MOTION: Move to Adopt Resolution 2004-03, a Resolution Authorizing Payment of

D. Approve Bids and Contract for Parkview Villa North Apartment Modernization
MOTION: Move to Approve the Contract for Phase 1 of the Parkview Villa North
Apartment Modernization Project to UniCorp in an amount not to exceed $67,800 and
authorize Walker ElderCare to purchase appliances for the project in the amount of
$11,200; and furthermore, to authorize the Chair and Executive Director to enter into an
agreement for the same.

CALL TO ORDER - The Regular Meeting of the Columbia Heights Housing & Redevelopment
Authority (HRA) was called to order by Chair, Tammera Ericson at 7:04 p.m., Wednesday,
January 21, 2004, in the Parkview Villa Community Room B, 965 40th Avenue NE, Columbia
Heights, Minnesota.

Ericson stated Bruce Nawrocki was unable to attend the meeting as he had a meeting at the
Suburban Rate Authority and was disappointed the HRA meeting wasn't switched as he
previously requested.

CONSENT AGENDA
Approval of Minutes
MOTION by Williams, second by Kelzenberg, to approve the minutes from November 18,
2003, special meeting as presented in writing. All ayes. Motion Carried.
REPORT OF MANAGEMENT COMPANY
Karen Fantle stated last September at 4607 Tyler there was a leak in the basement. A resident
stated she had items damaged by the water coming in. Bill Gault discovered a drain spout fell
down and replaced it. The resident sent a letter to the City requesting replacement of her items.
Fantle stated she checked into the matter and could see where the downspout had come down is
where the water came through the building. Ericson recommended turning in the claim to the
City's insurance company for reimbursement to the resident.
Staff received bids for the south building carpet replacement, with St. Paul Linoleum being the
low bidder for the first floor hallway and common area.
With the help of Cher Bakken, Community Development Secretary she has been working on
organizing and updating documents to make the transfer to Walker go as smoothly as possible.

She has filled apartments 217 and 611 since the management report was written. Williams ask if
the south unit was rented for the new amount. Fantle stated it was.
Williams stated he heard there are residents on Section 8 in the North building and ask if this
was true. Fantle stated it wasn't true. Shirley Barnes, Crest View CEO stated there is also a
HUD project 202 program that could be confused with Section 8, but as long as the HRA has
specified the building is only for Seniors and Handicap/Disabled adults, that criteria for filling
the units has been used.
Ericson asked how many residents of the north building are on the list for the south building and
how many south residents are on the north list. Fantle said there was some on each list, but did
not remember the exact amount, but could provide the board that information.
Williams asked what the board could do to assure residents in the north building they are safe in
their apartments. Barnes stated HUD requires the same guidelines be followed for all residents,
which requires background and criminal checks done on all prospective residents. Fantle stated
she has been documenting all of the incidents that are reported since she started managing
Parkview Villa, receives a monthly report from the police department, but, if the incident isn't
documented by the police, the three strike rule for eviction would not apply. Williams also stated
when he contact the police department to discuss this matter the police chief stated most of the
calls were health related.
Ericson stated on behalf of the HRA, she would like to thank Karen for her hard work and
invited her and the residents to an Appreciation Party for Crest View to be held on Friday,
January 30th from 3 to 4pm in the Parkview Villa Community Room B.
Ecklund thanked Karen on behalf of the residents for the fantastic job she has done in the short
period of time she has been at Parkview and stated she will be missed.
Citizens Forum
Priscilla Cross, Unit 303 stated a couple of weeks ago she called the police to report there was
some non-residents fighting by the elevators, the police came and took one of the parties to jail
and ask the rest of the six people to leave the building, which they did. She did contact Fantle on
Monday morning about the incident. As a handicap adult, under 65, she felt that most of the
residents of Parkview also put the blame towards her and wanted to let everyone know that she
is one of the responsible younger residents of the building that would not allow her friends to act
this way and suggested, a Mediation Committee to go over these types of issues. Ericson asked if
Cross, was willing to organize a committee of residents to work on the committee. Cross agreed.
Ericson and dindra volunteered to be on the committee also. Fehst stated the City has a
mediation service that he would contact to see if they could possibly help the committee with
issues.
Betty Sheldon, Unit 321, stated she came home in a cab about a week ago and the cab driver
said he picks up a lot of drunks for the police department here. Ericson stated he probably meant
at the Star Bar behind Parkview Villa.

