BACKGROUND:
The bound Financial Report for January, 2000 Check Listing (green sheets), and draft Resolution 2000-
02 are attached for review. The enclosed Financial Report lists the Revenue Guideline (pink sheets), the
Expenditure Guideline (yellow sheets), Expenditure Guideline with Detail (white sheets), and Balance
Sheet (blue sheets), for each fund and department. The report covers the activity in the calendar (fiscal)
year fi:om January 1 through January 31, 2000.
The Check History shows each fund with an expenditure history during the month of January, 2000.
The total disbursements by fund are shown at the top of the listing.
RECOMMENDATION:
Staffwill be available to answer specific questions. If the report is satisfactorily complete, we
recommend the Board take affirmative action to receive the Financial Report and approve the payment
of bills.

RESOLUTION OF THE COLUMBIA HEIGHTS ECONOMIC DEVELOPMENT AUTHORITY (EDA)
APPROVING THE FINANCIAL STATEMENT FOR JANUARY, 2000 AND PAYMENT OF BILLS FOR
THE MONTH OF JANUARY, 2000.
WHEREAS, the Columbia Heights Economic Development Authority (EDA) is required
by Minnesota Statutes Section 469.096, Subd. 9, to prepare a detailed
financial statement which shows all receipts and disbursements, their nature,
the money on hand, the purposes to which the money on hand is to be applied,
the EDA's credits and assets and its outstanding liabilities; and
WHEREAS, said Statute also requi'res the EDA to examine the statement and
treasurer's vouchers or bills and if correct, to approve them by resolution
and enter the resolution in its records; and
WHEREAS, the financial statement for the month of January, 2000 and the list of
bills for the month of January, 2000 are attached hereto and made a part of
this resolution; and
WHEREAS, the EDA has examined the financial statement and the list of bills
and finds them to be acceptable as to both form and accuracy.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the Columbia
Heights Economic Development Authority that it has examined the attached
financial statements and list of bills, which are attached hereto and made a
part hereof, and they are found to be correct, as to form and content; and
BE IT FURTHER RESOLVED the financial statements are acknowledged and received
and the list of bills as presented in writing are approved for payment out of
proper funds; and
BE IT FURTHER RESOLVED this resolution and attachments are to be made a part

In 1998 the City of Columbia Heights applied to Anoka County for $70,000 in HOME Funds to acquire
two properties on our scattered site Tax Increment Financing (TIF) list. The HOME Program requires a
minimum of a 25% match. In the 1999 EDA Budget, the required local match of $17,500 was included
as a budgeted expenditure. Staff is now at the point where we are proceeding to explore options to
implement the activities identified within the grant application. A verbal report will be provided at the
meeting indicating the current status of this program and steps necessary to be accomplished to fulfill the
grant requirements.
RECOMMENDATION: Staff is recommending the EDA approve the transfer of $17,500 for HOME
Program local match expenditures from the 1999 Budget to the year 2000 Budget.
RECOMMENDED MOTION: Move to authorize $17,500 for the 1998 HOME Grant Application to be
transferred from the EDA Fund 204, 1999 Budgeted Expenditures to the EDA Fund 204, 2000 Budget.

BACKGROUND: City staff has identified a number of nonconforming and/or substandard buildings
along Central Avenue. For your review, I have attached an inventory of these properties. The intent of
this correspondence is to receive direction from the Board as it relates to acquisition of the properties
along Central Avenue for redevelopment purposes.
ANALYSIS: As you are aware, the City is in the final stage of completing its Downtown Master
Redevelopment Plan. A revised final draft of the Plan should be completed by the end of February
2000. One of the obvious requirements in implementing this plan will be the need to acquire properties
in key locations. Presently, there are limited Community Development Block Grant funds available for
such acquisitions. The two scenarios that exist are as follows:
The City can pursue sites on a random basis that are identified as substandard or
nonconforming in nature with the intent of obtaining future redevelopment proposals for
these parcels, or
Endorse the Downtown Master Redevelopment Plan and pursue phase 1 implementation
and acquisition of key sites.
It has been the staff's experience as of late that the values of property within the City have been steadily
increasing. Therefore, when reviewing the attached parcel information, please keep in mind that the
total value established by Anoka County are not always realistic sale prices. I would be happy to expand
on this issue at the EDA meeting of February 15th.

