DECEMBER 2, 2002
I. ROLL CALL
Members Present: Anderson, Carlson, Goodman, Stumpf, Sturdevant
Staff Present: Kathyjean Young, Assistant City Engineer

II. APPROVAL OF NOVEMBER 4, 2002 MINUTES
Motion by Sturdevant, second by Anderson, to approve the minutes of November 4,
2002. Motion carried unanimously.
III. OLD BUSINESS
A. REQUEST TO RESTRICT PARKING ON CENTRAL AVENUE
Ms. Nancy Ebner, owner of Michael Anthony Hair Salon at 3928 Central Avenue
has requested restricted parking in front of her establishment. The tenants of the
apartment building to the north at 3932 Central Avenue park in the street instead
of the parking lot behind the building. Ms. Ebner believes this has a negative
impact on her business for availability of parking spaces for clientele. Police
Chief Johnson indicated the Police Department has spoken with AACAP about
the on-street parking and the use of the parking lot behind the building. The
Police Department will be enforcing the six-hour parking restriction and indicated
that there is no obvious reason why AACAP residents aren’t parking in the lot
behind the building.
Staff present a draft of a suggested letter to be sent business owners along the
west side of Central Avenue to get opinions on what, if any, the parking
designations should be in front of their businesses. Commission members
suggested a deadline be added so as to get a response in a timely manner. Staff
will report results from the business owners at the February meeting.

VII. REPORTS
A. CITY ENGINEER

Visibility concerns were expressed at the SE corner of 44 Avenue and 5 Street
at the meeting in November. The City Forester did investigate the concern and
determined there was a visibility violation. He indicated it would be taken care of
by City staff.

The NW corner of 46 Avenue was not found to be in violation of the visibility
ordinance.
B. POLICE CHIEF

Commission Goodman had suggested a Yield sign be placed at 42 Avenue and
asked Police Chief Johnson to review accidents in this area. Police reports
nd
showed that in the past 3 years there had been 5 accidents at the corner of 42
Avenue and Polk Street, winter related.
Motion by Goodman, second by Sturdevant, to call a Public Hearing for the
March 2003 meeting to determine the feasibility of installing a Yield sign either
nd
on 42 Avenue or Polk Street. Motion carried unanimously.
C. COMMISSIONERS
Chairperson Carlson thanked staff for their efforts during the past year and wished
everyone a happy holiday season.
