CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Move to approve the minutes of the September 25, 1996 meeting. APPROVAL PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. LETI'ERS AND REQUESTS REQUEST USE OF MEETING ROOMS IN MURZYN HALL Move to approve use of meeting rooms in Murzyn Hall by MN Youth Athletic Services for meetings in 1997, with the fee being waived. REQUEST USE OF SENIOR/OSTRANDER ROOM/ARTHRITIS FOUNDATION Move to approve use of the Senior/Ostrander Room by the Arthritis Foundation for monthly meetings on the third Wednesday of every month in 1997 from 7:00 to 8:30 p.m., with the fee being waived. PAGE 'l%VO APPROVAL CONSENT AGENDA Motion by Foss, second by Magnuson to approve the consent agenda. All ayes, motion carried. ADDITIONAL LETI'ERS AND REQUESTS REQUEST EARLY ENTRY FOR HALL RENTAL ON SEPTEMBER 12, 1997/SHELLEY & BOB O'LEARY Members discussed the request from Shelley and Bob O'Leary for early entry at 10:00 a.m. prior to their rental of Murzyn Hall. Motion by Ruettimann, second by Evans to approve early entry of 10:00 a.m. prior to their rental of Murzyn Hall on Friday, September 12, 1997 with the appropriate fee being charged. All ayes, motion carried. REQUEST FOR INSTAI.IATION OF HAND RAIL NEXT TO STAIRS AT STAGE/OI.D TIMER'S ORGANIZATION Members discussed the request from Mrs. Grace Hunt for installation of a hand rail next to the stairs to the stage. Members felt it was important that the hand rail be very sturdy and well constructed. The Recreation Director was directed to have a sturdy hand rail constructed at the stairs next to the stage. REQUEST EARLY ENTRY FOR HALL RENTAL ON NOVEMBER 1996/KIMBERLY MILLER-TSCHIDA Members discussed the request from Kimberly Miller-Tschida requesting early entry of 10:00 a.m. prior to her rental of Murzyn Hall with a reduction in the early entry fee from $50.00 per hour to $25.00 per hour. Motion by Magnuson, second by Foss to approve the request from Kimberly Miller Tschida for early entry of 10:00 a.m. on November 2, 1996 with a reduced early entry fee of $25.00 per hour. All ayes, motion carried. REQUEST FOR 2-HOUR RENTAL OF MURZYN HALL ON FRIDAY, DECEMBER 25, 1997/LORI JENKINSON & JOHN LOWN Members discussed the request from Lori Jenkinson and John Lown for a 2- hour rental of Murzyn Hall on Friday, December 26, 1997 from 8:00 to 10:00 p.m. to decorate prior to their rental on Saturday, December 27, 1997. The decorations would be left in place overnight in the main hall. Members directed the Recreation Director to table the request until two months prior to the rental date. PAGE THREE REQUEST FOR USE OF MAIN HALL/VERONICA YARBOUGH A request was presented by Veronica Yarbough who suffers from heart disease and asthma. She needs a heart transplant and is unable to live in her home in Columbia Heights until it is remodeled to correct air flow deficiencies. Ms. Yarbough read a letter from her aunt, Kay Reese, detailing the circumstances. Ms. Yarbough requests use of the main hall for a fundraising benefit on Friday, November 22, 1996. Motion by Ruettimann, second by Magnuson to approve use of the main hall on Friday, November 22, 1996 from 12:00 noon to 1:00 a.m. for a fundraising benefit for Veronica Yarbough, with the fee being waived. All ayes, motion carried. REQUEST FOR INSTALLATION OF FAUCET ON HUSET PARK DRINKING Nathan Downing, youth football coach, spoke to members and requested installation of a faucet on the Huset Park drinking fountain to provide a drinking station for the youth who play football at Huset Park. Members were concerned with possible health code violations and liability issues for the city. Mr. Downing explained that coaches will supply the hose and tube if the city will install a spigot. Coaches will also maintain the apparatus. Public Works Director Mark Winson was directed by members to have the spigot installed as requested. JEFFERSON BUll.DING GARAGE SALE CONCERNS Nathan Downing spoke to members regarding the removal of items left in the Jefferson Bldg. after a garage sale. His group had used the building on September 28 and 29 for the garage sale and then left items which were to be picked up within three days. No one from Mr. Downing's group came to pick up the items until Wednesday, October 9, at which time they discovered that the items had been discarded by Park Department personnel. Members advised Mr. Downing that the building is only to be used for the time specified and should not be used as a storage facility. The Public Works Director asked Mr. Downing to compile a list of the missing items, and he will provide Mr. Downing with an insurance claim form. PRESENTATION BY TOM RUEN/HII.LTOP NEIGHBORHOOD ASSOCIATION Mr. Tom Ruen, Hilltop Neighborhood Assoc. made a presentation to members regarding his wish to have posting boards placed in the parks for citizens and government agencies to post information. Members discussed the potential problems with vandalism and litter. The Public Works Director will follow up on the request and may consider installation of a posting board at Hilltop Park on a trial basis. PAGE FOUR TRAVELING BASKETBALL CONCERNS/RON WORDEN Ron Worden, youth traveling basketball coach, expressed the concerns of the traveling basketball coaches regarding practice times. Mr. Worden stated that John Herbert, Program Coordinator, has not yet given them practice schedules and their season is beginning at this time. The Recreation Director explained that the schools have not provided the Recreation Department with information on availability, and the schedules cannot be prepared without that information. A meeting will be held with Randy Quale, John Herbert, Al Ogdie, and Bill Streff to schedule times and dates for basketball