That all parties, inclgding the Licence Holder and any occupants or tenants, have been given the appropriate notice of this hearing according to the provisions or,he City Code Section 5A.306(1) and 5A.303{1)(d). Nawrocki. As you may recall, the Council advertised that they would be accepting applications for the Council vacancy over a two week period ending March 13, 1995, at 4:45 P.M. The Council has had the total list of applicants for approximately two weeks, and they have discussed each individual application at the March 20, 1995, work session. It is my understanding that individually each councilmember has further reviewed the applications, or in some cases, individual councilmembers have further investigated or called candidates. Over the past week, individual councilmembers have discussed their preferences in an attempt to develop a consensus appointment. Hopefully, at the meeting, a nomination in the form of a name can be inserted into the appointing resolution. As a matter of procedure, the resolution should be read aloud inserting the name of the application for the vacancy. RECOMMENDED MOTION: Move to adopt Resolution 95-19, resolution calling for appointment of to the City Council vacant term expiring January, 1996. COUNCIL ACTION: RESOLUTION 95-19 RESOLUTION CALLING FOR APPOINTMENT TO UNEXPIRED CITY COUNCIL TERM WHEREAS, on January 9, 1995, the City Council declared a vacancy on the City Council as a result of Bruce G. Nawrocki resigning the remainder of his City Council term; and WHEREAS, the City Council published notice of intention to accept applications for the vacancy on the City Council until March 13, 1995, at 4:45 P.M.; and WHEREAS, pursuant to the City Charter, the City Council may appoint an eligible person to fill the vacancy on the City Council until the nex[.regular municipal election, at which time the office shall be filled for the remaining two years. NOW, THEREFORE, THE CITY OF COLUMBIA HEIGHTS CITY COUNCIL RESOLVES: 1. That for the remainder of 1995. 2. In the past year, several of the sirens have consistently failed to operate. We have a repair contract with Doradus Corporation on an on call basis to repair the sirens, but this proves to be costly when many repairs are necessary. Three of the outdoor warning sirens were purchased and installed in 1955 and the remaining five were purchased and installed in 1973. Obviously, the sirens are aging and this is a contributing factor to their malfunction. Funding for replacements has been requested in the Civil Defense capital replacement request. It is apparent that with today's improved technology, the City can likely purchase only three sirens to replace the eight now in service. Fifteen finalists were selected for interviews that were conducted by the Assistant to the City Manager, Senior Citizen's Coordinator, and Public Works Director. That group was pared down to five candidates that were to be interviewed by the City Manager. On Wednesday, March 22, City Staff met with the five finalists, individuals toured the community and city facilities, and met with the Park and Recreation Commission members at a reception prior to their regular meeting. Based upon my interview, staff interviews, and comments from staff and board members, I have narrowed applicants to two finalists. I have met with one of the two finalists today, and will be checking references in the next few days. We hope to have an appointment by Monday, March 27, 1995. 3) HUMAN SERVICES COMMISSION REPLY The Human Services Commission identified a number of concerns relevant to the ill-defined nature of their role. I have offered a April 17, 7 P.M. work session as a time for the commission and City Council to meet. 4) RICE CREEK WATERSHED DISTRICT/SILVER LAKE STUDY Public Works Director Winson and myself met with officials from the Rice Creek Watershed District, the Village of St. Anthony, and the City of New Brighton. The District officials have offered a program to study the water quality levels in Silver Lake, and identify alternatives to improving the conditions. Essentially, the study will cost an approximate $16,000, plus a fair amount of additional in-kind expenses that will be incurred by Ramsey County and the watershed district personnel. They have recommended that the cities participate in a $3,000 each contribution, the Silver Lake Association provides an additional $3,000 cost share, and the District is covering the balance of the cost. Further information and authorization for the study will be presented to City Council at the April 10th meeting. 