The meeting was called to order by Chairman Bill Hollom at 6:30
p.m.

KAREN MOELLER REPORT
Karen Moeller reported on the "Aging" unit being held at Highland
School. A program is being planned with the Seniors and 3rd, 4th
and 5th grade students and teachers during the week of March 16th
to 20th.
Some of the activities planned are: 2 movies, "Close Harmony" and
"Mandy's Grandmother"; Seniors demonstrating bocce ball; Senior
international champion in whistling; Senior who plays accordion and
will teach the group how to "Schottische"; Irene Parson will
discuss the history of Columbia Heights and accompany the children
on a field trip of the community.
The Board members agreed that the Seniors in Columbia Heights were
a very active group.
CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
The minutes were approved with the correction of the date under
reports. (Casey reported on the Coach's Appreciation Night that
was held on January 29th, not April 29.)
APPROVAL OF PAYMENT OF BILLS
Moved to approve payment of the bills as listed from the proper
funds.
LETTERS AND REQUESTS

REQUEST OSTRANDER-SENIOR ROOM/PROVIDERS CHOICE, INC.
Moved and seconded to ratify the action of the Director to approve
the Ostrander/Senior Room for the Federal Food Program on March 10,
1992 from 6 p.m. to 9 p.m. with the fee being waived.
REQUEST ROOM LANDLORD WORKSHOP/HRA
Moved and seconded to ratify the action of the Director to approve
the use of the Mathaire/McKenna Rooms for a Landlord Workshop for
the Housing and Redevelopment Authority on March 12, 1992 with the
fee being waived.
REQUEST BAND SHELL/EARLY CHILDHOOD FAMILY EDUCATION
Moved and seconded to approve the use of the band shell, with the
use of electricity, on Friday mornings on June 5th, 12th and 19th
with any fee being waived.
REQUEST LABELLE LOUNGE AND KITCHEN/SACA
Moved and seconded to approve the use of the LaBelle Lounge and
kitchen for Southern Anoka County Assistance for March 12, 1992
from 3 p.m. to 10 p.m. with the fee being waived.
APPROVAL OF CONSENT AGENDA
Motion by Ruettimann, second by Murzyn to approve the consent
agenda as presented with the correction. All ayes, motion carried.
REQUEST HUSET PARK/MINNESOTA SUN PUBLICATIONS
The Minnesota Sun Publications requested permission to hold a
picnic at Huset Park. They have given us three Saturdays to chose
from July 11, July 19 and July 25th.
Motion by Ruettimann, second by Peterson to approve their request
for Huset #5 softball field on a date selected by the Recreation
Director, with the fee waived. The parks are on a first come first
serve basis, therefore, it will be up to the group to get their
early enough to reserve their place. All ayes, motion carried.
REQUEST ROOM/ADULT BASIC EDUCATION
Elaine Koehn, Volunteer Coordinator for Metro North Adult Basic
Education, requested the use of a room periodically through out the
year to conduct English as a Second Language instruction and basic
literacy tutoring for adults. They also request that the fee be
waived.

Motion by Ruettimann, second by Grady to grant Metro North Adult
Basic Education their request with a date agreeable with the
Director of Recreation. All ayes, motion carried.
REQUEST MURZYN HALL/COLUMBIA HEIGHTS VFW POST ~230
David C. Sutton, Commander requested the use of the hall for
installation of officers on May 14, 1992.
Motion by Peterson, second by Ruettimann to approve their request
for the hall, kitchen and LaBelle Lounge for the installation of
officers on May 14, 1992 with the fee being waived. The security
will remain in force, however. All ayes, motion carried.
REQUEST MURZYN HALL/COLUMBIA HEIGHTS FIREFIGHTERS AUXILIARY
A request from DiAnn Meyer, President of the Firefighters
Auxiliary, requesting the use of the hall for Sunday, November 1,
1992 for the Annual Craft Sale from 8:00 a.m. to 6 p.m. with the
fee being waived.
Also requested for the Firefighters Auxiliary was Sunday, December
6, 1992 for their annual Christmas Party. They also requested that
the fee be waived for that event.
After much discussion, motion by Peterson, second by Murzyn to
grant the Columbia Heights Firefighters the use of the hall for
their Annual Craft Sale on Sunday, November 1, 1992 from 8:00 a.m.
to 6 p.m. and the use of the hall for their Annual Christmas party
on Sunday, December 6, 1992 from 12 noon to 6 p.m. All ayes,
motion carried.
REQUEST MEETING ROOM/COLUMBIA HEIGHTS FIREFIGHTERS AUXILIARY
Another letter from DiAnn Meyer requested the use of a meeting room
for the Auxiliary's monthly meeting with the fee being waived.
Motion by Peterson, second by Grady to approve the use of a meeting
room on the days requested, March 19th, May 21st, June 18th, July
16th, August 20th, September 17th, October 15th and November 19th
with the fee being waived. All ayes, motion carried.
REQUEST BEER SULLIVAN LAKE PARK/LISA ZETTERVALL
The Board received a letter from Lisa Zettervall requesting
permission to consume beer at Sullivan Lake Park on July 18th, 1992
There will be approximately 20 people to help celebrate their
wedding reception.

