Hgts, Police Dept. CONSENT AGENDA The following items were on the consent agenda. READING OF THE MINUTES Moved to approve the minutes of the April 24, 1991 meeting as presented in writing. APPROVAL OF PAYMENT OF BILLS Moved to approve payment of the bills as listed from the proper funds. REQUEST HUSET FIELD ~1, #3, ~4 & BASES, I.C.S. Moved to ratify the action of the Recreation Director in allowing Immaculate Conception School the use of Huset Field #1, #3 and #4 on the requested dates along with the use of the bases. REQUEST MCKENNA PARK FIELDS/CENTRAL MIDDLE SCHOOL Moved to ratify the action of the Recreation Director in allowing Central Middle School the use of the two fields at McKenna Park on a daily basis, Monday thru Friday, from 3:15 p.m. until 6:00 p.m. THANK YOU FROM GIRL SCOUTS A thank you note from the Girl Scouts was read and noted. ROLL CALL Members present: COLUMBIA HEIGHTS PARK & RECREATION BOARD MINUTES MAY 22, 1991 PAGE TWO REQUEST HALL/COLUMBIA HEIGHTS ATHLETIC BOOSTERS Moved to allow the Columbia Heights Boosters the use of the hall on Friday, November 15, 1991 for their annual dance with the fee being waived. REQUEST HALL/COLUMBIA HEIGHTS FIRE FIGHTERS ASSOC. Moved to allow the Columbia Heights Fire Fighters Assoc. the use of the hall, kitchen and lounge on October 27, 1991 and October 4, 1992 for their annual pancake breakfast with the fee being waived. REQUEST HALL/OLD TIMERS Moved to approve the use of the hall for the Annual "Old Timers Reunion" on Sunday, April 26, 1992 from 1 p.m. to 6 p.m. with the fee being waived. REQUEST PARKING LOT-JPM HALL/WOMEN OF TODAY Moved to grant permission to the Women of Today to use the parking lot behind Murzyn Hall from 9 a.m. to 11 a.m. for the Trike-A-Thon on June 29th. THANK YOU NOTE/COLUMBIA HEIGHTS LIONS A thank you note from the Columbia Heights Lions for the use of the Mathaire/McKenna rooms for the teaching of the "55 Alive" class was read and noted. APPROVAL OF CONSENT AGENDA Motion by Peterson, second by Fowler to approve the consent agenda as presented. Ail ayes, motion carried. REQUEST OSTRANDER PARK/DOG OBEDIENCE-COMMUNITY EDUCATION Motion by Peterson, second by Fowler to ratify action Director of Recreation in allowing Dog Obedience class to be held at 0strander Park on Wednesdays from June 6 through August 14 from 6:30 p.m. to 8:30 p.m. Ail ayes, motion carried. HALL COMPLAINT/CHRISTINE A. HOFFMAN A letter has been received from Christine A. Hoffman stating that when she rented the hall (on July 11, 1990) it was a "full smoking" facility and that she had a contract for a full smoking hall. COLUMBIA HEIGHTS PARK & RECREATION BOARD MAY 22, 1991 PAGE THREE The "No Smoking" in the hall was implemented by the Park Board on June 27, 1990. The signs for the hall were purchased August 1st and put up shortly after that date. Notices were sent out to future renters that the hall was nonsmoking and that smoking was allowed only in the LaBelle Lounge. The Board members stated that Ms Hoffman did not sign a contact for a "smoking hall" and, therefore, no compensation was due her, her request for compensation was denied. They also stated that she was notified far in advance of her wedding date to make any change in plans. However, it was requested that we notify her that we were sorry for any inconvenience due her. HALL COMPLAINT/JEAN LIND A letter was received from Ms. Vernon Lind stating that she had rented the hall for May 11 and at that time they were not told that there would be no air conditioning in the hall until May 15th. They wanted to be reimbursed because that night the hall was very warm. They served a hot dinner, which the guests did not eat. Also many of the guests left early because of the heat. Because of no air conditioning they felt they were entitled to a reimbursement. Salsbury explained that both the air and heat cannot be going at the same time at the hall. In order to have the air on you have to shut down the boiler system and then the complaints are that it is too cold. So the date of May 15 was picked as an average date to turn the air on. After much discussion, motion by Ruettimann, second by Peterson that we write a letter to the renter and state that we are sorry for the inconvenience, however, based on previous years experience we do not start the air conditioning until May 15 and in order for the air conditioning to work properly the heating system must be shut down. Ail ayes, motion carried. It was suggested that Casey check into the policy of May 15 for turning on the air. Also, it was suggested that we make note in the Lease Agreement about the air conditioning being turned on May 15 and the no smoking in the hall. BARBARA WHITING/HIGHLAND SCHOOL Ms. Whiting, Principal of Highland School along with Joe Ryan and Patrice Seawell attended the meeting to bring the Board up to date on the plans for the proposed playground at Highland School. COLUMBIA HEIGHTS PARK & RECREATION BOARD MAY 22, 1991 PAGE FOUR The PTA at Highland plan on building a playground at the school. There are seven in the State that have been designed by Architect Robert Leathers. It is not a typical playground - because the children help plan it and the volunteers build it. It is a very large structure and can accommodate hundreds of children. They requested financial help with their building plans. However, because of the shortage of funds in the budget it may not be possible to oblige. Ms. Whiting came to the meeting to share with the members their plans for the structure. They hope to come back later with definite plans and possible requests for help. Hollom stated that the Park & Recreation Board would be glad to help by offering a warming house for garage or auction sale. 4TH JULY BAND SHELL/MIKE SMITH Mike Smith attended the meeting to offer his band from Columbia Heights to play on the 4th of July. He stated they did not require any money just exposure. The members informed him that there would not be anything planned for the 4th, however, they did inform him about Boot Strap Days and also the Jamboree. RANDY BARTLETT/COLUMBIA HEIGHTS POLICE Officer Bartlett informed the members that in the last six months the major problem in the parks has been graffiti. He stated that the sooner the "art work" can be removed the less likely there will be to have more. He stated that the most problem is at LaBelle Park He stated he would be glad to come to the meetings this summer and answer questions or do a presentation with hand out materials. CONCERN EDGEMOOR PARK We received a letter from Karen Kelzenberg, E. T. Johnson, John & Mary Jordan, Kathy Bacter and Richard & Bob Boyce stating their concerns with Edgemoor Park. Their main concern is with the merry-go-round. It is stiff and difficult to push around and the metal bars underneath pose a safety problem. She also requested a wading pool and more modern equipment. COLUMBIA HEIGHTS PARK & RECREATION BOARD MAY 22, 1991 PAGE FIVE SILVER LAKE CONCESSION STAND Ruettimann stated that the concensus of the City Council was that there isn't a major concern to have a concession stand, however, if we do they want it to make money. Therefore, motion by Fowler, second by Murzyn to discontinue the City from running the concession stand at Silver Lake Beach for the 1991 season. All ayes, motion carried. PHONE SILVER LAKE BEACH Casey informed the members that the Message rate service of $23.61/month was ordered for the summer. PARK & RECREATION BUDGET Casey provided Board members with expenditures to date for 1991 in the Recreation Department. Salsbury provided Board with the Department budget for 1992, along with a memorandum to the City Manager spelling out the implications of cuts required by him. MEETING JUNE It was decided that the next Park & Recreation Board meeting would be held at McKenna Park Building. ADJOURNMENT Motion by Fowler, second by Ruettimann to adjourn the meeting at 8:30 p.m. All ayes, motion carried.
