HomeMy WebLinkAboutJanuary 22, 1992 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION JANUARY 22, 1992 The meeting was called to order by Chairman Bill Hollom at 6:30 p.m. ROLL CALL Members present: Bob Ruettimann, Bill Hollom, Pat Grady, John Murzyn, Jim Fowler, Gary Peterson, Mark Casey Director of Recreation Also present: Donald Jolly, Superintendent Public Works CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Moved to approve the minutes of the December 18, 1991 meeting. APPROVAL OF PAYMENT OF BILLS Moved to approve payment of the bills as listed from the proper funds. LETTERS AND REQUESTS REQUEST HALL PAUL PFAFF RETIREMENT/TOM HOSCH Moved and seconded to ratify the action of the Recreation Director approving the use of the hall, kitchen and LaBelle Lounge on Friday, January 24, 1992 for the retirement dinner for Paul Pfaff. REQUEST GAUVITTE/COLUMBIA HEIGHTS SCHOOL DISTRICT Moved and seconded to ratify the action of the Recreation Director approving the use of the Gauvitte Room for School District #13 on January 10th, 15th and 23rd from 8:00 am to 3:00 pm with the fee being waived. REQUEST HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS Moved and seconded to approve the use of the main hall, kitchen and LaBelle Lounge for the Columbia Heights Athletic Boosters annual fund raiser dance on Saturday, October 31, 1992 with the fee waived. APPROVAL OF CONSENT AGENDA Motion by Fowler, second by Ruettimann to approve the consent agenda as presented. Ail ayes, motion carried. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION JANUARY 22, 1992 PAGE TWO TRAIN COLLECTORS LEASE FOR 1993 The Train Collectors wish to rent the hall and Keyes room for their monthly meetings in 1993. After discussion, the following motion was made: motion by Ruettimann, second by Murzyn to raise the rate for the Train Collectors, Assoc. from $150 per month to $165 per month. All ayes, motion carried. OLD BUSINESS None NEW BUSINESS ELECTION OF CHAIRMAN The office of Chairman is open for nominations. Motion by Fowler, second by Murzyn to appoint Bill Hollom as Chairman of the Park & Recreation Commission for the following year. All ayes, motion carried. REOUEST OFFICE SPACE/COL. HGTS. ATHLETIC BOOSTERS The Board received a letter from Jack Bartlett, Secretary of the Columbia Heights Athletic Boosters requesting the use of the vacant office space in the Youth Room of Murzyn Hall. They stated that they are in need of a small, secure area where they could combine all of the files and book work in one central location. After much discussion, the following motion was made by Ruettimann, second by Fowler to approve the use of the office in the Youth Lounge with the following stipulations: Any improvement would be at their expense, any remodeling or alterations would have to be approved by the Recreation Director, the Youth Room would have to be scheduled through the normal scheduling at the Recreation office, access to the room would have to be during the normal hours of Murzyn Hall and the Park & Recreation Commission reserves the right to reclaim the office space with a 60 day notice to the Columbia Heights Boosters. All ayes, motion carried. COMMUNITY EDUCATION USE OF MURZYN HAL?. A memo from Casey to the Board members regarding issues of the hall by Community Education. The first issue was that on several occasions an exercise class was the only activity going on in the hall and a private party was willing to rent the hall. The city loses out on a potential paid renter. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION JANUARY 22, 1992 PAGE THREE The second issue is that exercise classes run by Community Education may be the only event scheduled in the hall for a particular night. The custodian hours amounted to approximately $845 in 1991, therefore, the city pays a custodian exclusively for the purpose of this exercise class. The third issue is that Community Education operates a preschool at the hall, Monday through Friday year round. Approximately 250 hours were spent by the custodians during 1991 for their sole purpose plus the cost of cleaning supplies and paper products that is purchased by the city. Ruettimann brought to the Board a problem or concern he has with Community Education. Ruettimann requested a committee be formed to iron out any problems that may occur between the Recreation Department and Community Education. It was suggested that Casey get in touch with Community Education and set up a meeting date. Ruettimann in turn will get hold of Steve Smith and/or Jim Lindstrom to set up a meeting date. SUMMER MEETINGS The Board members chose Ostrander, Gauvitte and Prestemon Park Buildings for the Board meetings in the months of June, July and August. REPORTS PARKS: The ice at the parks is not good, however, attendance has remained about the same as in previous years. Public Works has received questions regarding the closing of the 2 skating rinks but no actual complaints. A modified sweeping broom has been purchased and helps remove snow along the hockey boards. It was requested that Jolly obtain measurements of the free skating rink at Huset Park. The members felt that the east end of the rink was smaller than maps previous indicated. The lights for Huset skating rink have been delivered to Public Works. Huset Park Field #3 Press Box will be started this spring. The west end of the Mathaire Pool has settled and the Engineer's will have to evaluate how extensive of a problem it is. It has been a problem with settlement in the filtration and clrculat~on pumps. This was first reported to the Board at the August 28, 1991 meeting. A date will be picked in April to view the parks and give recommendations for the 1993 budget. A sample of all the programs being offered was given to each member. It was reported that registrations are up, considerable more than last quarter.