Joe Goodman, Unit 119, stated some residents have police scanners. When a resident calls in an
incident they can hear the call and move to another apartment.
doe Kroska, Unit 225, stated the Police used to park on the street when they came to investigate
an incident, but they currently park by the door and then they can be seen from the building.
Could someone talk to the Police Department to get this changed back to the way it used to be.
Fehst stated he would talk to the Chief of Police. Priscilla Cross, Unit 303, stated she has called
the police and told them people in the building have scanners and the police put the call out on
the computers instead of over the intercom.
Helen Smith, Unit 708, stated she called 911 at 1:20 am because there was a man that kept
calling her to let him in and by calling right away, the police were able to ketch the man and he
went to jail. So residents shouldn't wait to call 911.
ITEMS FOR CONSIDERATION
Revenue Adiustment Plan for Parkview Villa South
Streetar stated this item is to present a proposal to adjust the rent. This item came up a year ago
and prior to that always has been recognized that expenses were exceeding revenues due to the
fact that since 1991 the rents have not increased. In 2002 Capital Improvements were identified
over the next seven years, which are expected to exceed revenues by an average of $50, OOO per
year. At the last board meeting, it was suggested we wait until Walker comes on board to make
adjustments for current renters. However, as the Community Development director and because
of his experience as property and asset manager for the senior building owned by Dominium, he
decided to make up a plan. The direction from the board was first to prepare a proposal were
the rents and revenues covered the expenses and the second thing was to make sure current
residents would be a phased into the increases. In 1991, it was $250 to $425 per month for a 1
bedroom unit and $325 to $500 per month for a 2 bedroom. At the last HRA meeting the board
made a motion stating effective December 2003, all new residents would pay $502 for a 1
bedroom and $674 for a 2 bedroom, with no income cap. Staff is proposing beginning March
2004, whatever rent current residents are paying would go up the lesser of 7. 6% or$5OO for a 1
bedroom and $636 for a 2 bedroom and would increase again on January 1, 2005 the lesser of
7.6% or $514 for a 1 bedroom and $655 for a 2 bedroom, and would increase again on January
1, 2006 the lesser of 7.6% or $529 for a 1 bedroom and $675 for a 2 bedroom, then on January
1, 2007 the rent for a one bedroom will be $545 and a 2 bedroom will be $695. In addition,
anyone renting garage space will have an increase March 1, 2004 to $2 7 and increase each year
on danuary 1st 3%. Air Conditioning, Head-bolt Heaters, and 2nd freezers will increase on
March 1, 2004 to $5.15 and 3% January 1st of each year thereafter. Staff called Maxfield
Research, which is a market research company that provides market rents for both public and
private clients. We asked them to give us 10 or more buildings in the area of a similar market,
which showed for 1 bedroom it was $ .82/sq.ft and $ .87/sq.ft for a 2 bedroom. Staff multiplied
it by the number of square feet in the units. As a result of these gradual increases, there will be
adequate revenues to manage and maintain the building.

Ericson read a memo Nawrocki requested be read at the meeting in regards to the agenda item.

Fantle suggested moving the date of the first increase to April ]st as under the lease agreement,
renters are required to receive a 30 day notice, which would only give staff six days to get the
letters out. Streetar stated, he would provide increase amounts for residents in the south building
to Fantle to prepare the letters and get them out tomorrow.
Motion by Kelzenberg, second by Ericson, to implement the revenue adjustment plan with the
exception of the start date to be April 1st, 2004. All ayes. Motion Carried.
Ecklund felt the $400 apartment change fee should be waived. Fantle stated the $400 fee is
required for painting, shampooing carpets and other things to prepare the unit for the new
resident. Fehst recommended the board could look into actual costs for preparing an apartment
for a new renter.
Williams asked if new residents would pay the same amount as current renters. Streetar stated
new residents will be paying market rate rents, with the additional 3% increases for the garage,
head-bolt heater, air conditioning and freezers.
Motion by Williams, second by Kelzenberg, to direct staff to find out: 1) actual cost of moving
from one apartment to another and 2) scale of residents moving from the south to the north
building. All ayes. Motion Carried.
Parkview Villa North Apartment Modernization
Nagel stated the 2002 and 2003 Capital Fund Program budgets include funds for the first of
eight phases of remodeling Parkview Villa North apartments on a floor-to-floor basis. Walker
has agreed to use their buying powers to assist in purchasing new appliances. The remodeling
project will start on the top floor and work down. Steve Erickson with B WBR stated the
remodeling would include new doors, cabinets, appliances, plumbing, lighting, and patchwork
on tiles and walls, which he displayed with pictures and samples. A total anticipated cost per
floor or 12 apartments will be$87,600. If the board approves the plan tonight, the bidding
process will start immediately.
Irene Sufika, Unit 804, asked how long it would take to do the whole building. Nagel stated it
would be a long time.

