MOTION: Move to close the public hearing and to waive the reading of Resolution No.
2000-76, there being ample copies available to the public.
MOTION: Move to Adopt resolution No. 2000-76 being a Resolution Adopting Assessment
Rolls for Zone 4 Improvements.

Background:
The Zone 4 street improvement projects (reconstruction, overlay and surface treatment) were approved on March 20, 2000, as part
of the City's comprehensive Street Rehabilitation program. Attached are: Maps identifying the assessment or work area,
Assessment costs breakdown, Final cost summary, Notice of Public Hearing, and a Resolution adopting the proposed assessments.
Analysis/Conclusions:
The final assessment rates are the same as what was proposed at the improvement hearings. Specifically final rates and length or
term of assessment are:

Notice is hereby given that all persons having an interest herein will be given an opportunity to be heard, and such
information pertaining to costs of projects now being assessed will be disclosed at this time. The proposed assessments
are presently on file for public inspection at the City Manager's Office. Notices are being mailed to all property owners.
Written or oral objections will be considered at the meeting.
In the case of improvements made pursuant to Minnesota Statutes, an owner may appeal an assessment to District Court
pursuant to Section 429.081 by serving notice of appeal on the Mayor or Clerk of Columbia Heights within 30 days after
the adoption of the assessment and filing such notice with the District Court within 10 days after senrice upon the Mayor
or Clerk. No appeal may be taken as to the amount of any assessment adopted unless a written objection signed by the
affected property owner is filed with the City Clerk prior to the Assessment hearing or presented to the presiding officer
at the hearing. In the case of improvements made pursuant to the Charter of the City of Columbia Heights, an owner may
bring such appeal within 30 days after the publication of the notice of confirmation of such assessment by the Council.
Prepayments will be accepted without interest within thirty (30) days after adoption of the Assessment Roll. Any
assessments that are not prepaid on or before 4:30 P.M., December 20, 2000, will appear on an annual statement
mailed out from this office. The first annual installment plus interest on the unpaid balance for one (1) year, will
be due at City Hall by 4:30 P.M., September 15, 2001. Failure to pay the annual installment at City Hall by 4:30
P.M., September 15th, r .'nders the same delinquent and thereafter a 10% penalty and a county fee is added and
the said delinquent spe ial assessment is certified to the County for collection with the real estate tax.

WHEREAS, the City Council of the City of Columbia Heights, Minnesota, met at 7:00 o'clock p.m. on the 20th day of November, 2000, in
the City Council Chamber, 590 - 40th Avenue N.E., Columbia Heights, Minnesota, being the time and place set when and where all persons
interested could appear and be heard by the Council with respect to benefits, and to the proportion of the cost of making the local
improvements above described, a notice of such hearing having been heretofore duly published as required by law, and a notice mailed to
each property owner of record, stating the proposed amount of the assessment; and,
WHEREAS, this Council has heretofore estimated and fixed the cost of such local improvements and has prepared an assessment roll
therefore,
THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS HEREBY RESOLVES:
Section 1.
That this Council does hereby adopt the aforesaid assessment roll known and described as "Assessment Roll for Local
Improvements" numbered P.I.R. 1020, 1021, 1022, 1023, 1024, 1025, 1026, 1027, 1028, and 1029.
Section 2.
That this Council hereby finds and determines that each of the lots and parcels of land enumerated in said assessment roll was
and is especially benefited by such improvement in an amount not less than the amount set opposite in the colunto headed
"Original Amount". And this Council further finds and determines that the proper proportion of the cost of such
improvements to be especially assessed against such lot or parcel of land is the amount set opposite the description of each
such lot or parcel of land respectively in said assessment roll.
Section 3.
That said assessments may be paid in part or in full without interest on or before December 20, 2000, or in annual
installments for a period of from one year to fifteen years as designated on the assessment roll, payable on or before the 15th
day of September, annually, with 8% interest thereon. Failure to pay the annual installment renders the same delinquent and
thereafter a 10% penalty and a County Fee is added and the said delinquent special assessment is certified to Anoka County
for collection with the real estate tax.
Section 4.
That this Council did hereby determine and re-determine to proceed with said improvement, does ratify and confn'm all other
proceedings heretofore had in regard to this improvement, and said improvement shall hereafter be known and numbered as
Local Improvement numbered PIR 1021, PIR 1022, PIR 1023, PIR 1024, PIR 1025, PIR 1027, PIR 1028, and PIR 1029, all
in Project #0002; PIR 1026 Project #0007 and PIR 1020 Project #0001.
Section 5. This resolution shall take effect immediately upon its passage.