Analysis: The following briefly summarizes the four projects. Please note that the amounts indicated in the table include

BACKGROUND:
Attached is the Section 8 Report which details all Section 8 participants leased up through February 1,
2000. The Columbia Heights EDA was issued an allocation of 25 Vouchers and 25 Certificates. Of
those, we have issued 25 Vouchers and 11 Certificates for a total of 36 which is an increase of one (1)
from last month. This brings our utilization up to 72 percent.
Budget reports, utilization reports and year end statements are being prepared for submission to HUD.
ANALYSIS:
Section 8 Report: We have contacted the Minneapolis PHA which currently has 9 participants porting
in to Columbia Heights (4 certificates, 5 vouchers). We will be "absorbing" those persons to increase
our utilization rate unless they have a strong objection. The number of port-outs for February, 2000 is at
three (3). This is a reduction of one (1) from last month. Of the three (3), two (2) are Vouchers and one
(1) is a Certificate. Although they do not reside in Columbia Heights we continue to count them in our
utilization report unless they are absorbed by the new jurisdiction. Otherwise, the jurisdiction will bill
us for the Housing Assistance Payment and 80 percent of our administrative fee.
The number of portability units remained the same as during January. We currently administer a total of
81 portability Vouchers and Certificates. This number has consistently moved downward over the last
two years. This breaks down into 45 Vouchers and 36 Certificates. These are participants that were
originally issued their assistance in another jurisdiction but have elected to move into Columbia Heights.
For the portability vouchers and certificates, we bill the originating jurisdiction for the Housing
Assistance Payment and 80 percent of their administrative fee.
RECOMMENDED MOTION:

BACKGROUND: We have processed a total of 47 Minnesota Housing Finance Agency (MHFA) loans. Of
the 47, we have closed on 26 loans.. A number of applications have been withdrawn or denied. Applications
will be denied if the applicant exceeds a 45% debt to income ratio, has bad credit, exceeds income eligibility
requirement or lacks equity in their property. The MI-IFA programs are now being administered byr CRR.
For certain loans, staffwill be forwarding mortgages and assignment of mortgages for recording purposes
with Anoka County.
MHFA: The Columbia Heights EDA administers three loan programs on behalf of the Minnesota Housing
Finance Agency: The Great Minnesota Fix Up Fund, the Home Energy Loan, and the Manufactured Home
Energy Loan. These programs are offered to Columbia Heights residents with an income of less than
$51,000. The Home Energy Loan is not income restricted.
CDBG - Deferred Grant/Loan Program: The Community Development Block Grant program is a deferred
loan program offered to low income Columbia Heights homeowners. There were 32 people on the waiting
'"'~st. The waiting list is divided between those with very low income and low income. Those with very low
xncome will be selected on a priority first come, first served basis. The waiting list has been forwarded to
CRR which has contacted the applicants.
Once selected from the waiting list, staff from the Center for Energy and Environment/Community
Revitalization Resources (CEE/CRR) will proceed with the application. An inspection will be conducted and
CEE/CRR staff will determine what items need to be repaired. Specifications and bids are developed and sent
to the homeowner to solicit bids from participating contractors. The homeowner and staffwill select a
contractor submitting the lowest, responsible bid. The Grant is deferred 10% per year up to 50%. The loan
does not have to be paid until the homeowner sells, changes use, or moves fi:om the improved property.
Stafffrom CEE/CRR have now contacted 14 applicants and are awaiting updated information from 5
applicants. Inspections and scope of work documents have been prepared for 9 homeowners who are now in
the process of receiving bids from contractors. Four loan packets have been received from CRR and staff is
seeking Board approval to authorize the expenditures, (see EDA letter).