ins that have shown great interest in renting in the South building, however the move in dates are pushed out
until July or September. I will leave the last South building open for a sooner move in date, if not filled I
will take the July 1, 2004 applicant.

*Management is reviewing all correspondence in regards to the PVV-North and South Lease, Handbook,
and Occupancy Policies. We will be presenting new material to the HRA in a special meeting sometime in
May. We will complete the North first and then the South building.

your own animal. Management has spent ! hour of their time cleaning up
after the winter this will only b~ done by Management one time. There will
not be any more freebees and action will be taken for those who do not clean
up after their own Bt(s). We am putting up a poop picker up system near
the Is~ part of'the sidewalk and ask that everyone please donate your plastic
bags from Wal-Mart, K-man, Cub foods or Rainbow foods or crc. to put in
tile poop picker up systcn~ you can bring them to the office or give to
MaintenanceffCaretaker at anytime. Any further violators of this policy
could possibly be asked to give up their anilml if it is found that the owner
is nol cleaning up after their pet.

Parkview Villa South
BACKGROUND: There was $15,183 bud: ,,eted in 2003 for Parkview Villa South Capital
Improvements. Approximately $6,000 was used last year to paint the hallways, while the remaining
approximately $9,000 was for re-carpeting the first floor and Community Room. The 15-year Capital
Improvement Plan lays out the work to be done between 2003 and 2004. Unfortunately, while all of
the bids were received by the end of October 2003, Crest View did not get them over in time to have
the work done last year.
The three bids are attached for your review and consideration. St. Paul Linoleum and Carpet
Company is the low bidder for the entire project at $21,377.00, which is $2,000 less than the next
lowest bid. Also attached is a complete floor-by-floor comparison of the bids for your information.
As you may know, Parkview Villa South hallways, common areas, and the Community Room have
not been re-carpeted since it was built.
Because Crestview did not include the carpet cost in the 2004 Budget, the funds need to come from
the Parkview Villa South reserves. The impact on funds is neutral, because had staffbeen able to use
the $9,000 from the 2003 budget and allocated the remaining $12,377 in 2004, the entire amount
would have been available without the Resolution. Approving the Resolution, keeps the HRA "on
track" with the 15-year Capital Improvement Plan, corrects a safety problem for seniors, and makes
Parkview Villa South a little nicer place to live.
RECOMMENDATION: Staff recommends Adoption of Resolution 2004-01, which will enable the
entire re-carpeting of Parkview Villa South to be completed this year in accordance with the 15-year
Capital Improvement Plan.
RECOMMENDED MOTION: Move to Adopt Resolution 2004-01, authorizing the transfer of
$21,377 from HRA fund balance 213-00-25300 to fund 213-46340-5120.

BACKGROUND: A Board Resolution is required on an annual basis for approval of the
Calculation of Performance Funding System Operating Subsidy, HUD Form 52573 and 52574, and
the Public Housing Assessment System (PHAS) Management Operations Certification, HUD Form
50072. Attached is HRA Resolution 2004-02, along with the related forms to be submitted to HUD
for compliance purposes.
RECOMMENDATION: Staff recommends Adoption of Resolution 2004-02, a Resolution
approving the Calculation of Performance Funding System Operating Subsidy and the Public Housing
Assessment System (PHAS) Management Operations Certification for 2004.
RECOMMENDED MOTION: Move to Approve Resolution 2004-02, being a Resolution of the
Columbia Heights Housing & Redevelopment Authority confirming approval of the Calculation of
Performance Funding System Operating Subsidy and the Public Housing Assessment System (PHAS)
Management Operations Certification for 2004; and furthermore, to direct the Executive Director to
forward same to the U.S. Department of Housing and Urban Development.

