CALL TO ORDER - The Regular Meeting of the Housing & Redevelopment Authority (HRA) in and for
Columbia Heights was called to order by its Executive Director, Walt Fehst at 6:15 p.m., March 21, 2000, in the

ELECTION OF OFFICERS
Walt Fehst, Executive Director, conducted the nominating for each office.
Nominations were opened for the office of Chair. Executive Director recognizes John Hunter as a candidate for the
office of HRA Chair. Executive Director asked for other nominations? Hearing none. Motion by Jolly, seconded
by Jindra to appoint John Hunter as the new HRA Chair.
Nominations were opened for the office of Vice Chair. Executive Director recognizes Marlaine Szurek as a
candidate for the office of HRA Vice Chair. Executive Director asked for other nominations? Hearing none.
Motion by Peterson, seconded by Jolly to appoint Marlaine Szurek as the new HRA Vice Chair.
Nominations were opened for the office of Secreta~/Treasurer. Executive Director recognizes Julienne Wyckoff as
a candidate for the office of I-IRA Secretary/Treasurer. Executive Director asked for other nominations? Hearing
none. Motion by Szurek, seconded by Hunter to appoint Julienne Wyckoff as the new I-IRA Secretary/Treasurer.
MOTION: Move to cast a unanimous ballot nominating and appointing John Hunter for Chair, Marlaine Szurek
for Vice Chair; and Julierme Wyckoff for Secretary/Treasurer. All Ayes. MOTION CARRIED.
Walt Fehst, Executive Director, recommended that we schedule a qua.rterly meeting for the HRA in the future. All
of the HRA Commissioners were in agreement.
SET PUBLIC HEARING FOR ADOPTION OF AGENCY PLAN
Randy Schumacher presented the Agency Plan as required by HUD. The Agency Plan has a Mission to promote
adequate and affordable housing, economic opportunity and a suitable living environment free from discrimination.
The Goal of the Plan is to strongly encourage identifying quantifiable measures of success in reaching their
objectives over the course of years. The strategic Goal set by HUD is to increase the availability of decent, safe,
and affordable housing, improve community quality of life and economic vitality, promote self-sufficiency and
asset development of families and individuals, and ensure equal opportunity in housing for all americans.

BACKGROUND: The Quality Housing and Work Responsibility Act of 1998 requires all Housing
Authorities to prepare a one year and five year Agency Plan. Staff has completed the draft copy of the
Columbia Heights Agency Plan for the public to review. A summary of the Plans contents and a full
copy of the draft plan with attachments and supporting documents are available for review by the public
at the central administrative office of the Columbia Heights HRA.
HUD requires a variety of components and documents to be incorporated into the plan, they include a
mission statement, goals and objectives of the agency, an executive summary, statements of needs and
resources, and numerous policy statements. The HUD required forty five day review period to allow for
public input has now been satisfied. At the Public Hearing on May 16, 2000, the HRA Board will make
final modifications to the plan and authorize staff to submit the final document to HUD. The Parkview
Villa resident advisory board as well as Anoka County have reviewed the Plan for content. As of this
writing, no plan changes have come forward from the public. The entire document has been generated
by electronic transmission and downloaded through the HUD web page REAC System. This will allow
the HRA easy access to the Plan and simplify the process in its annual update. The primary emphasis of
these plans are to identify quantifiable measures of success in reaching their objectives over the course
of the plan.
RECOMMENDATION: The staff is recommending that the HRA Board close the Public Hearing,
make amendments to the plans if needed, and adopt HRA Resolution 2000-07, that being Resolution of
the Columbia Heights Housing and Redevelopment Authority confirming approval of the Public
Housing Agency Certifications of Compliance, with the PHA Plans and related regulations.

