RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF COLUMBIA HEIGHTS
APPROVING REVOCATION PURSUANT TO ORDINANCE CX)DE SECTION 5A.408(1) OF
THAT CERTAIN RESIDENTIAL RENTAL HCENSE ~.n BY LISA KELLY
(HEREINAFTER "LICENSE HOLDER").
WHEREAS, LICENSE HOLDER IS THE LEGAL OWNER OF THE REAL PROPERTY
LOCATED AT S031 JEFFERSON STREET, COLUMBIA HEIGHTS, MINNESOTA,
AND WHEREAS, PURSUANT TO COLUMBIA HEIGHTS CODE SECTION 5,104(1)(A),
WP, ITTEN NOTICE SETtING FORTH THE CAUSES AND REASONS lmOR THE PROK)SD
COUNCIL ACIION CONTAINED HEREIN WAS GIVEN TO THE LICENSE HOLDER ON
JANUARY 30, 1998 OF A PUBLIC HEARING TO BE HELD ON FEBRUARY 23, 1998.
NOW, THERtH~RE, IN AC(DRDANCE WITH THE FORF, C:K)~'wlG, AND ,&EL ORDINANCES
AND REGUI~TIONS OF THE CITY OF COLUMBIA HEIGHTS, THE CITY COUNCIL OF
THE CITY OF COLUMBIA HEIGHTS MAKES THE FOLLOWING:
FINDINGS OF FACYr
1, That on Septenim- 1, 1997, Charlie I~watt, Enforccmcnt ~ fur the City of Columbia
Heights, mailed by regular mail a relicensing application and a notice to schedule an annual inspection
to the owner of the property at :5031 Jefferson Su'oet.
2. That on November 14, 1997, a second notice to schedule an annual inspection was sent by
regular mail to the owner's address of P.O. Box 441, B----~,rds Bay, MA
3. That on November 27, 1997, the fire depatnnent received the relicensing application
and a letter from the owner stating that she called in October and left a message stating she was no
longer renting the property. She also stated that as of this date (November :25, 1997) she was now
again renting the prolgrty. We attempted to call the owner, we left a message telling her that she
ncalat to schaiuk an inspection. She rcumlai tic call and stated that she would contact the tcnants
andcallback. Wcdidnotrcccivcacallback.
4. That on Dccem~ 30, 1997, a final notice to schedule an annual inspection was mslb,d by
ccrtired mail to the owncr's address. On January 27, 1998 the cctlif~ mail, final notice, was
retungd to the Fire Depatnnont ~:r~-lsimed.
5. That based upon said records of the Enforcement Offxz~, the following conditions and
violations of the City's Housing Msintennnce C, ode were found to exist, to-wit:

CONCLUSIONS OF COUNCIL
1. That the building located at S031 Jefferson Street is in violation of the provisions of the
Columbia Heights City Code as set forth in the Con~liance Order attached lzrem;
2. That all relevant parties and parties in interest hav~ been duly served notjoe of this hearing,
3. That all applicable rights and periods of appeal as relating to the license holder, owner,
occupant, or tenam, as the case may be, have expired, or such rights have been egrcised and
completecL
ORDER OF COUNCIL
1. The rental license belonging to the Li~nse Holder degtibed heroin and identified by license
number F2646 is hereby revoked/suspended (cross out one);
2. The City will post for the purpose of preventing occupancy a copy of this order on the
buildings covered by the license held by License Holder;,
3. All tenants shall remove themselves from the premises within 60 days from the first day of
posting of this Order revoking the license as held by License Holder.