WHEREAS, The Department of the Housing and Urban Development requires
that Public Housing Agencies submit the calculation of Performance Funding System
operating Subsidy, PHA/IHA Board Resolution and the Public Housing Assessment
System (PHAS) Management Operations Certification for 2004 with attachments; and
WHEREAS, such Certification also requires the formal approval of the Board of
Commissioners;
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners of the
Columbia Heights Housing & Redevelopment Authority that the attached Calculation of
Performance Funding System Operating Subsidy, PHA/IHA Board Resolution and the
Public Housing Assessment System (PHAS) Management Operations Certification for
2004 and the necessary attachments are hereby approved.

Public reporting burden for this collection of information is estimated to average 15 minutes per response, including the time for reviewing instructions, searching
existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information. This agency may not conduct
or sponsor, and a person is not required to respond to, a collection of information unless that collecton displays a valid OMB control number.
This information is required by Section 6(c)(4) of the U.S. Housing Act of 1937. The information is the operating budget for the Iow-income housing program
and provides a summary of proposed/budgeted receipts and expenditures, approval of budgeted receipts and expenditures, and justification of certain specified
amounts. HUD reviews the information to determine if the operating plan adopted by the PHA and the amounts are reasonable and that the PHA is in compliance
with procedures prescribed by HUD. Responses are required to obtain benefits. This information does not lend itself to confidentiality.

This information is collected to implement section 502 of the National Affordable Housing Act of 1990, as amended, which established specific indicators to assess the management
performance of public housing agencies (PHAs) in all major areas of management operations. PHAs will complete the PHAS Certification form HUD-50072 and electronically submit it
to HUD. If a PHA does not have this capability in-house, the PHA should consider utilizing local resources, such as the libra~/or another local government entity that has Intemet
access. In the event local resources are not available, a PHA may go to the nearest HUD Public Housing program office and assistance will be given to the PHA to transmit this PHAS
certification. The information is used by HUD as a component of PHAS to assess all major areas of PHA's management operations, designate PHAs as troubled and PHAs troubled
with respect to the program for assistance from the Capital Fund under Section 9, enter into a Memorandum of Agreement (MOA) with troubled PHAs and PHAs troubled with respect
to the program for assistance from the Capital Fund under Section 9, and report annually to Congress on the status of troubled PHAs and PHAs troubled with respect to the program
for assistance from the Capital Fund under Section 9. This information is required for HUD to fulfill statutor7 requirements of the 1990 Act. The information collected does not lend itself

BACKGROUND: As you can see from the attached correspondence from HUD, this item before the
Board for its consideration had it's origin in the FY 2003 Appropriations Bill, which was approved on
February 20, 2003. It was on that date Congress made the decision to retroactively require the payback of
all FY 2000 Capital Fund Program funds that were not obligated by September 30, 2002.
The HRA did not obligate $104,471.23 of the FY 2000 CFP funds for re-roofing PVVN until October 15,
2002, subsequently signing the contract with Omni Roofing on October 25, 2002. The HRA did consider
bids at the September 17, 2002 meeting, but chose to re-bid the project, which saved $34,000 in FY 2000
CFP funds. This had been done with the knowledge and advice of the Minneapolis Field Office that the
HRA would lose about $8,700, because the contract award occurred one month past the September 30,
2002 deadline. The end result was a cost savings of approximately $26,000.
At the time, this seemed like a very cost-effective solution and it would have been, if not for Congress
retroactively deciding to pass a law that required the HRA to pay back ALL of the remaining FY 2000,
instead of one-twelfth of these funds, or $8,700, which was in effect when the HRA made its decision. In
summary, by the time Congress passed the new regulation on February 20, 2003, PVVN had been re-
roofed and the project had been closed out In other words, staff and the HRA had no idea at the time of
the decision on October 17, 2002 that Congress would pass a law five months later requiring the full
payback of these funds. HRA's all across the country were caught by this new law and are being asked to
do the same.
As you can see from the attached letters, subsequent appeals have yielded no results, because HUD is just
implementing a law passed by Congress. At this point, after nearly 15 months, the only option the HRA
has been given is to payback the money out of PVVN reserves, so that future CFP programs for PVVN
can get underway. The current revenue amount is apparently $500,000. Paying HUD $104,471.23 will
reduce the fund balance to approximately $400,000.
RECOMMENDATION: Staff recommends adoption of Resolution 2004-03, authorizing payment to
HUD.
RECOMMENDED MOTION: Move to waive the reading of Resolution 2004-03, there being an ample
amount of copies available to the public.

