Hanse~ ) BY: ADOPTING LEVY FOR 1999 ALLEY CONSTRUCTION DATE: 11/10~,~ DATE: AND SEAL COATING Background: The bituminous and concrete alley consUuction was approved on March 29 and April 26, 1999, as part of the City's comprehensive Street Rehabilitation program. Two alleys were added by petition. These alleys were approved on April 26 and September 13, 1999. The 1999 seal coating work, approved April 13, 1999 is also part of the City's Street Rehabilitation program. Attached are: Maps identifying the work area, Assessment costs breakdown, Final cost summary, Notice of Public Hearing,, and a resolution adopting the proposed assessments. Analysis/Conclusions: The f'mal assessment rates are the same as what was proposed at the improvement hearings. Specifically final rates and length or term of assessment are: Construction Tv~e Concrete Alley- Residential Bituminous Alley - Residential Restricted Access - Residential As~essm¢pt Rate Term $1,200.00/parcel 10 years $ 925.00/parcel 10 years $ 750.O0/parcel 10 years Concrete Alley - Commercial or Multi-family Bituminous Alley - Commercial or Multi-family $ 2,900.00/parcel 10 years $ 2,155.00/parcel 10 years Bituminous Alley Seal Coat $ 1.60/foot 1 year The alley construction costs are consistent with the bid approved by the Council on May 24, 1999 plus the petitioned concrete alley in September. The seal coat costs are consistent with the bid approved by the Council. The recommended interest rate is 8%.
