HomeMy WebLinkAboutResolution 99-78 Extract of Minutes of Meeting of the City Council of the Ci of Columbia Heights, Anoka County, ~'°f esota Pursuant to due call and notice thereof, a regttlar meeting of the City Council of the City of Columbia Heights, Anoka County, Minnesota, was held at the City Hall in said City on Monday, September 27, 1999, comme-ncing at 7:00 p.m. The following members were present: and the following were absent: Member Wyc kof f presented the following written resolution, the reading of which was dispensed with by unanimous consent and moved its adoption: RSSOLU ON NO. KESOLUTION DETI~MINII~ THE NBCF~S1TY FOR THE ISSUANCE OF GENERAL OBLIGATION BONDS AND CALLING A SPECIAL ELECIION 'IItEREON BE IT RESOLVED by the City Council of Columbia Heights, Anoka County, Minnesota (City) as follows: That it is in the best interests of the health, welfare. and sac of the City and its residems that the 0 quire, consu~ct and equip a z~e~fi-use center addition onto Murzyn Hall ~n) cor. d~n of ~g roan for seniors children's indoor phy sea and other uses; and That the City is ntho~y~ by the pro_visions of Minnesota Statutes, _Chapter 475 (Act) to issue its obfigaiiom to finance the Projea in whole or in pan_ and to pledge its full faith, credit and utxing powers to the payment of such obligauons; SJB-Itg093 CLt~2-16 c) That it is necessary and exp~='eut to the sound financial management of the affairs of the City that the Project be financed in whole or in pan by the issuance and sale of the ' ~ obli ation bonds pursuant to the Act d) That the City Council has asp ved the me of electronic voting mac~nes by the affirmative vote of tw~aP't~s of the members and has con~plied with the 60-day notice and six week demonstration teq_uh~nents of l~[inr~-~ota Statutu, Section 206.58, Subdivision 1, and has adopted ' rules and instructions for use of the elearontc voting mw~,bine,~ '~c~have been approved by the Secretary of State; and That the City Clet-Treasm~ has certified to the _SeCretary of Stat~ that an elearonic voting system will be used in the City and the date of commencement of the use thereof, 2. The City Clerk-Treasurer is directed to cause a notice of election in substantially the form attached hereto as Exhibit A to be posted and published as required by law as follows: (a) (d) The notice of election will be published once in the official newspaper of the City at least two weeks prior to the election; The notice of eleaion and a sample ballot will be posted at each of the porerig places at least ten days prior to the election; The notice of election and a sample ballot will be posted in the office of the City Clerk- Treasurer at least four days prior to the election; and The sample ballot will be publi~,~e~ in the official newspaper at least one week prior to the election. The notice of election will be dzlivered to the Anoka County Manager of Property Records & Taxation at least 45 days prior to the election. 5. The City Council shall meet in the City Hall on Wednesday, December 15, 1999, at p.m., C.T. to canvass the results of the election and to declare the results thereof.
