MINUTES
January 4, 2000
The meeting was called to order by Chair, Barbara Miller at 7:00 p.m. Those present were: Patricia Sowada, Richard
Hubbard, Barb Miller, Don Jolly, Nancy Hoium, and Becky Loader.
It was moved, seconded, and passed to approve the minutes of the December 7th, 1999, meeting as mailed.
The December 27, 1999, bill list was reviewed. It was moved, seconded, and passed that they be paid.
The Special Cheque Run bill list of December 30, 1999, was reviewed. It was moved, seconded, and passed that they
be paid.
The January 10, 2000, bill list of 1999 expenditures was reviewed. It was moved, seconded, and passed that they also
be paid.
The 1999 accounting was reviewed.
The January 10, 2000, bill list of 2000 expenditures was reviewed. It was moved, seconded, and passed that they be
paid.
The 2000 accounting was reviewed.
Old Business:
An update on the budget for the year 2000 was presented. The budget was approved as submitted, with no cuts
or revisions.
2. The library has hired two new pages, Krista Sandford, and Wan Khamthani. They began training today.
There are currently five applications that have been submitted to fill the vacant Library Supervisor position.
These applications will be scored and interview times scheduled. It may be necessary to rerun the employment
ad in the newspaper. The remaining supervisors are covering the vacant hours through the month of January.
An update on the new telephone system was presented. The sales rep that originally made the sale has left the
company. A meeting is scheduled for January 5 with a new person. The switching equipment has been
delivered to City Hall. The planned cut over date is not January 13.
The Columbia Heights Chamber of Commerce voted to dissolve at their meeting on December 15, 1999. They
made no decisions on what they would use the money in their treasury for.
The Board viewed the video tape from the ornament presentation at the Anoka County Historical Society that
took place on November 30, 1999.
The official voting results of the referendum were distributed and reviewed by the Board. The Library Board
would like to be included in future discussions with the City Council and other interested parties concerning
the community center or multi-use facility. Potential dates were discussed. The Board would like to suggest
a plan of action including a marketing plan, business plan, and staffing projections. The Board in anticipation
of meeting with the City Council decided to meet on Tuesday, January 25, 2000, at Barb Miller' s home for an
informal work session to discuss ideas. The Board requested that Marsha Tubbs be invited to attend this work

session also. The following resolution was offered: The Columbia Heights Public Library Board of Trustees
requests involvement in future planning for a proposed community center in order to pursue inclusion of a new
library in such a project. The above resolution was seconded and passed on January 4, 2000.
A report on the Toys for Joy, and Project Bookshelf programs was presented. Four bags of toys were collected
for distribution, and 123 books were collected for Project Bookshelf. All contributions were distributed
locally.
A Y2K update was provided. There were 40 people who were on staff the evening of December 31, to respond
to any potential problems. Happily there were none.
A thank you from the Hubbard family was viewed by the Board.
New Business:
1. Crossover statistics were reviewed.
2. Legislative platform 2000 was reviewed and discussed.
3. The Linking Library Trustees article was reviewed.
4. The article on e-books was shared with the Board.
The library was present at the Central Middle School Parent-Teacher Conferences with an information table.
Staff received a positive response from everyone. Library card applications, booklists, and information about
the dial-up were distributed. Students could register for a drawing and a chance to win one of two Harry Potter
books.
The Heights Theatre Project was updated. The library has been compiling information for a time line ofevents
at the Heights Theatre. The library was first housed at this site. The owners of the building are trying to
renovate, restore and remodel. It would be possible to collaborate with the owners to do a fund raising project
for the library in the future.
Staff presented a "wish list" to the Friends of the Library at their meeting on January 3. The Friends will
purchase the following items with funds from their treasury: They will replace the current magazine covers,
a pair of rubber boots, a portable/collapsible easel and pads, a canister vacuum with attachments.
There being no further business the meeting was adjourned at 8:55 p.m.