WHEREAS, The Department of the Housing and Urban Development
has requested that Public Housing Agencies submit a Certification
in regard to Public Housing Agency Compliance with the PHA Plans
and Related Regulations; and
WHEREAS, such Certification also requires the formal
approval of the Board of Commissioners;
NOW THEREFORE BE IT RESOLVED by the Board of Commissioners
of the Columbia Heights Housing & Redevelopment Authority that
the attached (Appendix "A") Public Housing Agency Certifications
of Compliance with the PHA Plans and Related Regulations is

1. The Plan is consistent with the applicable comprehensive housing affordability strategy (or any plan
incorporating such strategy) for the jurisdiction in which the PI-IA is located.
2. The Plan contains a c~rtification by the appropriate State or local officials that the Plan is consistent
with the appli~le Consolidated P!an, whii:h includes a certification that requires the preparation of an
Analysis oflmpedimant~ to Fair Housing Choice, for the PHA's jurisdiction and a description of the

The PI-lA has estnblished a Resident Advisory Board or Boris, the membership of which r~r~ent$
the residents assisted by the PHA, consulted with this Board or Boards in d~veloping the Plan, and
considered the r~ommendations of the Board or Boards (24 CFR 903.13). The PI-IA has included in the
Plan submission a copy of the recommendations made by the Resident Advisory Board or Boards and a
description ofth¢ manner in which the Plan address~ these r~commendationz.
4. The PHA made the proposed Plan and all information relevant to the public hearing available for public
inspection at least 4~ days before the hearing, published a notic~ that a hearing would be held and
conducted a hearing to discuss the Plan and invited public comment.
5. The PHA will carry out the Plan in confotmky with Title VI ofthe Civil Rights Act of 1 ~, the Fair
Itot~ing Act, section 504 of the Rehabihtatlon A~t of 1973, and title II of the Americans with Disabilities
Act of 1990.
6. The PHA will affumatively furth~ fair housing by ~x~unining their programs or proposed programs,
identii~ any impediments to fair housin~ choice within those programs, address those impediments in a
reasonable fashion in view of the resources available and work with Deal jurisdictions to implement any
of thejurisdiction'$ iniliaiives to affirmatively further fair housing that require the PHA's involvemant
and maintain records reflecting these analyses and actions.
7. For PI-IA Plan that includes a policy for site based waiting lists:
· The PHA regularly submits required data to HUD's M'rcs in an accurate, complete: and timely
manner (as specified in PIH Notice 992);
* The system of site-based waiting lists provides for full disclosure to each applicant in the selection
of the development in which to reside, including basic information about available sites; and an
estimate of the period of time the applicant would likely ha,~ to wait to b~ admined to uniis of
different sizes and types at each site;
· Adoption of site-based waith!g list w~uld not violate any court order or settlement agreement or be
inconsistent with a pending complaint brought by HUD;
· The PHA shall t'~ke mazonsble measures to assure that such waiting list is consistent with
affin~atively furthering fair housing;
· The PHA provid~ for r~view of its sit~-based waithlg list policy to determine if it is consigtmt wi~
civil rights laws and certifications, as specified in 24 ~ part 903.7(cXI).

This first Agency Plan for the Housing and Redevelopment Authority of Columbia Heights
describes the programs, policies, and practices which will be implemented in its Fiscal Year
beginning January 1, 2000. In general the Housing and Redevelopment Authority will continue
the same course of action which has been successful over several years in meeting the needs of
the residents and the community, within the limits of available resources. The Housing and
Redevelopment Authority will continue to focus on its mission and goals, stressing sound
property management and maintenance.
In response to the results of the Public Housing Assessment System (PHAS) Resident Service
and Satisfaction Survey, the Housing and Redevelopment Authority (HRA) of Columbia Heights
has prepared a follow-up plan for safety and services. This plan is identified in Attachment 5 of
the Annual PHA Plan.

In response to the results of the Public Housing Assessment System (PHAS) Resident Service
and Satisfaction Survey, the Housing and Redevelopment Authority (HRA) of Columbia Heights
has prepared a follow-up plan for safety and services. The results of the Customer Service and

SAFETY
The following identifies a number of goals and strategies which will be pursued by the HRA to
increase the feeling of safety for Parkview Villa residents.
Goal:
Ensure that all unit doors have working locks.
1. Respond to resident complaints regarding unit door locks.
2. Periodically inspect interior locks.
Goal:
Provide an adequate level of lighting in and around the building.
1. Continue to leave the lights on inside the building.
2. Continue to leave the lights on around the perimeter of the building.
3. Ensure that the lights remain in good working condition by periodically
inspecting and replacing bulbs as needed.
Goal:
Provide controlled access to the public housing development.
1. Ensure that the buzzer system at the front door remains in good working
condition.
2. Periodically inspect exterior doors to ensure that they remain locked.

Initiate a thorough screening process for potential residents.
