HomeMy WebLinkAboutFebruary 22, 1995 City of Columbia Heights Park and Recreation Commission February 22, 1995 The meeting was called to order by Chairman Dick Petkoff at 6:30 p.m. ROLL CALL Members present: Dick Petkoff, Jerry Foss, Gary Peterson, Pat Grady, John Murzyn, Eileen Evans, Mark Casey, Director of Recreation, Mark Winson, Public Works Director/City Engineer Member absent: Robert Ruettimann Also present: Karen Moeller, Senior Coordinator, John Herbert, Youth Program Coordinator As this is Mark Casey's last meeting, the Commission wished him good luck in his future career. CONSENT AGENDA The following items were on the consent agenda. APPROVAL OF MINUTES Move to approve the minutes of the January 25, 1995 meeting. APPROV~tL PAYMENT OF BILLS Move to approve payment of bills as listed from the proper funds. LETTERS AND REQUESTS REQUEST HALLIGIRL SCOUT COUNCIL OF GREATER MINNEAPOLIS Move to approve the use of the hall for Girl Scout Council of Greater Minneapolis Father-Daughter Dance on Wednesday, April 19, 1995 from 5:00 to 10:00 p.m. with the rental fee being waived. REQUEST HALL/WOMEN OF TODAY Move to approve the use of the main hall and kitchen for the Women of Today's spring district meeting on April 27th from 3:00 to 11:00 p. n~ with the fee being waived. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION FEBRUARY 22, 1995 PAGE TWO REQUEST H~ LL~ KITCHEN AND LABELLE LOUNGE/S.A.C.~L Move to approve the use of the main hall, LaBelle Lounge and kitchen for S.A~C.A. for a volunteer appreciation dinner on March 22, 1995 with the rental fee being waived. REQUEST MEETING ROOM/COLUMBIA HEIGHTS LIONS Move to approve the use of the Senior/Ostrander room on Tuesday and Wednesday, March 21st and 22nd for a Defensive Driving class with the rental fee being waived. APPROVAL OF CONSENT AGENDA Motion by Foss, second by Peterson to approve the consent agenda. All ayes, motion carried. REQUEST MURZYN HALL/COLUMBIA HEIGHTS LIONS A late request was received from Russ Paulson, Lions Club President, requesting permission to use the hall on April 23, 1995 (Pancake Breakfast), February 9, 1996 (Sweetheart Dance) and April 21, 1996 (Pancake Breakfast). They are also requesting that the fee be waived for all events. Motion by Peterson, second by Foss to reserve the hall on April 23, 1995, (Pancake Breakfast) February 9, 1996 (Sweetheart Dance) and April 21, 1996 (Pancake Breakfast) with the rental fees being waived. All ayes, motion carried. REQUEST BASKETBALL COURT. OSTRANDER PARK/FIRST LUTHERAN CHURCH A letter was received from First Lutheran Church requesting that a basketball court be placed in Ostrander Park. Winson reported that the cost to install the basketball court would be from $7,000 to $10,000 (which would not include lighting). Also, there would be a noise problem with neighbors if play was done late in the evening. After discussion, motion by Evans second by Foss to reject the request. All ayes, motion carried. It was suggested that the Public Works Director write a letter to the church expressing our position and suggest that a basketball court could possibly be placed in their parking lot. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION FEBRUARY 22, 1995 PAGE THREE GARAGE S~4LE HUSET PARK/COL HGTS BLOCK BUILDERS A verbal request was received from Maggie Gross, Columbia Heights Block Builders, requesting permission to hold a garage sale on March 30, 31 and April 1, 1995 at Jefferson Building. Motion by Murzyn, second by Peterson to approve the request from the Columbia Heights Block Builders to hold a garage sale at the Jefferson Building on March 30, 31 and April 1, 1995. All ayes, motion carried. OLD BUSINESS CHANGES IN MURZYN HALL LEASE Our policy, in the past, has been that even if there was a charge to attend an event, liquor could still be dispensed from the bar as long as no cash was exchangecL It has been brought to our attention that is not possible. Therefore, motion by Peterson, second by Evans to recommend to the City Council the following statement be inserted in the Lease Agreement "There may be no open bar with an admission fee. An approved liquor license must be used if there is an admission charge for the rental If deemed needed, at the discretion of the Columbia Heights Police Department additional security may be added and charged to the lessee." All ayes, motion carried. NEW BUSINESS TRAVELING BASKETBALL OPERATIONS John Herbert, Program Coordinator, attended the meeting to explain to the Commission why the Recreation Department feels it would be better to have an organization administer and supervise traveling basketball There are three reasons why municipal recreation departments do not operate traveling athletics. The first is cost figure, second is fairness to the players and the third is staff time. Several concerns were brought up by the Commission members. 1) If in 5 years the program was not operated properly could the city pick up the progranu 2) Who will do the scheduling of the facilities. It was suggested that the Recreation Department, basketball association and the Athletic Boosters should get together and discuss the future of the basketball association and come back to the next meeting with the information. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION FEBRUARY 22, 1995 PAGE FOUR PATHWAY MATHAIRE PARK The Traffic Commission is meeting with the Mathaire residents the first weekend in March and one of the suggestions received, to alleviate the danger of walking in the street, was that a pathway be placed in Mathaire Park. A concrete sidewalk would be in the neighborhood of $15,000 to $16,000 and an asphalt path from $6,000 to $6,500. The pathway would start at Johnson Street from 49th to the end of the Park. Winson asked if the Commission was interested in doing this as a budget item in 1996 or the public works staff could possibly do this inhouse this year. One member of the Commission did not feel that a pathway would solve the problem because children rarely followed a path, however, it was suggested that the path wind around the park and into the school parking lot. Another suggestion was to ban parking along one side of the street. Commissioner Peterson stated that if it was for safety reasons he would be in favor of the pathway. No definite decision was made. HANDICAP GAUVITTE PARK BUILDING A change order has been given to the City Council to change a single door at Gauvitte Park building into a wider door to be handicap accessible. At one time this was a double door and the park crew changed it into a single door by installing plywood for security reasons. A bid of $3,100 has been received to brick this in with glazed brick on the inside. This was for information only. REPORTS RECREATION - Casey thanked the Commission for their support. - Karen Moeller, Senior Coordinator, will be running the day to day operations. - Public Works will be handling the maintenance on the hall - Silver Lake Beach will not have lifeguards this sumnwr. COLUMBIA HEIGHTS PARK AND RECREATION COMMISSION FEBRUARY 22, 1995 PAGE FIVE PARKS - Public Works has submitted a $5,000 tree grant to SBA. - Elaine Yost called the Superintendent stating they wished to pay for and plant 2 trees in the city in memory of a family member. Detroit Lakes is sending us information they have on a memorial tree program. - Skating rink attendance from December 21st through February 15th was given the members. - Warming houses will close after Sunday, February 26th.
