COLUMBIA HEIGHTS TRAFFIC COMMISSION
JUNE 4, 2001
The meeting of the Traffic Commission was called to order at 7:00 p.m. by Chairperson Ed
Carlson.
I. ROLL CALL
Members Present: Anderson, Carlson, Goodman, Sturdevant, Stumpf
Staff Present: Kathyjean Young, Assistant City Engineer
Tom Johnson, Police Chief
II. APPROVAL OF APRIL 2, 2001 MINUTES
Motion by Goodman, second by Anderson, to approve the minutes of the April 2, 2001
meeting. Motion carried unanimously.
III. OLD BUSINESS
None.
IV. OTHER OLD BUSINESS
None.
V. NEW BUSINESS
A. REQUEST TO INSTALL A 30-MINUTE PARKING RESTRICTION IN
FRONT OF 4028 CENTRAL AVENUE
Ms. Jennifer Bryan, owner of Balkan Express Coffee Shop at 4028 Central
Avenue, is requesting a 30-minute parking restriction in the cut-out in front of
Budget Computer and Balkan Express from 7 a.m. to 5 p.m. Monday-Friday.
Currently the block is posted 1 hour parking from 8 a.m. – 5 p.m. Monday
through Friday. The reason for the request is to ensure that the parking spots turn
over frequently as the coffee shop business is primarily commuter drive-by and
impulse, and is dependent on easy access parking in front of the shop.

Despite the municipal lot and ample parking across the street at the mall, people
who are not patronizing the service industries on the block park for hours. At
times trucks block view and access for extended
periods of time. Ms. Bryan indicated that she has no back door so without easy
access to the front door, she will lose customers and business.
Motion by Sturdevant, second by Goodman, to install 30-minute parking in front
of Budget Computer and Balkan Express Coffee Shop and review the parking
restriction when the Central Avenue project proceeds. Commissioner Sturdevant
withdrew his motion after further discussion of the parking issues along Central
Avenue.
Property and business owners along the west side of Central Avenue will be
notified of hearing to determine how business owners in the area feel about
parking restrictions.
Motion by Sturdevant, second by Goodman, to call a Public Hearing on July 2,
2001, to designate “30 minute parking” in front of 4028 and 4024 Central Avenue
from 7:00 a.m. to 5:00 p.m., Monday – Friday. Motion carried unanimously.
VI. OTHER NEW BUSINESS
Commissioner Goodman asked staff about re-striping the parking lot at the Columbia
Heights Mall. Staff will call the owner of the Mall as it is not the City’s property.
Commissioner Carlson mentioned that Jim Kordiak wants to know about what is planned

for southbound Central at 39 turning left into Burger King. Staff will have a full set of
plans available at the August meeting.

Harold Hoium of 4321 5 Street mentioned that at 40 and University SE corner crossing
is very difficult for pedestrians because the pedestrian crossing button is broken. He also
ththth
stated that on 5 Street, from 40 to 44 there is way too much traffic and speeding on

44 Avenue between Jefferson and University. He felt they should be marked

“dangerous”. The sidewalk on the north side of 40 Avenue, west of University should
be put back in.

2. Police Chief

Police Chief Johnson indicated that flags are in place at 41 Avenue and 3 Street
to remind motorists of the stop signs. A speed trailer has been ordered for the
City. Chief Johnson reported that 29 tags were issued on Reservoir Blvd. near

43 Avenue during traffic speed monitoring. Traffic has slowed down in the
area.

Motion by Sturdevant, second by Stumpf, to adjourn the meeting at 7:35 p.m. Motion carried
unanimously.