Section 9(j) of the U.S. Housing Act of 1937 (the Act) requires that Capital Fund grants
be obligated within 2 years and expended within 4 years from the date that the funds were made
available. It also permits public housing agencies (PHAs) to continue to obligate funds after the
2-year deadline. However, in those cases, the Act required HUD to withhold the PHA's Capital
Fund grant for the next year until the PHA has met the obligation requirement (i.e., obligated
90 percent of the grant within 24 months). Once the obligation requirement is met, HUD is
permitted to release the grant, less a penalty of 1/12th of the grant for every month the PHA was
not in compliance.
The HUD FY 2003 Appropriations Act was signed on February 20, 2003 and contains
further provisions regarding the obligation deadline. Specifically, the Act requires all funds to be
recaptured that remain unobligated past the deadline for Fiscal Years 1999, 2000, and 2001.
Pursuant to Notice PIH 2001-26 (HA), the obligation deadline for FY 2000 grants was
September 30, 2002. A review of the Line of Credit Control System (LOCCS) indicates that
your agency did not obligate 90 percent of its FY 2'000 by the September 30, 2002 deadline. In
view of the requirements of the FY 2003 Appropriations Act, you must immediately cease
obligation. Any work items that have already been obligated must be transferred to another
subsequent year Capital Fund grant.
LOCCS indicates that the total Capital.Fund grant MN46P105501-00 for FY 2000 was
$128,506.00 and $24,034.77 was obligated as of September 30, 2002. Accordingly the
remaining $104,471.23 has been recapture~d. LOCCS shows that you disbursed $128,506.00.
You must wire transfer the excess $104,471.23 to HUD within 5 working days. Enclosed is a
copy of the wire transfer instructions.
Enclosed is a fully executed ACC Amendment which reduces your grant to $24,034.77.
This action is being taken to cure a statutory violation. Consequently, you do not need to sign
the ACC or return it to your local Field Office. A copy of the ACC Amendment has been
provided to your local Field Office. Please place this copy of the ACC Amendment in your files.

BACKGROUND: At the January 21,2004, Regular Meeting of the HRA, the Board reviewed the plans
and specifications for the first of eight phases of the modernization of all Parkview Villa North apartments.
The remodeling will include new doors, cabinets, appliances, lighting, shelving, countertops, and patching
starting with the eighth floor apartments. Walker ElderCare is assisting the project by using their buying
power to get the best prices on appliances and installation. The architect's estimate of the cost of the
project was $87,600, including the appliances. Funding for the project will be from the FY2002 and
FY2003 HUD Capital Fund Program. Award and signature of the contract would mean all of the FY 2002
Capital Fund Program funds would be obligated before the May 31, 2004 deadline.
Staff and the consultant, Steve Erickson of BWBR, completed the specifications and advertised the
project beginning March 8, 2004 for 3 weeks in the Focus Newspaper, the Builder's Exchanges of
Minneapolis and St. Paul, McGraw-Hill Construction Data, Reed Construction Data, and the National
Association of Minority Contractors Plan Room. In addition, Walker ElderCare provided a list of
contractors they work with on projects and the information was mailed to them. In order to review the
project with interested contractors a Pre-Bid Meeting was held on March 15, 2004 at PVVN. The Bid
Opening was held on March 30, 2004 at 2 P.M. in the Blue Room of the Community Development
Department. The Bid Tabulation Form is attached for your information.
The low bid was received from UniCorp, St. Paul, for $67,800 and coupled with the $11,200 cost of the
appliances, makes the total project cost $79,000, which is under the Architect's Estimate. UniCorp has
experience working on projects of this scale for both the Minneapolis and St. Paul Housing Authorities, so
they also have knowledge of the Davis-Bacon regulations and the required paperwork. Their references for
quality of work check out, too. It is expected that Phase 2 of the PVVN Apartment Modernization Project
(Floor 7) will be on the HRA Agenda at the September 21st Meeting. Funding for this phase has been
included in the FY2003 CFP Budget.
RECOMMENDATION: Staff recommends HRA accept the bids and award the contract for Phase 1 of the
PVVN Apartment Modernization Project to UniCorp for an amOunt not to exceed $67,800. Further,
recommend that Walker ElderCare be authorized to purchase appliances for the project for $11,200.
RECOMMENDED MOTION: Move to Accept Bids and Award the Contract for Phase 1 of the PVVN
Apartment Modernization Project to UniCorp in an amount not to exceed $67,800 and authorize Walker
ElderCare to purchase appliances for the project in the amount of $11,200; and furthermore, to authorize
the Chair and Executive Director to enter into an agreement for the same.

