The meeting was called to order by Chairman Dick Petkoff at 6:35 p.m.

APPROVAL OF MINUTES
Move to approve the minutes of the December 14, 1995 meeting.
APPROVAL PAYMENT OF BILLS
Move to approve payment of bills as listed from the proper funds.
LETTERS AND REQUESTS
REQUEST HAI.I., LABELLE LOUNGE, KITCHEN/COLUMBIA HEIGHTS WOMEN
OF TODAY
Move to approve use of the hall, LaBelle Lounge, and kitchen by the Columbia
Heights Women of Today on December 2 and 3, 1996 from 12:00 noon to 11:00
p.m. for a Winter Carnival, with the fee being waived.
REQUEST USE OF HALL/VPXV POST #230
Move to approve use of the hall by the Columbia Heights VFXV Post #230 from
12:00 noon to 5:00 p.m. on December 15, 1996 for a children's Christmas party,
with the fee being waived.
REQUEST USE OF GAUVITI'E ROOM/COLUMBIA HEIGHTS SENIOR ALL NIGHT

Move to approve use of the Gauvitte Room by the Columbia Heights Senior All
Night Party Committee for a meeting on February 4, 1996 from 7:00 to 9:00 p.m.,
with the fee being waived.

OF KEYES ROOM/COLUMBIA HEIGHTS
BEAUTIFICATION
COMMITTEE
Move to approve use of the Keyes Room for the Columbia Heights Beautification
Committee for meetings on January 30, February 27, March 26, April 30, May 14,
August 27, September 24, and October 29, 1996 from 7:00 to 8:30 p.m., with the
fee being waived.
REQUEST USE OF YOUTH LOUNGE/BROWNIE TROOP #1334
Move to approve use of the Youth Lounge by Brownie Troop # 1334 every other
Tuesday from 6:15 to 8:15 p.m. beginning February 6, 1996, with occasional
extra meetings as needed, with the fee being waived.
REQUEST USE OF MATHAIRE/MCKENNA ROOM/COLUMBIA HEIGHTS WOMEN
OF TODAY
Move to approve use of the Mathaire/McKenna Room by Columbia Heights
Women of Today for a babysitting clinic on Saturday, February 3, 1996 from 8:00
a.m. to 4:00 p.m., with the fee being waived.
APPROVAL OF CONSENT AGENDA
Motion by Evans, second by Grady to approve the Consent Agenda. All ayes,
motion carried.
ADDITIONAL Lk-rITERS AND REQUESTS
REQUEST USE OF HUSET PARK SKATING RINK & WARMING
HOUSE/IMMACULATE CONCEPTION SCHOOL
Members were given copies of a letter from Ms. Sharon Harlander of Immaculate
Conception School requesting use of Huset Park skating rink and warming house
on Tuesday, January 30, 1996 from 12:00 noon to 2:30 p.m. for a 4th and 5th
grade skating event. Members would like to have an adult chaperon present.
Motion by Grady, second by Peterson to approve use of Huset Park skating rink
and warming house by Immaculate Conception School on January 30, 1996 from
12:00 noon to 2:30 p.m. for a skating event with an adult chaperon pre~cnt, with
the fee being waived.

VALUES FIRST PROGRAM
Councilmember Don Jolly made a brief presentation about the Values First
program and read a proclamation about the Values First Respect Month.
OLD BUSINESS
A. JPM MANAGEMENT PLAN
Members were given copies of the revised JPM Management Plan which has been
approved and-adopted. Several items may be added, such as referring to the
damage deposit in the lease agreement as a "damage/cleaning deposit" to cover
cost of staff when extra cleaning is required after an event. New schematics of
table layouts will be created for each size group that uses the hall. The snow
plowing policy will be added to the JPM Management Plan, as well as a list of staff
who have keys for the building. Also to be added is the policy that evening
custodians check in with office staff on arrival to work.
B. PARK AND RECREATION SURVEY
Members were updated on the survey. The survey it is being printed and will be
mailed to 800 residents on February 2, 1996. The residents were selected by
random sample. The purpose of the survey is to determine awareness of facilities
and programs, as well as the usage and satisfaction levels of residents.
C. HILLTOP NEIGHBORHOOD ASSOCIATION
Mark Winson, Public Works Director/City Engineer, updated members on the
newsletter and survey sent out by Tom Ruen of Hilltop.
D. 1996 PARK IMPROVEMENTS
Members discussed the 1996 park improvements. Mark Winson advised
members that dredging will begin at LaBelle Pond on January 25, 1996.
The Huset Park study and Hillcrest property was discussed. Mark Winson hopes
to have an intern soon or possibly will use a consultant.
NEW BUSINESS
A. ICE SKATING
Mark Winson reported to members that the City's seven warming houses were
opened on December 22, 1995. The season is expected to run through February
25, 1996. Crews have done a wonderful job considering weather conditions.

