission is granted on the condition that all requirements are met, fees paid and regulations observed. All ayes, motion carried. REQUEST PARK BUILDING/SCOUT TROOP ~92 Gary Johnson, Scoutmaster, of Troop #92, requested the Jefferson Park building to hold a rummage sale from May 12th thru May 16th. The money would be used to help the Boy Scouts attend summer camp. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION APRIL 22, 1992 PAGE FOUR Motion by Grady, second by Fowler to allow Boy Scout Troop #92 the use of the Jefferson Building to hold a rummage sale from May 12th thru the 19th with the fee being waived. All ayes, motion carried. REQUEST OSTRANDER PARK/COLUMBIA HEIGHTS PUBLIC SCHOOLS Diane Creese, Community Education Coordinator, is requesting the use of Ostrander Park for the class "Dog Obedience". The dates are Wednesdays, June 3, 10, 17, 24, July 8, 15, 22, 29, August 5 and 12 from 7 - 9 p.m. They state that the park will not be abused and the dog's litter will be properly disposed of. Motion by Ruettimann, second by Peterson to grant permission to Community Education for the class "Dog Obedience" on June 3, 10, 17, 24, July 8, 15, 22, 29 and August 5 and 12 from 7 - 9 p.m. with the understanding that any litter will be properly disposed of. All ayes, motion carried. REQUEST ROOM/EAST RIVER HOCKEY ASSOCIATION Motion by Petkoff, second by Peterson to grant permission to the East River Hockey Association to hold a meeting in the Mathaire/McKenna room from 6:30 - 10 p.m. on April 28, 1992 with the fee being waived. All ayes, motion carried. OLD BUSINESS TREE ORDINANCE Jolly informed the members that there were two minor changes in the ordinance and that the City Council as yet has not appointed the Commission as the Tree Board. He also reminded the members of the Arbor Day planting on Friday, April 24th at 1:30 p.m. HUSET PARK SKATING RINK A memo from Kathy Young, Acting City Engineer, stating that the current plan is to reuse the existing wiring that leaves the building and extends out to the edge of the rink and if this wiring is reused the lights will be on six circuits. Ruettimann stated that was acceptable. Ms Young also requested a prioritized list of amenities to be included in the skating rink budget. The list included benches, picnic tables and a barbacue. It was also requested that outlets be put on the bridge and steps installed to the bridge. TOUR OF THE PARKS After discussion, Wednesday, April 29th at 5 p.m. was picked as the date and time to tour the parks. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION APRIL 22, 1992 PAGE FIVE REPORTS Parks - Jolly reported that he had met with a representative from North Park regarding the playground plans. He stated that the City Manager had OK'ed the idea of having the city crew cut and remove the asphalt from the playground. However, since that date, the playground equpment plans have been put on hold. Jolly also reported on vandalism at the parks. He stated that there was considerable damage at the park on Circle Terrace and LaBelle Park. He suggested that the new volunteer person might be interested in recruiting volunteers to provide security in the parks. It was also reported that a couple of new horseshoe courts are going to be installed at Huset Park. Recreation - Casey reported on the plans for Bootstrap Days football kick, baseball throw, golf, basketball, etc. The name suggested is "The Rec Experience". He also mentioned a table for the Commission members with a chance for residents to suggest future plans for the parks. He reported that the Traveling Baseball has grown from 105 kids to 185 kids. Adult softball has also grown - Men's "D" team went from 6 teams to 14. Also started a new church league - about 11 teams in the league. On Saturday morning the llth of April the Recreation Department had an Easter Egg Hunt at Keyes Park even with all the snow about 250 people showed up. A new competative volleyball league started recently with about 50 kids which bridges the gap between elementary and high school programs. Columbia Heights night at Target Center was a huge success - next year we are assured of tickets for the Chicago Bulls game. 10 teams competed in traveling basketball. We added a 5th grade boys team and a combination 6th and 7th grade boys "B" team this year. The 8th grade boys team finished 3rd in the state.