5) METROPOLITAN REPLACEMENT HOUSING LEGISLATION Over the past few weeks, the cities of Brooklyn Center, Brooklyn Park, and Columbia Heights have come under criticism from a Minneapolis Housing/Legal Aid advocate concerning our housing redevelopment efforts. Currently, the cities of Minneapolis, St. Paul, and Duluth have a requirement to replace on a one-for-one basis any lower income housing that is displaced through redevelopment or revitalization efforts. The bill was originally established to protect housing that was displaced as a result of the Minneapolis Convention Center project. Essentially, this would require the City to replace rental housing with a rent less than or equal to 30% of 50% of the median income of the county. This, in many cases, involves rents in the $390. to $420. range or a considerable amount of the City's housing stock. Though there are many alternatives to satisfy the replacement obligations, the potential of this law would severely limit the city's ability to improve or diversify our housing stock. I will keep the Council apprised of the legislation. 6) LOAD RESTRICTIONS Be advised that load restrictions in the metropolitan area are in effect as of Friday, March 17, 1995. Please find attached information from the Public Works Director. 7) CITY OWNED STREET LIGHTS ON CENTRAL AVENUE As was previously reported, the City is having problems with inoperable street lights traveling both the north and south sides of 40th. Essentially, we have isolated the problem, but are now waiting for the frost to clear the ground to make the corrections. 8) BFI REFUND/COMMODITY REBATE TO CITY Be advised that Kevin Tritz will attend the April 10, 1995, Council meeting to present a check to the City for a commodity rebate due to the changes in the recycling market. Further details on the rebate and the impact, if any, on the City's rate structure will be presented at the meeting. 9) ZAIDAN/COLUMBIA HEIGHTS OFFICE CENTER CLOSING TRANSACTION Attached please find information concerning the Zaidan closing. I previously reported that the transaction closed successfully on March 10th. As a sidebar, I am told that the recent addition of the University of Minnesota lease, which was a result of this transaction, has shown some economic multiplier or dividend in the downtown area. Further, it is likely that the building may reach a 95% occupancy shortly, with the potential of another substantial lease. This potential lease also has a high employment base. 10) VALUES SEMINAR PRESENTATION, THURSDAY, MARCH 16, 1995 I am happy to report the Values Seminar presented by Dr. David Welch under the sponsorship of Southern Anoka County Community Consortium and the Values Steering Committee was heavily attended by a cross section of people from Fridley, Columbia Heights, and Hilltop. If you viewed the videotape on Channel 16, we have had difficulties with the sound as a mike was not wired directly to the presenters. However, those who attended gave the presentation high marks. 11) NEW COMMUNITY DEVELOPMENT EMPLOYEES Be advised that the three new HRA/City employees will be in attendance and introduced at the City Council meeting. In the future, our communities will need to take bold steps to address the needs of the ever changing population, dwindling tax base, and deteriorating housing/building conditions. In order to cost effectively address these inevitable changes, the cities of Hilltop and Columbia Heights will not only look towards innovation in the delivery of municipal services, but may have to evaluate the need to consolidate our two cities into one municipal body. In the past, I am certain that other elected officials and administrators have discussed such a concept. However, I am suggesting something quite different from previous discussions. Recently, the state of Minnesota has funded, through a Board of Innovation and Cooperation, studies addressing the consolidating of municipalities. In the event the City of Hilltop would concur, our staff, with the cooperation of your City Clerk, would prepare a grant application requesting the funding of an independent study of this nature. The report, prepared by a mutually selected independent consultant, would identify the pros and cons of consolidating our cities. In the event that it there were significant advantages to move forward with the consolidation, then the f'mal process would be negotiated to an end, with the consultant serving as a mediator to the bodies. Such as in the case of the cities of Norwood and Young America, I suspect that the process will take a few years to resolve itself. I hope your City Council could further discuss this matter and respond formally within the next few months, so that we have ample time to prepare the grant application to the State of Minnesota.
