The remodeling will include the same items as the 9th floor - new doors, cabinets, appliances, lighting, shelving, countertops, et al. - plus new carpeting for the 8th and 9th floors. The Architect's Estimate for the work was $95,000. Walker is assisting in the project by using their buying power to get the best prices on the appliances, which will be installed by the Contractor, resulting in additional cost savings. The project was advertised in the Focus, the Builder's Exchange of Minneapolis and St. Paul, McGraw-Hill Construction Data, Reed Construction Data and the National Association of Minority Contractors' Plan Room, which resulted in 12 bids. Funding will come from the FY 2003 and FY 2004 HUD Capital Fund Program. Award and signature of the contract would mean that all of the FY 2003 CFP Funds would be obligated prior to the September 30, 2005 deadline. Once the contract is approved, a Notice to Proceed letter will be written authorizing the work to begin. Finally, the bids are good for 45 days upon the bid opening on February 1 st, which necessitated this Special Meeting. Steve Erickson, the Project Architect, will be at the meeting to answer any other questions. The 3 lowest bids are summarized in the next paragraph and the bid tab is attached for review. Below are the bids for the 8th floor rehab general contractor proposalslbids. The bids closed on February 1, 2005 at 2:00pm in the afternoon. There was a large quantity of general contractors who attended the bid reading on that day. The general contractor that is low bid this time is also the same contractor that completed the work on the 9th floor rehab. Unicorp: Is the lowest bid in the amount of $79,200.00 for the 8th floor rehab of all 12 units, to include the replacement of the hallway carpet on the 9th and 8th floor. GA Construction: was the second lowest bid in the amount of $83,900.00 for the 8th floor rehab of all 12 units, to include the replacement of the hallway carpet on the 9th and 8th floor. Crossroads Construction: was the third lowest bid in the amount of $87,900.00 for the 8th floor rehab of all 12 units, to include the replacement of the hallway carpet on the 9th and 8th floor. RECOMMENDATION: Staffrecommends the HRA approval of the bids and award the contract for Phase 2 of the PVVN Apartment Modernization Project to UniCorp for and amount not to exceed $79,200.00. We did have a contractor come in the building and shampooed all North-building floors in October 2004. This process did not seem to make a huge impact as the carpet is aged and worn and in need of replacement. In the office area of the 1 st floor we have large buckles in the carpet caused from a leak the building incurred last spring as the roof leaked down a wall and pooled in the 1 st floor office. At the time the water was finally cleaned up and dried the carpet gave way and a l-Y2 -2 inch buckle formed. It is to be believed first that the appearance of the carpet upon entering the building makes the building less desirable to live in and the buckle in the office areas pose as a trip hazard. Therefore three (3) bids were obtained to replace the carpet on the 1 st floor only of Park view Villa from funds that we have left in the budget from 2003' s capital improvement funds. Jerry's Floor Store: was the lowest bid in the amount of $8,980.79 for the replacement of the 1 st floor carpet, including a higher density carpet at the front entry door and to continue to the mailboxes on the 1 st floor. These are going to be carpet tiles therefore in the event there are some that need to be replaced we can do so in sections or pieces rather that the entire 1 st floor. This will make that section only a different color of carpet then the rest of the floor. United Floor Covering Service: is the second lowest bid in the amount of$10,296.00 for all of the same details listed in the above bid. St. Paul Linoleum: is the third lowest bid in the amount of$12,465.00 for all of the same details listed in the above bid. RECOMMENDATION: Staff recommends approval of the contractor Jerry's Floor Store, which is the lowest bid for the 1 st floor carpet replacement.