As the parks are on a first come first serve basis, it is up to the
Zettervall's party to get their early enough to save their place at
the park. However, the Board is recommending to the City Council
that they approve her request to consume 3.2 beer.
Motion by Murzyn, second by Peterson to recommend to the City
Council that they approve the request of Lisa Zettervall of 4927
University Ave., #3, Columbia Heights, MN to serve 3.2 keg beer at
her wedding reception on July 18, 1992 from 12:00 Noon to 7:00 p.m.
at Sullivan Lake Park. Ail ayes, motion carried.
REQUEST PARK WARMING HOUSE/SUE TREZONA
A letter was received from Sue Trezona, Columbia Heights resident,
requesting the use of a warming house to run a garage sale.
We do not have a policy on renting or waiving the fee's for
residents requests for park warming houses. The only groups to use
the warming houses are nonprofit organizations or city related
groups. The Board felt that they would set a precedent by allowing
a resident to rent the park warming house. Therefore, motion by
Ruettimann, second by Murzyn to deny their request on the basis
that we have no rental policy at this time. Ail ayes, motion
carried.
OLD BUSINESS
HUSET SKATING RINK
Jolly reported on the Board members request to measure the skating
rink at Huset. He stated that the rink is according to the
specifications and we are restricted from enlarging it. Request by
Reuttimann to estimate the cost of labor and materials for a small
wall around the mound of dirt. The Board members agreed that they
would discuss the skating rink when they make a tour of the parks.
DESIGN DAY/HIGHLAND SCHOOL
Hollom reported on an invitation he received to attend a community
meeting to discuss the proposed playground at Highland Park. He
invited the Board members to attend.
RENTAL NEW YEAR'S EVE
The Board was in agreement to allow the Secretary to rent the hall
on New Year's Eve.

1991 ANNUAL REPORT
A copy of the 1991 Annual Report was given to each member.

PARKS
Donald Jolly, Superintendent of Parks and City Forester, presented
the Commission with a proposal for the Commission to consider
establishing a Tree Board which would make the City eligible to
become a "Tree City USA".
The responsibilities of the Board is to administer a written plan
for the care, preservation, planting and removal of trees and
shrubs in parks, along streets and other public areas. The plan
would be presented annually to the City Council for their approval.
The City Council gave permission to the Park Department to obtain
bids for a weed sprayer.
Jolly reported the tree planting was delayed because of a snow
storm last October 31st. The fall planting of boulevard and parks
will be done this spring
The Engineering Department is reviewing the criteria of handicap
access to the warming houses.
The skating rinks were closed Monday night, February 24th.
RECREATION
The dishwasher has been temporarily fixed, however, we are going
out for bids for a replacement.
The Recreation Department is starting up a new program entitled
"Project Pride". Project Pride will offer a host of very low cost
programs and special events. The first event will be an Easter Egg
Hunt on April llth at 9:00 am in Keyes Park. H.B. Fuller-Monarch
Division (Columbia Heights) will be working with us supplying both
the money and man power. More information on Project Pride will be
available at the next meeting.

The Recreation Department sponsored "Columbia Heights Night at the
Target Center" on March 5th. 300 Timberwolves vs Bulls tickets
were sold within a couple of weeks of being made available. The
children and parents in our Jr. Timberwolves basketball program
will be invited before the game to shoot on the actual court the
Wolves play on along with an autograph session.
