The meeting of the Traffic Commission was called to order at 7:00 p.m. by Chairperson Ed Carlson.

II. APPROVAL OF DECEMBER 6, 2000 MINUTES
Motion by Anderson, second by Stumpf, to approve the minutes of the December 6, 2000 meeting. Motion carried unanimously.

A.REQUEST TO INSTALL HANDICAP PARKING SPACE FOR 404 40
AVENUE

Mr. and Mrs. Robert Nelson live at 404 40 Avenue. The Nelsons have a driveway easement across the property at 418 40 Avenue and have requested a handicap parking sign be installed
for his daughter that allows a parked car to extend into the easement area. His daughter is handicapped and visits 4-6 times per month for 36 times per month for 36 times per month

The driveway easement is a legal document between the properties at 404 and 418 40 Avenue. The document describes the restrictions for the use of the easement. The City has no authority
to change the restrictions placed on the easement or to post a handicap parking sign on private property.

Staff is of the opinion that the situation is between the two property owners. If a car cannot be parked completely on the Nelson’s property perhaps the Nelsons could park their vehicles
on 40 Avenue when their daughter visits and park her car in the garage.
Motion by Goodman, second by Stumpf, to deny the request to install a handicap parking sign on private property. Motion carried unanimously.
B. REQUEST TO REVIEW TRAFFIC SPEED ON RESERVOIR BOULEVARD

Council member Julienne Wyckoff and her neighbors, Tamra and Tom Smertneck of 4253 Reservoir Blvd. have requested a review of the speed on Reservoir Blvd. near 43 Avenue. Captain Roddy
discussed the results of the traffic volume and speed counts indicating that average speeds were 35 to 36 mph. However a sizeable number of vehicles were going between 40 and 50 mph.
Additional enforcement and ticketing of speeding motorists has begun today.

A.REQUEST FOR SPEED CONTROL AT 41 AVENUE AND 3 STREET

Mr. and Mrs. Floyd Thompson of 300 41 Avenue, #104 and Adeline Christenson of 300 41 Avenue, #203 were present to discuss a recent accident where a vehicle damaged a garage and their
concerns over speed control at 41 Avenue and 3 Street. Motorists do not observe stop signs in their area. Captain Roddy explained the circumstances of the incident and stated that
no signage or enforcement could prevent this type of thing from happening.

Motion by Goodman, second by Anderson, to flag the stop sign making motorists aware of it for 60 days beginning May 1 and ending July 1. Motion carried unanimously.

B. REQUEST FOR HANDICAP SIGN AT 4024 2 STREET N.E.

Mr. Norbert Moe of 4024 2 Street N.E. has requested a handicap parking sign in front of his home. As his request came during the winter months when it isn’t easy to install a sign in
the ground, staff will notify the Sign Department to install it as soon as weather permits.

Motion by Anderson, second by Stumpf, to install a handicap sign in front of 4024 2 Street N.E. Motion carried unanimously.
VIII. ADJOURNMENT
Motion by Goodman, second by Stumpf, to adjourn the meeting at 8:00 p.m. Motion
carried unanimously.
