The meeting was called to order by Pat Grady at 6:35 p.m.

Move to approve use of the h~ll and LaBelle Lounge on Saturday, February 15,
1997 by the Columbia Heights Lions Club for the Sweetheart Dance, with the fee

REQUEST USE OF HALL/COLUMBIA HEIGHTS HIGH SCHOOL OF TODAY
Move to approve use of the hall and kitchen Columbia Heights High School for a
spaghetti dinner on Thursday, March 28, 1996 from 12:00 noon to 9:00 p.m.,
with fee waived.
REQUEST USE OF HALL & LABELLE LOUNGE/COLUMBIA HEIGHTS LIONS
CLUB
Move to approve use of the hall and LaBelle Lounge by the Columbia Heights
Lions Club on Friday, March 29, 1996 from 12:00 noon to 1:00 a.m., With the fee
being waived.

Motion by Peterson, second by Magnuson to approve the Consent Agenda. All
ayes, motion carried.
ADDITIONAL LETTERS AND RF_,OUES'~
REQUEST USE OF HALL/IMMACULATE CONCEPTION CHURCH
Mr. Michael Roith was present to go over request for the use of the hall by
Immaculate Conception Church on Saturday, March 16, 1996 from 12:00 noon
to 1:00 a.m. for a fund raiser, with fee waived and deposit refunded. Also to set
the buffet tables on the carpeted area with protection from spillage.
Motion by Ruettimann, second by Evans to approve use of the hall, with fee being
waived and the damage deposit held until the event is complete. All ayes, motion
carried.

BRUCE NAWROCKI PAVILION
A representative for Mr. Bob Gross, Columbia Heights Block Builders, presented
a proposal for the construction of the "Bruce Nawrocki Pavilion" located in
McKenna Park.
Pat Grady requested that Bonnie Morinville write a letter to Mr. Gross of the
Columbia Heights Block Builder's giving them the endorsement of the Park and
Recreation Commission for the construction of the Pavilion.
Motion to by Evans with final approval from the Public Works Department. All
ayes, motion carried.
REQUEST USE OF THE HALL, KI'I~HEN AND KEYES ROOM/TRAIN
COLLECTORS
Mr. Sorum, president of the Train Collectors, spoke on the contract not being
changed for a long time and would like to bring it up to date. They would like to
come in under a non-profit group. Randy Quale explained that the rate they are
now paying is 50% discount for two hour rental and also 35% for Columbia
Heights residents. Randy proposed the rate to continue for 1996, but increase
in 1997 by $20.00.
Motion by Peterson to approve use of the hall, Keyes Room, and kitchen for rental
of $165.00 for 1996 with the increase in 1997. Second by Reuttimann. All ayes,
motion carried.
REQUEST USE OF GAUVITrE ROOM/SENIOR ALL NIGHT PARTY COMMITrEE
Reuttimann discussed that a fee, of $50.00, should be charged for use of the hall
on Sunday evenings, March 3, March 31, April 28, May 19, and June 2, 1996
from 6:00 to 8:00 p.m., since the hall in not normally staffed on Sundays. He
also stated that any other night Monday through Thursday could be
accommodated with fee waived.
Motion by Evans to deny the use of the hall on Sunday evenings with fee waived.
Second by Magnuson. All ayes, motion carried. ~

REQUEST USE OF McKENNA/MATHAIRE ROOM/AMERICAN RED CROSS
BLOOD DRIVES
Reuttimann stated that the lease agreement is to be ours, as opposed to their
agreement.
Motion by Reuttimann to deny the use of their lease agreement. Second by
Evans. All ayes, motion carried.
REQUEST USE OF SENIOR/OSTRANDER ROOM/ARTHRITIS FOUNDATION
SUPPORT GROUP
Reuttimann questioned space availability. If fees are being waived for rental of
the facility should stay in the current year.
Motion by Peterson to approve rental. Second by Reutttmann.
Motion by Peterson to amend prior motion that the rental is to read for 1996 only.
Second by Reuttimann. All ayes, motion carried.
REQUEST USE OF GAUVITFE ROOM/ADULT CHILDREN ANONYMOUS
SUPPORT GROUP
Similar to the Arthritis Foundation. Mark Winson explained what the group
represents. Randy suggested that the 1997 rental be dropped with only 1996
rental having the fee waived.
Motion by Peterson to approve 1996 rental with fee waived. Second by Evans.
All Ayes, motion carried.
REQUEST TO APPLY PREVIOUS DEPOSIT TO UPCOMING HALL
RENTAL/PATRICIA REIS
Discussion by Reuttimann as to whether the hall was rented or not. The rules
applies that the deposit will be refunded should the hall be rented. If the hall was
not rented then the deposit will not be refunded. Randy explained that they were
coming back to our facility for rental. Evans questioned to transferring, are the
renters penaliT~d for changing and the length of time prior to the rental that the
cancellation occurred.
Motion by Evans to deny request. Second by Magnuson. All Ayes, motion
carried.

