HomeMy WebLinkAboutAugust 23, 1995 City of Columbia Heights Park and Recreation Commission August 23, 1995 The meeting was called to order by Chairman Dick Petkoff at 6:30 p.m. ROLL CALL Members present: Also present: CONSENT AGENDA Dick Petkoff, Jerry Foss, Pat Grady, Bob Ruettimann, Bruce Magnuson, Gary Peterson, Eileen Evans, Mark Winson, Public Works Director/City Engineer, Randy Quale, Recreation Director Shannon Hensel, Tom Ruen The following items were on the consent agenda. APPROVAL OF MINUTES Move to approve the minutes of the July 26, 1995 meeting. _APPROVAL PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. LETTERS AND REQUEST Move to approve the use of the main hall for the Minnesota Youth Athletic Services on Wednesday, September 27th from 7:00 p.m. to 10:00 p.m. APPROVAL CONSENT AGENDA Motion by Foss, second by Evans to approve the consent agenda. All ayes, motion carried. As the Public Works Director had a previous meeting scheduled the Commission agreed to handle his part of the agenda at this time. LETTERS AND REQUESTS LETTER FROM TOM RUEN ON HILLTOP PARK A copy of a letter from MrRuen and the Public Works Director's reply was given the members. Mr. Ruen requested information regarding future plans for Hilltop Park and how residents can be -informed on future improvements in the parks. He also requested information regarding the naintenance of the parks. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION MINUTES -- ~UGUST 23, 1995 PAGE TWO Winson informed Mr. Ruen that at the present time there were no plans for improvements to Hilltop Park. Winson also stated that future park plans could be discussed with either a staff member or a Commission member. He also stated that because of his letter staffis starting to list major park improvements annually in the city newsletter. As far as suggesting improvements to the parks Mr. Ruen was informed to contact either the Recreation Director, Public Works Director or one of the Commission members. Hopefully within the next six months a poll will be taken in order to determine whether the current parks and services are meeting the needs of the residents. Mr. Ruen was also informed about the "adopt-a-park" program and was advised that the offer of grass cutting was rejected because of the liability, there were many other suggestions painting, trash clean up and being the "eyes and ears" of the parks. Mr. Ruen was invited to attend any future Park and Recreation meetings. NEW BUSINESS PROPOSED 1996 BUDGET Public Works Director gave a priority list to the members on the 1996 Capital Improvement Budget of $50,000. He ranked the budgeted items on safety and maintenance. Winson also requested any Commission members to get in touch with him if they have any questions or different suggestions regarding the budget before the next meeting. There will be a budget meeting with the City Council on September 27th either before or after the regularly scheduled commission meeting. REPORTS Public Works Director: New Playground equipment has been installed at Keyes and LaBelle Parks. New playground equipment at McKenna is near completion. Construction has started on the pathway along Johnson Street in Mathaire Park and it is anticipated that the pathway will be completed by September Ist. Permit has been obtained to dredge approximately 3 acres of LaBelle Pond. We will be clearing trees and brush along east side of LaBelle Pond in order to solve erosion problem. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION MINUTES -- ~UGUST 23, 1995 PAGE THREE Commission members stated that the park name sign for Prestemon Park should be placed at the north end of the park or 39th Avenue and McKinley and Keyes Park sign could be placed at the top of the hill (by sledding security light). 94 Dutch Elm diseased trees have been removed, both from private and boulevard. Winson received a call from Robin Redgate requesting a light at LaBelle Park - Ms. Redgate had previously requested a fence be erected with a type of light to deter vandalism. Staff requested Winson investigate and report back at the next meeting. At this time the Commission returned to the regularly scheduled agenda. LETTERS AND REQUESTS REQUEST WEDDING AT HUSET PARK Ms. HenseI attended the meeting to request permission to have her wedding at Huset Park east on _Sunday, September 1, 1996 (wedding reception is being held at Murzyn Hall). The Recreation ~)irector suggested that approximately 200 chairs for the event could be stored in the Jefferson Building. Motion by Ruettimann, second by Foss to allow Ms. Hensel the use of the Jefferson Building on Labor Day weekend with any charge for the building be waived. All ayes, motion carried. REQUEST MEETING ROOM~BROWNIE TROOP #1970-DEBORAH MILLER Ms. Deborah Miller, 4130 Quincy Street, Columbia Heights, requested the use of a meeting room for Brownie Troop #1970 on Tuesday evenings. Motion by Peterson, second by Grady to approve the use of the Mathaire /McKenna Room for Brownie Troop #1970 meetings on Tuesday evenings from 6:30 to 7:30 p.m. with the fee being waived. All ayes, motion carried. OLD BUSINESS (continued) USAGE FEES FOR NEI GYMNASIUM Northwestern Electronics Institute has agreed to reduce their fees by 50% ($2.05-east gym and $3.95-west gym per hour) for the 1995-96 usage, however, the full fees ($4.10-east gym and $7.90 -for west gym per hour) will be charged beginning in the 1996-97 season. Also agreed upon was the 'esurfacing of NEI's gym floors. The city and school district will share in the cost of resurfacing the floors (estimated at $632.40) which will add an additional charge of $1.69 per participant. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION MINUTES iUGUST 23, 1995 PAGE FOUR JPM RENTAL POLICY AND MANAGEMENT PLAN REVISIONS Copies of the revised JPM rental policy and management plan were attached for the Commission review and discussion. Quale gave a brief overview of the management plan. As the redline did not show up on the copies, the Commission members requested the Recreation Director to redo the management plan to indicate which items were added. It was also requested that after the change the John P. Murzyn Hall Management Plan be mailed out to the members for approval at the next meeting. A copy of the rental policy was also given out. The policy contains more information than the previous policy and is easier reading as it is a larger print. VALUES 1ST PROGRAM Values program is a consortium group including various organizations from churches, businesses, Hilltop, Fridley, Anoka County, School District, and Columbia Heights groups that are trying to put promote positive values = Integrity, Respect, Responsibility, Citizenship, Self-ControL Non- _ Violence and Caring. Kick-off events beginning the week of September 17th. Several meetings have ~een planned along with an ice cream social. Quale stated that as more information is given he will forward it to the Commission. NEW BUSINESS (continued) JPM MAINTENANCE STAFF MANUAL A copy of the staff manual was given to the members for their information. Quale stated that he is going through the manual with each new employee and will review with all part-time staff. 1996 RECREATION DEPARTMENT BUDGET In 1995 the Recreation Department offered 2 programs - Play at the Park and Camp Heights. In order to make the program, Play at the Park, more popular the Recreation Director felt that it should be expanded to five days a week at 5 different parks. Camp Heights program should be expanded to 2 or 3 locations to serve more youth and be more convenient than having the program at only one location. A special event or trip should be offered weekly. A safety Camp should also be offered. Two or three day camps should be offered such as a sports or games camp, nature camp, or creative crafts camp. /'he Values 1st program could also be incorporated into the summer programs. In order to stay within the budget, the Park and Recreation Secretary position has been cut to 1/4 time with 3/4 time charged to the Fire Department. FOOTBALL PREVIEW Columbia Heights youth football teams will scrimmage other North Metro League teams on Wednesday, August 30th. The object of the event is to expose the community to the youth football program and provide an enjoyable evening of football. Ms. Connie Masica is requesting permission to use the Jefferson Building to sell prepackaged refreshments that evening. Motion by Ruettimann, second by Grady to approve the use of the Jefferson Building to Ms. Connie Masica on Wednesday, August 30th with the fee being waived. All ayes, motion carried.
