Me does not wish to provide such .a letter at this time. If you wish to discuss the matter with him, please call him at 788-4315. For your information enclosed are the proposed 1993 goals of the HRA, copies of which have been furnished to the City Council on many different occasions. These goals have been proposed for HRACommissioner approval since September 4, 1992. The goals have been formally presented to the HRA Board for approval at three different Board meetings with the matter being tabled pending review by the City Council. At the May 1993 Commissioner meeting, when the HRA Board last considered the goals, the matter was tabled pending a joint City Council-HRA Commissioner meeting on June 1. At that meeting, to my knowledge, no action was taken on the HRA Goals. The goals have been on other City Council agenda for worksession meetings and at joint meetings with the HRA Board of Commissioners with no action having been taken. The HRA Board will again be asked to consider the proposed goals for 1993 at their August 10 regular monthly meeting. If there are any City Council comments in regard to the proposed goals, please let me know prior to the meeting. It is time for the HRA to consider goals for 1994. As was done last year, the HRA Board will be asked to consider the 1994 Goals in September. As per your request a copy of the HRA Mission as of August 13, 1992 is attached. Fax: (612) 782-2801 · (612) 782-2854 for Parkview Villa (PW)/Parkview Villa South (PWS) Housinq. ae Apply for 1993 CIAP grant from HUD for apartment renovations, apartment sprinkler system, handicapped improvements and other improvements in PW. Be Complete any additional accessibility improvements for visually and hearing impaired residents in PVV. Continue research and develop, if deemed feasible, additional senior low income housing for residents of Columbia Heights. 2. Community/Economic Development. ae Continue work on Multi-Use Redevelopment Plan (MURP) project south of City Hall. Be Continue single family and rental housing neighborhood improvement program by continuing efforts to encourage and assist owners to rehabilitate deteriorating units and by acquisition and rehabilitation or clearance of deteriorated houses. Ce Conduct an informational meeting to inform rental property owners about Rights and Responsibilities of Landlords/Tenants. Implement 1992/1993 ;tnoka County CDBG activities and complete planning for 1993/1994 ACCDBG program. Work toward meeting redevelopment needs identified in the City Comprehensive Plan. MISSION OF HOUSING AND REDEVELOPMENT AUTHORITY: To provide affordable decent, safe and sanitary housing for the residents of Columbia Heights. To provide necessary public community and economic development assistance to maintain and improve the City's economic viability. In addition State Statute 469.001 (Housing and Redevelopment Authorities) "PURPOSES" list the following purposes: ae To provide a sufficient supply of adequate, safe, and sanitary dwellings in order to protect the health, safety, morals, and welfare of the citizens of this,state; B. To clear and redevelop blighted areas; C. To perform those duties according to comprehensive plans; De To remedy the shortage of housing for low and moderate income residents, and to redevelop blighted areas, in situations in which private enterprise would not act without government participation or subsidies. ORGANIZATION OF HRA: The HRAof Columbia Heights was established on January 27, 1969 for the purposes as stated in state law. The HRA is a semi-public corporation established under state law. The Columbia Heights HRA has a Board of five commissioners who are appointed by the Mayor and confirmed by the City Council. Parkview Villa North Housing: 101 units of housing for lower income seniors and handicapped/disabled persons. Be Dm Parkview Villa South Senior Housing: 45 units of senior housing. Rental Assistance Program: Through the Metro Council HRA, we assist 205 to 215 families in renting decent, safe and sanitary housing in the City of Columbia Heights. Single Family and Rental Housing Rehabilitation Programs: The HRA administers five different Minnesota Housing Finance Agency loan and grant programs for single family and rental property owners in Columbia Heights. In addition the HRAadministers a Community Development Block Grant program funded single family rehabilitation grant program. Anoka County Community Development Block Grant (ACCDBG) Program: HRA staff administers this $150,000 to $160,000 per year program for the City. There are generally 10 to 12 different projects/programs that are funded and coordi- nated yearly under this program. Tax Increment Programs: The City has 5 established tax increment districts. Current activity in the districts includes the planning/potential development activity in the Multi-Use Redevelopment Plan (MURP) area in the southwest area of the City. Staff also gets involved in actions in regard to the Sullivan Shores Townhomes, University Heights Townhomes, Columbia Square Shopping Center, Columbia Heights Mall/Business Center and other downtown develop- ments developed as a result of the Downtown Business District Tax Increment District. Ge City First Time Homebuyer Program: The HRAoffice coordi- nates programs to assist first time homebuyers to acquire homes in the City of Columbia Heights through special first time homebuyer mortgage program through the Minnesota Housing Finance Agency and local financial institutes. He also has provided staff assistance in planning for and conducting monthly Planning & Zoning Commission meetings. Miscellaneous developments: HRA staff is involved in promoting economic development in community. Proposals in regard to redevelopment of housing and economic development are coordinated with various city agencies and public bodies. Staff adminsters the HRA/City Business Revolving Loan Fund.
