The meeting was called to order by Chairman Dick Petkoff at 6:40 p.m.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the November 21, 1995 meeting.
APPROVAL PAYMENT OF BILLS
Move to approve payment of bills as listed from the proper funds.
LETFERS AND REQUESTS
REQUEST EDGEMOOR ROOM/HYLAND LASSIES DANCE LINE
Move to approve use of the Edgemoor Room by the Hyland Lassies dance line on
Monday nights from 6:00 p.m. to 8:00 p.m., December 18, 1995 through March
24, 1996, with the fee being waived.
APPROVAL OF CONSENT AGENDA
Motion by Peterson, second by Foss to approve the Consent Agenda. All ayes,
motion carried.

ADDITIONAL LETTERS AND REQUESTS
REQUEST USE OF TABLES/SOUTHERN ANOKA COUNTY ASSISTANCE
Move to approve use of ten tables from Public Works from December 15 through
December 21, 1995. Motion by Ruettimann, second by Peterson. All ayes,
motion carried.
OLD BUSINESS
A. JPM MANAGEMENT PLAN
The JPM management plan was approved by the City Council and will be put into
effect.
B. SECOND RECI~F. ATION PROGRAM COORDINATOR POSITION
Preliminary interviews were conducted with twelve applicants. Three finalists
were selected for second interviews. A job offer was made and accepted by
Monica Nybeck. She will be hired upon favorable completion of a physical exam.
C. DOG EXERCISE AREA
Mark Winson, Public Works Director/City Engineer, explained the survey and
research into this issue. Two requests were made by the same person to the City
Manager, and the matter was then referred to the commission members.
Members discussed legal aspects of the issue and community interest. Motion by
Evans to table the matter at this time, second by Foss. All ayes, motion carried.
NE-'V~ BUSINESS
REPORTS
RECI~EATION DIRECTOR
Randy Quale reported that a new custodian is being trained in. Raymond
Franceen has resigned effective 12/27/95. A customer service manual is being
compiled by the recreation director. The Old Fashioned Skating Party will be held
on january 20, 1996. Commission members were invited to attend the first
annual Breakfast with Santa program at JPM on Saturday, December 16 from
8:00 to 10:30 a.m.

PUBLIC WORKS DIRECTOR
Mark Winson reported that crews are in the process of making ice, and warming
houses are scheduled to open on December 22. Warming house attendants are
being sought at this time. Businesses in the northern part of the city are
currently expanding. Park land was given to the city, and staff is working with
DNR to accomplish the sale. Recently there was a letter to the editor in the Focus
newspaper in which the city was complimented on a good job of snow plowing.
The Public Works Director recognized the frae job Randy ~)uale has done this