On November 26, 2002, President Bush signed into law the Terrorism Risk Insurance Act of

E. Previous Participation Certificate, Form HUD 2530, as provided for in the bid package is attached hereto and
furnishe, d as a basis for the Owner to evaluate the Bidder to ascertain that the Bidder is a responsible contractor
possessing the potential ability to perform successfjally under the terms and conditions of the proposed contract
giving consideration to such matters as contractor integrity, compliance with public policy, record of past
performance and technical resources.

communication, or agreement with any other bidder or competitor

2. Contingent Fee Representation and Agreement .
(a) Definitions. As used in this provision:
"Bona fide employee' means a person, employed by a bidder
and subject to the bidder's supervision and control as to time, place,
and manner of performance, who neither exerts, nor proposes to
exert improper influence to solicit' or obtain contracts nor holds out
as being able to obtain any contract(s) through improper influence.

(b) The bidder, by signing its bid, hereby certifies to the best of his
or her knowledge and belief as of December 23, 1989 that:
(1) No Federal appropriated funds have been paid or will be

4. Organizational Conflicts of Interest Certification
The bidder certifies that to the best of its knowledge and belief and
except as otherwise disclosed, he or she does not have any
organizational conflict of interest which is defined as a situation in
which the nature of work to be performed under this proposed
contract and the bidder's organizational, financial, contractual, or
other interests may, without some restriction on future activities:
(a) Result in an unfair competitive advantage to the bidder; or,
(b) Impair the bidder's objectivity in performing the contract work.

6. Minimum Bid Acceptanc.e Period
(a) "Acceptance period," as used in this provision, means the
number of calendar days available to the PHNIHA for awarding a
contract from the date specified in this~solicitation for receipt of bids.
(b) This provision supersedes any language pertaining to the
acceptance period that may appear elsewhere in this solicitation.
(c) The PHAJIHA requires a minimum acceptance period of

I. In submitting this bid, it is understood that the right is reserved by City of Columbia Heights to reject any and all
bids; and in the event the lowest responsible bid is too high to permit the award of a construction contract, and if a
reduction in cost less than one half (I/2) percent of the low bid and less than one half (1/2) the difference between
the Iow and next lowest bid would result in an acceptable award, and acceptable reductions in the work can be
identified and monetized by Owner and Low-Bidder, a deductive change order reflecting such reductions may be
proposed to the Low-Bidder for concurrent execution with the construction contract.

The meeting was called to order at 7:00 p.m. by President, Dennis Ecklund Jr.

Management Report · Introduced Jonah, the new maintenance man
· Dana presented 5 carpet samples for the Community Room B and the main entrance. They
were labeled 1 thru 5. Residents will vote on them. Carpet Samples 1 and 5, came out a tie
vote.
· Someone reported an accident in the pet elevator. The owners are responsible for pets and
clean up.
· The building rules have been ignored and everyone will be updated as to compliance.
Walker will enforce the building rules and there will be only three infractions and your out.
· There are currently 4 vacancies and 2 internal transfers.
A resident complained of laundry rooms being dirty and untidy and asked how often they were
cleaned. The caretakers said they moped and cleaned every Monday. Dana said to please let her
know when there is a problem. She also urged everyone to pick up after themselves.

to them or family.
Welcome Committee- No chair report.
Business · Need 5 cakes for Valentine's Party on the 14th. Five ladies volunteered.
· Residents voted to buy matching bench for the north side
· A resident gave the board a book of"Roberts Rules of Order, so conducting meetings would
be run with more ease.

