HomeMy WebLinkAboutOctober 23, 1991 CITY OF COLUMBIA HEIGHTS PARK & RECREATION COMMISSION OCTOBER 23, 1991 The meeting was called to order by Chairman Bill Hollom at 6:30 p.m. ROLL CALL Members present: Bill Hollom, Jim Fowler, Bob Ruettimann, Gary Peterson, John Murzyn, Fred Salsbury, Director of Public Works/City Engineer, Mark S. Casey Director of Recreation Also present: Pat Grady, resident CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Moved to approve the minutes of the September 25, 1991 meeting. APPROVAL OF PAYMENT OF BILLS Moved to approve payment of the bills as listed from the proper funds. REQUEST JEFFERSON BUILDING/POLICE RESERVE Moved and seconded to approve the request of the Police Reserve to hold a picnic on October 18, 1991 at the Jefferson Building with the fee waived. REQUEST MURZYN HATJ./1992 COLUMBIA HEIGHTS SENIOR CLASS Moved and seconded to approve the use of the hall, LaBelle Lounge, Mathaire/McKenna and the Edgemoor room (with the exception of Mathaire/McKenna, Kitchen and LaBelle Lounge on Monday, June 1) on June 1, 2, 3 and 4, 1992 for the 1992 Columbia Heights Senior Class All Night Party with the fee waived. APPROVAL OF CONSENT AGENDA Motion by Ruettimann, second by Peterson to approve the consent agenda as presented. All ayes, motion carried. REQUEST COLUMBIA HEIGHTS RESIDENT DISCOUNT/NANCY CHIES A letter was referred to the Board requesting the Columbia Heights discount from a nonresident. Ms. Chies stated that she owned and operated rental property in the Heights and felt that because of the dollars spent in taxes she should be granted the 30% discount. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION OCTOBER 23, 1991 PAGE TWO The members reaffirmed their requirement that it must be a Columbia Heights resident in order to receive a Columbia Heights discount. Therefore, motion by Ruettimann, second by Murzyn to deny her request to receive a 30% discount. All ayes, motion carried. REQUEST MEETING ROOM/DORIS GRADY-GIRL SCOUT MANAGER A request has been received from Ms Grady for the Senior Center to be used weekly from November through June of 1992. Motion by Fowler, second by Murzyn to allow the Girl Scouts the use of the Mathaire/McKenna room on Tuesday evening from November through June of 1992. All ayes, motion carried. REQUEST MEETING ROOM/GIRL SCOUTS-MARY TUREK Girl Scout Troop #809 is requesting a meeting room space at Murzyn Hall on the first and third Thursdays from 6:00 p.m. to 7:30 p.m. Motion by Peterson, second by Murzyn to approve the use of the youth room on the first and third Thursdays from 6:00 p.m. to 7:30 p.m. All ayes, motion carried. It was requested by Ruettimann that a letter be sent to the Girl Scouts stating that if they are interested in earning merit badges, etc. that they could do volunteer work at the parks. OLD BUSINESS JOHN P. MURZYN HALL MANAGEMENT PLAN The draft copy of the Management Plan, which had been given the members the previous month, was agreed to by the Board members. The proposed rate schedule was discussed. The members did not agree with the 1992 rate increase, they felt that the rate increase of 10% should be effective on January 1, 1992 for the 1993 rental schedule. Ruettimann requested a copy of the proposed rate schedule be given to the City Council members for their work shop scheduled for Monday, October 28th. It was requested the proposed rate increase without the 1992 increase be given to the Board members for their approval at the November meeting. COLUMBIA HEIGHTS PARK & RECREATION COMMISSION OCTOBER 23, 1991 PAGE THREE SALE OF PROPERTY Salsbury brought the members up to date on the proposed sale of the park property at 39th Ave and California. A memo from Kelly Ruth via the attorney's office was given to each member. This was for information only. CLOSING OF ICE RINKS Salsbury requested information regarding the cut back in funds for the skating rink attendants. He stated that a number of the rinks would have to be closed this year if there is a lack of funds. Ruettimann stated that if there is a cut back in funds the rinks could be flooded and maintained but the warming houses would remain closed. However, no final decision has been made. PARK IMPROVEMENTS Sod will be laid at Huset skating rink this fall and the skating rink will be ready this winter. The bridge and final plantings will not be installed or planted until next spring. It was reported that two children have fallen off the wall at the Huset skating rink, therefore, the Board members felt that a snow fence should be installed to prevent any further accidents. Peterson also requested that we place picnic tables at the skating rink for the benefit of the residents. Salsbury stated that 20 more trees had been cut down at Prestemon Park. The playground equipment has been installed at McKenna Park. PARK BUDGET It was brought to the attention of the Park & Recreation Commission by Ruettimann that the money for the skating rink at Huset was not placed in the budget for 1992. A motion from the Board to reinstate that money was requested. Motion by Hollom, second by Fowler to request the City Council to reinstate the $10,000 per year that was established for the Huset Park Theme Skating Rink. All ayes, motion carried. PARKS None COLUMBIA HEIGHTS PARK & RECREATION COMMISSION OCTOBER 23, 1991 PAGE FOUR RECREATION Casey invited the Board members to the Football & Cheerleading Recreation Potluck Dinner on November 6th. It was also reported that the 7th grade football team has been winning every game and will play for the championship game this Saturday.
