Presently, the Recreation Department
is utilizing the existing ISD # 13
schools and NEI-College of Technology
at their available capacity. With
our ever growing programs and
enormous potential for additional
programs, the Recreation Department
could triple current facility usage.
This would result in an expansion
of program offerings and an
enhancement of time that is
available to programs utilizing
indoor facility space.

The City Council and the Park
and Recreation Commission
conducted a joint meeting to
discuss the proposed Multi-Use
Center. With the Council's
consensus, the Commission
directed staff to send out an
information flyer and survey.
10% of the 15,000 were returned.
Approximately 55% were in favor,
while approximately 37% were
opposed.

After staff presented informa-
tion to over 20 civic/community
groups, the Commission held a
public information meeting. Due
to poor weather, the attendance
was low. Of those who spoke,
the response was very favorable.

referendum ballots.
The duties of judges and other election officials with respect to the polling places and
, conduct of the election are .sl~ecified in the election laws, Their duties do not requh*e
them to ~ out, count and tally such ~nofficial ballots and they could not be
· compelled to do so. 'It would be no defense to ,a .charge.Of ~Olating the laws
prcscribing their duties to make answer that the violation occurred in the course of or
by reason of the holding of a referendum on a question not before thc electorate at
the election,
The Attorney Gertetal later ruled that it makes no diffc~nce whether the costs to the village
arc slight or the costs will be paid by donations. (Op. Att'), Gen. 185-B-2, Auh~ust 22, 1961).
8.6 Substitute Ballots.
If a sufficient number of official ballots are not delivered or if the offic~ ballots are stolen
or destroyed and a .$ufficieflt ndmber of official ballots cannot be proem'ed, the ofl'xciat i~ charge
of preparing the official ballots shall prepare substitute ,ballots in the form ptescn'bed berein. The
substitute ballots shall be prepm'ed in thc same form as official ballots as fat as practicable. The
word 'Substitute' shall be printed in brackets tmmedfately above the words *Official Ballot."
~ thc gttb$~itute ballots are delivered to the municipal or school dLm'~ct clerks or elec~on
judges, they shall be accotnpanied.by an initialed affidavit of the officer preparing them. Thc
af~vit shall state that the substitute ballots have been ~ and furnished in the manner
prescribed by th~$ section and ~ state the reason why sufficient official ballots were not ready
· for delivery. The clecdon judges shall include this affidavit with the election returns from that
precinct (M,$, 204B,39). (See APPENDIX 22 for form of affidavit.)
8.7 Unof6cinI Ballots,
When no official or substitute ballots are ready at the time when votin.~ is scheduled to
bezi.'n, or if the supply is exhausted before the voting ends, the election judges shah contnct the
school district clerk and, at the clerk's dire:don, shall prepare unofficial ballots, printed or
written as nmLrly as'~cable in the form of the official ballots, which ballots may be used until
official or substitute ballOtS are available. When uno~ ballots are prepared and used in any
precinct, thc election judges shall' note that filet on the summary statement of' the returns for that
precinct and specify the number of unofficial ballots that were cast (M.S. 204B.30)..
