The following is a Special Meeting agenda for the Public Improvement Hearing of the City Council to be held
at 7:00 p.m. on Monday, March 19, :2001 in the City Council Chambers, City Hall, 590 40th Avenue N.E.,
Columbia Heights, Minnesota.

WHEREAS, Resolution No. 2001-08 of the Columbia Heights City Council adopted the
26tn day of February, 2001, fixed a date for a council hearing on the proposed
improvement of 6th Street from 44tn Avenue to 45th Avenue
AND WHEREAS, ten days' mailed notice and two published notice of the hearing a
week apart was given, and the hearing was held thereon the 19th day of March,
2001, at which all persons desiring to be heard were given an opportunity to be
heard thereon,
WHEREAS, the Council determines to proceed with this local improvement, a portion
of the cost being defrayed by special assessments under Charter provisions.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBIA HEIGHTS,
MINNESOTA:
That the location and extent of such improvements is as follows:
Full street reconstruction of 6th Street from 44tn Avenue to 45th Avenue.
Work includes required utility reconstruction, new granular subbase, new
aggregate base, new bituminous surfacing, new concrete curb and gutter
including driveway aprons, required concrete or bituminous driveway and
concrete service sidewalk/step replacement, sod restoration, miscellaneous
construction items, and appurtenances.
Such improvement is necessary, cost-effective, and feasible as detailed in
the feasibility report.
Such improvement is hereby ordered as proposed in the Council Resolution
adopted 26~h day of February, 2001.
4. These improvements shall also be known as P.I.R. #1046 - Project 0102.
Kevin Hansen is hereby designated as the engineer for this improvement.

Background
The City Council accepted the feasibility reports and ordered an Improvement Hearing for March 19* at theft meeting of February
26, 2001. The 2001 Zone 5 Street Rehabilitation improvement area is bounded by Central Avenue on the East, University Avenue
on the West, 48~ Avenue on the North and 44* Avenue on the South. An area north of 41u Avenue and east of Quincy was added
to the Zone 5 project area in the summer of 2000 by the City Council. Staffheld an Informational Meeting March 13~' , 2001 at
City Hall from 6:00 P.M. to approximately 8:30 P.M. Thirty-One people signed the attendance sheet and a copy of the attendance
sheet and meeting agenda is attached. Copies of the Feasibility Reports were available to the public at this meeting.
Analysis/Conclusions:
Distributed at the March 12* , 2001 regular City Council meeting were two Feasibility Reports that detail the scope of work and
estimated costs for Stzeet Rehabilitation in Zone 5. The first report details three rehabilitation strategies: Mill & Overlay, Partial
Reconstruction, and Full ReconsWaction. A fourth strategy, Seal Coating, is addressed under a separate reporL The report
recommendations are summarized below:
Rehabilitation Strategies:
Staffutilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The

All other streets in Zone 5 are proposed to be Seal Coated.
Utilities Replacement:
Utilities have been reviewed in Zone 5 and the aitached map represents where staff is recommending replacement and/or
repairs. Staff utilized in-line televising, history of water main breaks, leakage testing (independent testing), and previous
engineering reports in determining utility replacements. A summary of the staffrecommended improvements follows:
Sanitary Sewer: The lateral and trunk lines have ail been cleaned and televised Zone 5. Staff is recommending
the complete replacement of an 8-inch lateral line on 6th Street from 46~h to 47th Avenues due to the condition of
the pipe joints. Staff is also recommending reconstruction of two sanitary manholes, one at the intersection of
Quincy and 43r~ and the other at University and 45t~. The televising reports for the trunk line, consisting of 12,
15 and 18-inch diameter pipe is complete but has not been reviewed by staff.
Storm Sewer: A storm sewer main line is recommended to be installed on 43rd Avenue from Central Avenue to
Jackson Pond, which will separate the surface water flow from Central and the problem area south of 43ra and
east of Quincy. Spot repairs are proposed throughout the Zone 5 area to address catch basin deficiencies such as
condition, inlet capacity and location(s) in the intersection. Catch basin castings have been inspected and will be
replaced with updated 'vane' style grates (where possible), which reduce surface debris buildup and offer higher
inlet capacity by City Utility crews.
Water Main: Water main replacement is recommended in Zone 5 to address water quality problems, history of
water main breaks, and inadequate sizing. Consistent with the 1999 Water Distribution Study, the water main on
Monroe, from 47-1/2 to 48t~Avenues is being upsized, along with a new connection from the end of the Cul-de-
Sac on 47~h Avenue to Jefferson. Both of these are recommended to increase fire flow and to improve water
circulation. Staff is also proposing to stub in, to the Right-of-Way line, lateral stubs for a future connection to
the City of Hilltop, as recommended in the Study. Due to the age of pipe and history of breaks, two lateral lines
are recommended for replacement, on Jackson and Van Buren Streets. Staff is also recommending evaluating
the water service lines in these two street and replacing any service lines that are sub-standard.
· Assessment Methodology:
Street Rehabilitation Zones 1, 2 and 3 all followed the existing assessment policies for each area. Under the 1999 Alley
Construction Program and the Zone 4 Street Rehabilitation Program, a ~unit" assessment methodology was employed