· There is still no one to Chair the Kitchen Committee. Hopefully, a couple residents can co-
chair.

RESIDENT COUNCIL MEETING MINUTES OF MARCH 8, 2004
The meeting was called to order at 7:00 p.m. by President, Dennis Ecklund Jr.
Denny Ecklund called for a moment of silence for residents

Management Report
Introduced Rita, her boss from Walker ElderCare.
· Carpet Square #1 was chosen for new installation.
· Memo sent out about proximity cards was discussed in great detail. Dana explained that the
records were messed up or no records were discovered in the files. Cards were held by
residents was not what was on file.
· Security cameras are not checked unless an incident report is given. There is a possibility of
adding a camera in the elevators.
· She is working on updating leases, handbook rules and parking rules for garage and outside
spaces.
· The Walker Residents Survey was sent to 1/3 of the units. Please fill it out and return to the
office.
· Everyone was urged to keep the front entry neat and picked up.
EDA Representative, Pat Jindra asked why Dana said to leave the door open all night until the door
opener company could be called, as there is gas cans and a John Deer Tractor in garage just behind
the Star Central Bar.

Entertainment Report · April 17th- St. Patrick's Day Party
· April 21 st_ Birthday Party for 90+ residents.
Sunshine Report
Three people were hospitalized, two deaths. Cards were sent to patients and families of deceased.
Ecklund asked that residents donate $200.00 each to Junior and Senior High Schools. Also, a vote
was taken and passed to buy a new bench for the common area, with volunteers to cover and fix
benches in garage. Judy Schendel volunteered for the kitchen chairs and asked for $30.00 to Sam's
Club for purchases. Motion Passed. Ecklund stated the City has been providing the daily Star and
Tribune paper and asked the residents council to pay for it from this point forward. It was voted to
not purchase the paper.
New Business
· Helen Haley, a new resident asked everyone to save manufacturers coupons for VFW
program for Military at their bases.

Drawings for Cash- 4 residents were chosen.

RESIDENT COUNCIL MEETING MINUTES OF APRIL 12, 2004
The meeting was called to order at 7:00 p.m. by President, Dennis Ecklund Jr.
Pledge of Allegiance
Management Report · There is a problem with cigarette butts all around the building entrance. Residents were asked to
please pick up.
· Dog poop- Pet owners were asked to use plastic bags and pick up after their pets and dispose of in
the can provided.
· Asked for volunteer gardeners to sign up to do planting & maintenance of gardens this summer.
· Stressed again, what numbers to call for after hour emergencies. The Caretakers at Parkview Villa
would be first on the list, 2nd call would be to Walker ElderCare staff and if an emergency dial 911.
· Introduced Nancy Shaw from the Anoka County Senior Outreach Program, which named programs
for seniors like NAPS, etc. Residents were given resource guides. Dana thanked Nancy for her
input.
· Asked residents to please use the tub room, but clean it when done.
· Asked resident to check the Cork Board by the Mailroom for updates.
· Asked residents if there was any interest in having a gas grill put in. Residents voted to have access
to the grill, with each user responsible for their own gas and clean up.
Goodie bags were given out to everyone from Snyders for Easter. Snyders asked for time to present a
seminar for seniors. Everyone agreed.

The Treasurers reports - $1,110.50 paid out, $6,363.10 in Checking Account, $2,013.00 in Savings
Account. Report approved.
Entertainment Report · Moon Buffet- Residents Council will pay half.
· October date picked for Cruise from Treasure Island. Total cost per person will be $8.50, using a
coupon for food and Council paying half.
· Mother & Fathers Day joint celebration on May 19th. $75-$125 donated for dessert and coffee.
Judy Shendel in charge of looking for volunteers.
· Bazaar- Denny is looking for volunteers. Need 1 Chair for kitchen, crafts and bake sale and each
Chair can get their own crews.

Denny gave an update on rules and duties of the officers that make up the Residents Council, stressed money
from Bazaar makes all special events possible.
