PARK & RECREATION BOARD
JUNE 26, 1991
The meeting was called to order by Chairman Bill Hollom at 6:30
p.m.
ROLL CALL
Members present: Bill Hollom, Bob Ruettimann, Gary Peterson, John
Murzyn, Mark Casey, Director of Recreation, Fred
Salsbury, Public Works Director/City Engineer
Members absent: Veronica Schlagel, A1 Kennedy
Also present: Merrill & Beverly Mendenhall, Marlys Giesecke
CONSENT AGENDA
The following items were on the consent agenda.
READING OF THE MINUTES
Moved to approve the minutes of the May 22, 1991 meeting as
presented in writing.
APPROVAL OF PAYMENT OF BILLS
Moved to approve payment of the bills as listed from the proper
funds.
REQUEST HALL/COLUMBIA HEIGHTS PUBLIC SCHOOLS
Moved to reserve Murzyn hall, LaBelle Lounge and kitchen for
Columbia Heights School District #13 on Thursday, May 28, 1992 for
their retirement party.
REQUEST PARK BUILDING/COL. HGTS. DAYCARE PROVIDER
Moved to approve the use of the Ostrander Park building for a
rummage sale, with the fee being waived, for Saturday, July 27,
1991 and Sunday, July 28, 1991.
REQUEST HALL/COLUMBIA HEIGHTS HOCKEY BACKERS
Moved and seconded to approve the use of the hall and kitchen for
the Hockey Backers annual Spaghetti Dinner, with th~ f~ waived, 0n
October 23, 1991.
APPROVAL OF CONSENT AGENDA
Motion by Ruettimann, second by Peterson to approve the consent
agenda as presented. All ayes, motion carried.

REQUEST HALL/ELECTIONS
A request has been received from the Finance Director requesting
the use of the hall for elections in 1991 and 1992. Salsbury also
requested that Prestemon Park building be added to the request.
Motion by Peterson, second by Murzyn to approve the use of the main
hall and the Prestemon Park building by the City of Columbia
Heights for elections on September 24, 1991, November 5, 1991 and
April 7, 1992 with the fee being waived. Ail ayes, motion carried.
REQUEST RESIDENT DISCOUNT/MICHELE A. BUSH
A request from Michele A. Bush, 5060 Hughes Ave., Fridley, MN.,
requesting the Columbia Heights discount for her daughter's wedding
as her children attended Columbia Heights schools, zip code is
55421 and she can only get cable from Columbia Heights.
Motion by Peterson, second by Ruettimann to deny the request based
upon the fact that the signee of the Lease Agreement is not a
resident within the corporate limits of Columbia Heights,
therefore, the Bush's are not entitled to the Columbia Heights
discount. Ail ayes, motion carried.
REQUEST BEER-SULLIVAN LAKE PARK/PAT ROSENBERG
Pat Rosenberg requested permission from the Park Board to serve
beer at the Sullivan Lake Park on July 23, 1991.
Motion by Peterson, second by Ruettimann to recommend to the City
Council that they approve the use of beer on July 23, 1991 for
Association for Lutherans, Branch 2244. Ail ayes, motion carried.
REQUEST SULLIVAN LAKE PARK/MEDTRONIC
Carol Menken, Medtronic, requested the use of the park on Friday,
August 9 for a pig roast. They have assured the Board that they
will clean up the area after the picnic. They are also requesting
permission to serve 3.2 beer at the picnic.
Motion by Peterson, second by Ruettimann to recommend to the City
Council that they approve the use of 3.2 beer. Ail ayes, motion
carried.
OLD BUSINESS
BOOTSTRAP DAYS
Casey filled the Board in on the last meeting he had with the
Bootstrap committee.

The attentive plans are for a Sunday, co-ed softball game, Bocce
Ball with the Seniors versus City Council members and games for the
children. The committee has no recommendations for the Saturday
nite fireworks, they will support it and will advertise for us,
however, they do not have any money to put towards it.
After discussion, the Board requested Casey to send a form letter
to the civic organizations stating that the city would like to have
a fireworks display and would they like to contribute to it. It
was requested that the information from the organizations be
available by the next Board meeting.
NEW BUSINESS
SITE NEXT PARK & RECREATION BOARD MEETING.
The next meeting will be held at the Mathaire Park building.
RENTAL TABLES & CHAIRS
Casey informed the members that we have been renting tables and
chairs for a nominal price and asked if they wanted us to continue
the practice.
The Board agreed that we should continue the practice at the
discretion of the Director.
HUSET PARK FREE SKATING AREA
The hockey rink was removed from Huset Park, which allowed the open
skating area to be a larger free skating area. Money has been
budgeted for this year and the Board agreed to proceed with the
plans to make a better and bigger free skating area.
PLAYGROUND EQUIPMENT/MCKENNA PARK
City Council has authorized the Public Works Department to
advertise for proposals to replace playground equipment at McKenna
Park.
Salsbury requested the residents in attendance to attend the next
Board meeting and help in the selection of equipment for their
park.
SERVICE, JPM
Salsbury informed the members that the City Council authorized the
Public Works Director to go out for bids for the replacement of the
water line on the east end of Murzyn Hall.

REPORTS
Casey handed out a quarterly report on the hours being used at
Murzyn Hall. Also handed out was a report on the attendance at
Silver Lake Beach. This was for information only.
The residents attending the meeting had some questions about the
parks and the parking area at McKenna Park.
Do we have Park Police?
Why on Friday and Saturday nights (from 11 p.m. to 2 a.m.) do we
hear loud voices and people hanging around the parks?
Parking is a problem at 48th and Washington during ball games -
people park at such an angle that any fire or rescue truck would
have a problem getting around them.
Also, a concern was the recent fire in a trash barrel at the park.
Salsbury informed the residents he would talk to the Police Chief
about the noise on Friday and Saturday nites. He stated that
parking is a problem, however, he stated they could paint the
corners. He also stated that they are replacing the open barrels
in the parks with covered barrels.
