A Special Election was held on Tuesday, December 14, 1999 for the purpose of determining if the
City of Columbia Heights should issue its general obligation bonds in an mount not to exceed
$4,950,000 to provide funds for the construction of a multi-use center addition onto Murzyn Hall
in Huset Park.
At that election there was a total of 2,666 ballots cast. The total results were 934 votes for yes and
1,732 votes for no.
Attached is the resolution canvassing the election and a summary result sheet by precinct.
RECOMMENDED MOTION: Move to waive the reading of Resolution 99-107 there being ample
copies available for the public.

CANVASSING MUNICIPAL GENERAL ELECTION RETURNS
WHEREAS, the City of Columbia Heights, did on the 14th day of December, 1999, conduct and hold a
Special Municipal Election for the purpose of determining the acquisition and construction of a multi-
use center; and
WHEREAS, the wording on the ballot was "Shall the City of Columbia Heights be authorized to issue
its general obligation bonds in an mount not to exceed $4,950,000 to provide funds for construction of
a multi-me center addition (meeting moms for seniors and teens, walking track, fitness center, a multi-
purpose area, locker moms, children's indoor play area, and other uses) onto Murzyn Hall in Huset
Park?"; and
WHEREAS, the City Council of the City of Columbia Heights at a meeting of said Council held on
the 15"' day of December, 1999, did canvass the returns and results of said Special Municipal Election;
and
WHEREAS, the following results were detennined by said canvass of said Special Municipal
Election, to wit:

On December 6, 1999 the City Council held the Truth in Taxation budget/levy hearing. At that
time it was announced that the proposed total levy for the City increased by $57,331; however, the
fiscal disparities area-wide tax increased by $17,642 resulting in a net local levy increase of $39,689.
At the meeting staff also reviewed the Citizen's League publication on tax rates in the metropolitan
area. This publication covers the tax rates of 107 municipalities. Of the 107 municipalities,
Columbia Heights ranked 107~ in taxes on an average value home, that average value in Columbia
Heights being $83,506. Based on this article, we have achieved the ultimate in low taxes.
In addition to the city levy, the EDA levy is proposed at $119,296 and the library levy at $500,244.
At the Truth in Taxation hearing staff noted some of the changes to the final budget as proposed
by the City Council. Attached is a list ofthe changes that were made to the departmental proposed
budgets by the City Manager and the recommended addbacks to various budgets that were
discussed at the City Council work session. In addition to this, there was one item that had been
discussed where no final conclusion was arrived at, that was going back to a more extensive
publication of City Council minutes. As no conclusion was made on this item, staff has added to
the list of proposed changes $10,000 under contingencies in the Mayor/Council budget. If in the
future the decision is made to do more extensive publication of council minutes, this money could
be utilized for that purpose. If a derision is not made, the money will remain in the
Mayor/Council budget as a contingency.
In summary, it should be noted that at the council meeting of December 13'~ further changes can
be made with additions or deletions to the proposed attached resolution.

To Mayor and City Council:
In an effort to get heat into thc Fire Department as their furnace is inoperable and unsafe, I tried
to get thc best deal on the furnace and installation. I have to apologize for my hurried actions as I
did not research the Minnesota Energy Code requirements if any for this type of equipment
replacement. I have contacted the Minnesota Department of Public Service and State Code
Division for guidance. Upon receiving the information in writing fi.om both Departments, I will
write rigid specifications for the bids. I will then solicit bids for the work. I will recommend
rejection of any bids that do not fall under these rigid specifications or offer additional
unsolicited work.

BACKGROUND
The VFW Post #230, 4446 Central Avenue N.E., Columbia Heights, has submitted a Class B license renewal

ANALYSIS/CONCLUSION
Since the organization satisfies the City Council's resolutions regarding charitable gambling and has paid the
$250 permit fee, the City Manager recommends the following action.
RECOMMENDED MOTION: Move to direct the City Manager to forward a letter to the State Charitable
Gambling Control Board stating that the City of Columbia Heights has no objection to the renewal of a Class B