rather than using a "front fooff rate basis. The area of Columbia Heights west of Central Avenue is essentially a block
type development pattern with streets and avenues. The existing assessment policy for this area would involve "street"
assessments and "avenue" assessments. The "street" frontage (typical front of property or where driveway access is)
would pay a particular rate for the full frontage for that type of txeatment (mill & overlay or full reconstruction, for
example) used on that street. That same parcel would pay a reduced rate for the avenue for the full frontage.
Staff is recommending a unit basis assessment methodology in reconstruction areas as it has been my experience that the
court system has accepted this rationale from an appeal basis, in that residential parcels generally benefit equally from the
same improvements. Going to a unit basis methodology would still create different rates for halls block; dependent
upon the type of treatment the adjacent avenues receive.
Financing:

Past Assessments:
Zone 5 does have areas that have had improvements assessed in the recent past. Two major areas were assessed $1,200 per lot
under the 1999 alley assessment program. These areas were:
Alley - University and 4t~ Street - 47~h to 48th Avenue
Alley - Jackson and Van Buren - 44th to 45~ Avenue
The assessments of $1,200 per parcel were spread out over 10 years. Consideration could be given to making some
accommodation to lessen the impact of additional assessments. It should be noted that the University Avenue area is proposed for
seal coating, which is typically a small assessment spread over one year. The Jackson / Van Buren area is proposed for Partial
Reconstruction which would carry a larger assessment over a ten-year period.
Concurrent Projects:
Due to the assessment policy of street / avenue assessments, some parcels along Central Avenue may incur assessments from two
projects: Zone 5 Street Rehabilitation and the Central Avenue Street, Utility and Strcetscaping projects. The Central Avenue
project will carry full assessments for water services and streetscaping, while most of the assessments for Zone 5 will be avenue
rate assessments.
Other Issues:
An issue was raised at the Public Informational meeting on March 13~' of what the City of Hilltop would be charged. Staff is
proposing that the City of Hilltop be billed for the full construction cost for the recommended street rehabilitation technique for
their half of the roadway. This removes the subsidy the City of Columbia Heights gives its residents (except for seal coating) for
any of the three rehabilitation techniques. The treatment types for the roads adjacent to Hilltop are seal coating and a mill 8:
overlay.

Improvement Hearing be held on Monday, March 19, 2001 at 7:00 P.M. in the City Council Chamber,

Said improvements are to be considered pursuant to Minnesota Statutes, Chapters 429, 444 and 469. The
improvements are to be specially assessed on a unit, area, or frontage basis, or combination thereof against
abutting and non-abutting properties and tributary to said improvements, or served by said improvements.
The parcels and areas, as specially described herein, are subject to said special assessments unless
otherwise noted.
The total estimated cost of the above listed improvements is $133,591. Persons desiring to be heard with
reference to the proposed improvements will be heard at said time and place of the public heating. Written
or oral objections will be considered at the public hearing.
