The meeting was called to order by Chairperson Dick Petkoff at 6:30 pm.

CONSENT AGENDA
The following items were on the consent agenda.
APPROVAL OF MINUTES
Move to approve the minutes of the December 7, 1994 meeting.
APPROVAL PAYMENT OF BILLS
Move to approve payment of bills as listed from the proper funds.
APPROVAL OF CONSENT AGENDA
Motion by Foss, second by Peterson to approve the consent agenda.

LETTERS AND REQUESTS
All ayes,
TRAIN COLLECTORS RENTAL RATE IN 1996
A verbal request was received from John Ellingson from the ~rain Collectors
requesting monthly dates in 1996. After a short discussion, motion by Grady,
second by Foss to reserve the hall for the Train Collectors in 1996 at the rate of
$165.00 per month. All ayes, motion carried.

A letter was received from Jo Ann M. Kewatt, President of the Auxiliary, requesting
Sunday, November 5th from 8:00 am to 5:30 pm for their craft sale and Sunday,
December 3rd for the Columbia Heights Fire Department Ladies Auxiliary
Christmas party. They are also requesting that the rental rate for both dates be
waived.
Motion by Murzyn, second by Peterson to approve the use of the halt on Sunday,
November 5th from 8:00 am to 5:30 pm for the craft sale and Sunday, December
3rd from 12:00 noon to 5:00 pm for the Fire Department Ladies Auxiliary Christmas
party. All ayes, motion carried.
REQUEST HA LL/ BETI~ FAIRLEY
A late request was received requesting the use of the hall for Betty Fairley'sfather
funeral luncheon. Betty Fairley, Human Services Commission, is requesting the
use of the hall on Thursday, January 26, 1995 with the fee being waived. The
rationale for approving the request was her service to the Human Services
Commission.
Motion by Peterson, second by Grady to approve the use of the hall at 1:00 pm on
Thursday, January 26, 1995 with the rental rate being waived. All ayes, motion
carried.
OLD BUSINESS
PROPOSED 1995 PARK CAPITAL IMPROVEMENT PROJECTS
It was discovered after reviewing the budget that some items designated for the
1995 budget were actually paid out of the 1994 budget. Therefore, motion by
Foss, second by Murzyn to recommend to the City Council that the attached memo
be approved by the Council. All ayes, motion carried.

KOURMAN'S DECEMBER 31, 1995 RENTAL
A discussion was held regarding the New Year's Eve party held at Murzyn Hall.
Although no money was being charged at the bar, the charge to attend the event
could be considered as part of a liquor sale, therefore, Mr Kourman elected to have
the Columbia Heights Lions attend the bar. Although there were no problems that
night, Casey is discussing the issues with the City Attorney and will come back to
the next meeting with a proposed change in the Lease Agreement.
CELEBRATE HEIGH2~ PRIDE
The proposed plans for "Celebrate Heights Pride" were given the members. Some
of the committees to assist with the plans are beautification, picnic, clean-up, art
fair, bike rodeo baseball clinics, games etc. All three entities, Chamber of
Commerce, City of Columbia Heights and Independent School District # 13, have
adopted the plans.
LOMIANKI OBSERVATION DECK
Sister Cities, International, Co-Chair Dolores Strand sent a letter to the Commission
initiating plans for an observation deck/platform at Lomianki Park. After
discussion, the Commission favored the idea, however, they elected to have a
representative from Sister Cities come to a Commission meeting with more specific
information (size, location of deck) and possible cost projections.
REPORTS
Commission members:
Commissioner Orady requested information on who is in charge of the
neighborhood groups. He stated that community groups are calling city hall and
no one is answering their questions. Casey stated that he understood it was the
Police Department that would cover all neighborhood groups and the beautification
committee would be covered by Jean Kuehn, Special Projects Coordinator.
Commissioner Foss stated that the Columbia Heights Athletic Boosters contributed
$27,400 to the Recreation Department to cover uniforms, t-shirts, etc. It was
requested that a letter be sent thanking them for their contribution.

Recreation:
- The Old Fashioned Skating Party was attended by over 300 people
- Baseball and softball programs are being put together.
- Girls traveling basketball program is very successful.
Parks
- Open skating is doing quite well, however, there is a problem with warming house
attendants.
It was suggested that next year rather than send employment notices to the high
school a better approach would be to contact local church's and possible have older
residents man the houses.

Motion by Grady, second by Peterson to adjourn at 7:30 p.m.