practice. REQUEST FOR USE OF MAIN HAI.I./COLUMBIA HEIGHTS DAY CARE PROVIDERS Members were given a letter from Tammy Sperr of Columbia Heights Day Care Providers requesting use of the main hall on Friday, December 20, 1996 for a Christmas party. Motion by Magnuson, second by Peterson to approve use of the main hall by Columbia Heights Day Care Providers from 8:30 a.m. until 12:00 noon on Friday, December 20, 1996 for a children's Christmas party, with the fee being waived. All ayes, motion carried. OLD BUSINESS NEI GYMNASIUM LEASE AGREEMENT Members were advised by the Recreation Director that the 1996-97 NEI gymnasium lease agreement was approved at the October 14, 1996 City Council meeting. MURZYN HALL LEASE AGREEMENT REVISIONS Members were advised by the Recreation Director that the revised Murzyn Hall lease agreement was approved at the October 14, 1996 City Council meeting. HUSET PARK RENOVATION Public Works Intern Matt Brinza presented three design concepts for possible future renovations of Huset Park. Members were asked to contact Matt Brinza and the Public Works Director to discuss their input from park tours, PAGE FIVE MURZYN HALL ROOF PROBLEMS Members were updated by the Public Works Director on the progress in repairing the current roof problem and addressing the ice dam problem at Murzyn Hall. TWo roofers have looked at the roof and will be giving quotes on the repairs. MURZYN I-I~I.I. USAGE, PROPOSED 1997 & 1998 MURZYN HALL RENTAL RATES, PROPOSED MURZYN HALL MANAGEMENT PLAN REVISIONS Members reviewed and discussed proposed rental rates for 1997 and 1998. Information will be discussed further at next month's meeting. Members discussed several issues in need of clarification. In regard to the requirement for proof of insurance for events displaying alcoholic beverages, members advised that the requirement applies to all groups equally. A certificate of insurance could be provided covering each year for groups/organizations that are frequent users of Murzyn Hall. For groups who are vending food at Murzyn Hall, the county and city licensing rules must be followed. The renter should be advised of the licensing requirements and given a copy of the application. The renter should then provide a copy of the license. For renters who cancel their reservation of Murzyn Hall on a Sunday through Thursday, members agreed that refunds can be issued. Rental fees may be waived for political parties as outlined in the JPM Management Plan; however, ff a candidate wishes to use Murzyn Hall to promote himself, a rental fee shall be required. Members agreed that the Columbia Heights Lions Club should provide a signed written agreement for each event that they have agreed to provide bartending services. This form should originate from the Lions Club with a copy provided to the Murzyn Hall office. The Recreation Director will develop criteria for early entry on rentals of Murzyn Hall and present it at the next meeting. Regarding a question on requirement of security for groups serving alcohol for three hours or less during a 12:00 noon to 1:00 a.m. rental of Murzyn Hall, members agreed that security should be provided regardless of the length of time alcohol is present. CITY VOLUNTEER RECOGNITION BANQUET Members were asked for feedback regarding the City Volunteer Recognition Banquet held on October 3, 1996. Members felt the event was expensive and not as enjoyable as in the past. PAGE SIX 1996 MURZYN HALL CAPITAL IMPROVEMENT PROJECTS Members reviewed the information on capital improvement projects and agreed that the matter will be discussed at a later time after roof repairs are completed. NEW BUSINESS POTENTIAL ACQUISITION OF PROPERTY AT 3932 QUINCY ST. Members discussed the issue and referred it to the Community Development Director to obtain pricing information. OCTOBER 9, 1996 MURZYN HALL BOILER INCIDENT Members were advised that the incident is under investigation. The State of MN will examine the boiler parts in question. REQUEST TO CHANGE DATES FOR NOVEMBER 27 AND DECEMBER 25, 1996 COMMISSION MEETINGS Members agreed to change the dates of the next two meetings to Tuesday, November 26 and Thursday, December 19, 1996. APPROVAL TO PURCHASE A NEW 27' TELEVISION Members were advised of the need to purchase a new TV to replace the 19" Sharp television donated to the City several years ago by the Columbia Heights Boosters Club. The TV is no longer operational. Motion by Ruettimann, second by Peterson to approve the purchase of a new television for use at Murzyn Hall at a maximum cost of $400. All ayes, motion carried. SAI.F.. OF PROPER'I~ AT SUI.IJVAN PARK TO MEDTRONICS Members were given copies of a memo from Mark Winson, Public Works Director/City Engineer, regarding the dedication of funds from sale of Sullivan Lake Property. Motion by Magnuson, second by Evans to recommend to the City Council that the proceeds from the sale of a portion of Sullivan Lake Park be transferred to Fund 412-Parks Capital Improvement Fund for the purpose of funding future improvements in the parks systems. Motion carried; Ruettimann abstained. PAGE SEVEN REPORTS RECREATION DIRECTOR The Recreation Director reported that there were no problems resulting from food being served from the carpeted area on October 3, 1996. The Lion's Club wants to use Murzyn Hall for a meeting on November 11, 1996 (Veteran's Day). The Recreation Director recommends they be allowed to meet on Veteran's Day this year, but be advised of the JPM holiday usage policy for 1997 meetings. The C.H.A.S.E. program is proceeding well. A C.H.A.S.E. pool party is scheduled for October 24, 1996 at Columbia Heights High School. PUBLIC WORKS DIRECTOR No report at this time. COMMISSION MEMBERS No report at this time.