B. PLACEMENT OF BUBBLE GUM MACHINE IN JPM
Members discussed the request by R & N Vending of New Brighton to place a
bubble gum machine in JPM. Members felt it was not necessary. Motion by
Petkoff, second by Grady to deny the request.
C. JPM MAINTENANCE, PERSONNEL AND OPERATIONAL PRACTICES
Members discussed the document and approved of it. Randy Quale, Recreation
Director, explained that the changes were made to improve facility care of JPM.
D. PARK FACILITY RESERVATIONS
Members discussed implementation of a rental fee for reserving a park shelter to
eliminate the present first come, first served policy. Also under discussion was
the question of which organizations would be authorized to use park facilities at
no charge. Randy Quale would like clarification on responsibilities between Park
and Recreation Departments concerning facility usage, scheduling, staffing,
supervision, and maintenance.
E. EAST RIVER HOCKEY ASSOCIATION SUPPORT
East River Hockey Association has contacted the City Manager concerning the
City's support of their association. Randy Quale feels the City is being very
generous in their contribution of rinks, goals, etc. The Columbia Heights Athletic
Boosters are also contributing. Mark Winson suggested a letter be written
explaining our position on this issue.
F. RENTAL RATES FOR STEADY RENTAL GROUPS
Members discussed the policy of rentals to steady or regular users and whether
they should receive a reduced rental rate. Members recommended that their rates
should be equal to charged to any other user.
G. RENTAL RATES FOR CITY OF COLUMBIA HEIGHTS EMPLOYEES
Members discussed recent inquiries from City employees as to any discount
available on JPM rental rates. Members felt that City employees should not
receive any discounts on fees.
H. DAMAGES TO JPM DURING JANUARY 5 & 13, 1996 RENTALS
Members determined that $125.00 will be charged for damages incurred at the
January 13, 1996 rental.

I. FAREWELL RECEPTION FOR PAT HENTGES
Members discussed the reception for Pat Hentges and encouraged all to attend.
REPORTS
RECREATION DIRECTOR
Randy Quale reported that the Senior/Ostrander Room was used as a shelter
during the recent ice storm. One female resident and her dog stopped by, but did
not stay. The Heights Happenings newsletter is being produced with a new
format. A meeting on Heights Pride will be held on February 28, 1996. Heights
Pride will either be held in May or during the week of the Jamboree. A new Back
to the Parks Program is being developed. Five staff members will be hired for
playground program in each park. Camp Heights will be held at Huset, Mathaire,
and McKenna Parks. Concerts are being planned for the band shelter. Other
programs being developed are a Safety Camp, Birthday Party Service, and new
ideas for field trips. A committee is being formed for the Safety Net Program for
teens. Reportedly 20-25% of Columbia Heights teens are going to Fridley. Randy
Quale feels that Columbia Heights should contribute to the program.
PUBLIC WORKS DIRECTOR
Mark Winson reported on recent storm damage and updated members on the
steps the Public Works crews are taking to repair the damages. City Council
requested and approved $5,000.00 to repair the chipper. The City may be in
violation of boilers license regulations.
Motion by Magnuson, second by Peterson to adjourn at 8:15 p.m. All ayes,
motion carried.
