REGULAR MEETING- MINUTES
December 5, 2000

The December 5, 2000 Planning and Zoning Commission meeting was called to order at 7:00 p.m. by Chairperson
Ramsdell. Members present were Schmitt, Johnson, Ericson, Yehle, and Ramsdell. Also present were Kathryn
Pepin (Secretary to the Planning and Zoning Commission), and Tim Johnson (City Planner).
MOTION by Ericson, seconded by Johnson, to approve the minutes from the meeting of November 8,2000 and the
special meeting of November 27, 2000 as presented in writing. Voice Vote: All Ayes. Motion passed.
There was not any new business for action at this meeting.
The Commission proceeded with the continued review of the proposed Zoning Ordinance changes starting with
Section 5 on Page 5-1. The recommended changes are as follows:
Page 5-1, Section 9.501 (3): last line should read "except as otherwise provided by this Section".
Page 5-4, Section 9.506 shall be deleted.
Page 6-3, Section 9.602(11)(i) shall be deleted.
Page 6-4, Section 9.603(a) shall be amended to read "Each residentially zoned parcel shall be allowed
attac,Se,", two (2) detached accessory building structures and one (1) storage shed".
Page 6-4, Section 9.603(1)(b) change the word building to structure.
Page 6-4, Section 9.603(1)(c) change the word building to structure. Shall read "Accessory structures for one and
two family dwellings shall be set back a minimum of three (3) feet from the side or five (5) feet from the rear lot
line ...... "
Page 6-4, Section 9.603{1)(e)change the word building to structure and shall read "An accessory building
structure, or any combination of accessory btdidings structures, storage sheds and attached garages, shall not
exceed one thousand (1,000) square feet in area".
Page 6-4, Section 9.603(1)(f) shall be deleted.
Page 6-5, Section 9.603(1}g) shall read "The height of an detached accessory structure shall not exceed the height
of the principal building or f~ft~,~ H-5) eighteen (18) feet in height, as measured to the highest point, whichever is
less".

Page 6-4, Section 9.603{1)(n) shall be amended to read "Any accessory building structure capable of storing one
(1) or more motorized vehicle shall be provided with a hard-surfaced access driveway, no less than twelve (12) feet
in width, to an adjacent public street or alley, and shall be no less t~,;,~ 400 srq~r~ f~t in ~;, then 20' x 20' in
size".
Page 6-5, Section 9.603(1)(o) change the word buildings to structures.

Page 6-6, Section 9.603(2)(c) shall read "All multiple ~tory end accessory buildings ~tructures over 120 square
feet in area shall require a building permit from the City".
Page 6-6, Section 9.603(3) has two (g), change second {g) to {h).
Page 6-7, Section 9.603(3)(h) shall be deleted.
Page 6-7, Section 9.603(5) shall be changed to Section 9.603(4) "Private swimming pools and courts".
Page 6-7, Section 9.603(4)(d) shall read as follows: "For swimming pools, the pool itself, the rear yard, or the entire
property shall be enclosed by a non-climbable wall, fence or combination thereof at least four-(4) clx (0) feet in
height, with a self-closing gate capable of being secured with a lock...."
Page 6-9, Section 9.604(2)(a) shall be amended to read as follows: "One-story dwellings shall have a minimum floor
area of 1,020 square feet, plus 120 square feet for each additional bedroom over three. The floor area may be
reduced 960 square feet of the lot size is 6,500 square feet or less".
Page 6-9, Section 9.604(2)(c): Change the 6,000 square feet to 6,500 square feet.

Page 6-9, Section 9.604(2)(d): Change the 6,000 square feet to 6,500 square feet.
Page 6-11, Section 9.605(3)(a) Shall be amended to read "No fence shall exceed eight (8) feet in height. Fences
exceeding eight'xq~ sovon (7) feet in height shall be deemed structures".
Page 6-14, Section 9.608(11)(b) shall be amended to read "The manufacture or storage ~ use of any explosive or
blasting agent...".
Page 6-16, Section 9.610(2) shall read "No person, firm or corporation may engage in any excavation, grading or
filling of any land in the City without first having secured a permit form- from the City Engineer in accordance
with this Section".
It was determined that at the next meeting, we would begin review with Section 9.612 on Page 6-18.
Motion by Erickson, seconded by Johnson, to adjourn the meeting at 9:25 p.m. Voice Vote: All Ayes.