OLD BUSINESS
PARK AND RECREATION SURVEY
Members were updated on the survey. A total of 272 were returned which is a
35% return. Bonnie is in the process of doing the data entry.
TABLE AND CHAIR RENTALS
The Recreation Director requested clarification from members as to who is allowed
to rent tables and chairs. Members decided that tables and chairs would only be
loaned to recognized Columbia Heights community organizations.
EAST RIVER HOCKEY ASSOCIATION
The Recreation Director reported on the letter received by East River Hockey
Association. It was determined that the City will support the association, but no
monetary contributions will be made at this t/me.
"BACK TO THE PARKS" PROGRAM
The "Back to the Parks" program was described to members as an expansion of
the playground program. Staff will be at Huset, Keyes, Math~ire, McKenna, and
Ostrander Parks from 10:00 a.m. until noon. This will be a free program. The
Camp Heights program would be nm in the afternoons at Huset, Mathaire, and
McKenna Parks from 1:00 to 4:30 p.m. with a fee being charged. The Jefferson
B~ildirlg win be st-fled whenever programs are taking place. Additional
programs, such as Safety Camp, Sports Camp, and Arts & Crafts Camp, will be
offered. Special trips will be offered on Wednesday afternoons in conjunction with
Fridley Park & Recreation. Concerts and evening events are being planned for the
bandshell.
NEW BUSINESS
LIONS JAMBOREE
Members discussed the Lions Jamboree scheduling concems,~ speciflc-l!y that
they will need to find an altemative location this year for thc queen fashion show
and junior royalty coronation. The Recreation Director will contact Pat Olynyk
regarding possible options fDr the queen program.

ANIMAL POLICY
Members discussed the Murzyn Hall animal policy and determined that animals
will be allowed in the building for purposes of pre-school show and tell.
ISD # 13 REQUEST FOR WALL PADS AT CENTRAL MIDDLE SCHOOT.
The request for wall pads will be referred to the Columbia Heights Boosters
ISD # 13 REQUEST FOR PAVING OUTDOOR HOCKEY RINK AT MATHAIRE PARK
Members discussed the request. Keyes, McKenna, and Ostrander Parks are
already paved. The ground is unstable at Mathaire Park and that was the reason
it was not paved. Members determined that ISD #13 use a different park as this
request is not in the budget.
ROUND TABLES AT MURZYN HALL
Members discussed the use of the round tables in Murzyn Hall. The custodial
staff feels they are cumbersome to move and take up more space than the
rectangular tables. Members felt the round t_~bles should remain in use with a
possible additional charge for moving them.
FUNDING REQUEST FOR CITY OF FRIDLEY'S 'THE ZONE" TEEN DROP-IN
CENTER
Members discussed the request from the City of Fridley. Approximately 35% of
the youth attending 'The Zone" are from Col,~mbia Heights. Nothing has been
budgeted for such a program. 'The Zone" is nm by the Recreation Department
with help from the Police Department. The Recreation Director suggested using
the hall on a Friday or Saturday for a co-sponsored dance if the hall has not been
rented. The Public Works Director recommended going to the City Council for
funding requests.
1996 SPRING FIELD REQUEST FROM COLUMBIA HEIGHTS HIGH SCHOOL
Members discussed the request from Columbia Heights High School for use of
Gauvitte, Keyes, Mathaire, Prestemon, and Huset #5 for varsity softball during the
months of March and April. It was determined that the fields will not be ready for
use in March, but will be ready in April.

1996 SPRING FIELD REQUEST FROM IMMACULATE CONCEPTION CHURCH
Immaculate Conception Church has requested use of fields at Huset $$1 - $$5
during April and May. See Item G for related request. Members suggested the
two school leaders should work out the field usage between themselves and let
the Recreation Director mediate.
SENIOR VOLUNTEER READING NIGHT AT McDONALD'S
Members were advised of the program at McDonald's where senior volunteers read
to children.
RECREATION DIRF.,CTOR
The Recreation Director reported that the Recreation Department has received
$18,000 of a $23,000 pledge by the Boosters. The City newsletter/Recreation
brochure will be marled on March 15. The Adopt-A-Park program proposal has
been made to Values 1st Youth Committee. The wedding reception on April 6,
1996 is expecting 500 people and may require two Community Service Officers.
Two caretakers will be scheduled for the event. The carpet was damaged in the
main hall during the February 24, 1996 event. Police Captain Olson was
contacted to t~Ik to the Community Service Officers and ask them to be more
diligent in enforcing the no smoking policy. Staffwill also be advised to check for
smoking violations. Other City departments have been contacted for
used/unwanted storage shelves and filing cabinets. The Fire Department has
offered us some of their storage units. The Recreation Director is working on
rewriting/updating job descriptions for all full time staff (many have not been
updated since 1988). Members were updated on JPM boiler inspections. MYAS
and Columbia Heights Basketball Association are involved in a tournament the
2nd and 3rd weekends in March. Members were advised of a heating imbalance
in the Recreation Office. On cold days the temperature has been 64 degrees; on
hot days it averages 87 degrees.
PUBLIC WORKS DIRECTOR
The Public Works Director read a letter to members from Jim Kordiak regarding
Anoka County Parks. Members inquired on tree branch pickup, and the
procedure was detailed for them. Public Works has been seeking an intern for
Huset Park Project, but has not found an intern yet. A program called the
Governor's Design Team may be asked to visit the city next spring. The city is in
the process of purchasing the Hillcrest property on the south side of Huset Park.
There will be a statewide boys and girls grade school age basketball tournament
on March 8-10 and March 15-17.
