POST OFFICE USE OF TYLER STREET AND 43 1/2 AVENUE

Staff has concluded its search of the property f'fle for the Post Office site and Traffic Commission
Minutes.
Apparently, the current site plan is as was originally approved, including a one-way entrance off
Tyler Street, an access of 43 1/2 Avenue. The access at 44th Avenue was approved as an in/out
and was to be signed "Entrance for Postal Employees Only" to allow employees and postal
vehicles to enter off 44th Avenue. At some later time, the Post Office barricaded the entrance
to the employee parking and loading deck area from 44th Avenue in order to avoid conflicts with
existing postal patrons and to preclude vehicles from using the employee parking area as a short
cut to 43 1/2 Avenue.
In viewing the layout of the 44th Avenue entrance, it would appear that semi-tractor/trailers
would have to swing wide into the west bound lane in order to make the mm off 44th Avenue
and would also need the entire width of the entrance. The Post Office is served by six semi-
trailers a day, Monday through Friday, four of which arrive between the hours of 7:30 A.M. and
5:00 P.M. The turning movement required to enter the Post Office from 44th Avenue could
potentially tie up traffic on 44th Avenue, especially this close to Central Avenue.
As I have previously reported, Tyler Street is posted 15,000 GVW, but under the current
situation, this route is the only one available to the Post Office semi-trailers and is, therefore,
allowed under Section 7.201(2) of the City code.
A visual inspection of Tyler Street and 43 1/2 Avenue show little evidence of structural distress
and these streets appear to be in the same or better condition than many other streets in the City.

SILVER LAKE WATER QUALITY/CUB FOODS,

St. Anthony is requiring that Cub Foods and the Apache Mall install three detention ponds that
will falter water for approximately 65% of the entire Apache Mall site. In the remaining area,
the catch basins will be equipped with skimmers to catch trash. It has been estimated that the
ponding at the Apache Mail will reduce phosphorus loading to Silver Lake by 12% to 15%.
The Rice Creek Watershed District has not yet presented a formal plan for water quality
improvements in Silver Lake of which the rehab of our detention pond at Silver Lake Boat
Landing would be a part. When this plan is presented, I will make a presentation to Council
regarding Columbia Heights' participation.
Post Office
In reviewing the available records on the Post Office site, it appears that the site plan was
approved with one-way traffic on Tyler Street and two-way traffic on 44th Avenue. This traffic
pattern was approved by the Traffic Commission in September of 1974.
Staff is currently researching subsequent Traffic Commission minutes on any approved changes
to this pattern.
Council recommended that staff contact Tom Peterson with the lecal Post Office. This was the
original contact made by staff which resulted in the letter from the downtown office which
apparently controls site operations.
Pedestrian Signal
Staff has attempted to make contact with Mn/DOT on the proposed pedestrian signal at 39th and
Stinson. Some Metro Mn/DOT offices are consolidated in a new location and, therefore, we
haven't been able to get an answer. I will report as soon as the proper personnel axe contacted.

The Columbia Heights City Council reviewed thc Joint Powers Agreement for
maintenance of County roads within Columbia Heights at a recent work session.
At this point, they are not ready to enter into the agreement due to the CR104
tumback issue. The Council has concerns regarcting how future improvements to
this route would be assessed, as the County is the largest landowner that abuts the
route. If you could address this issue, I feel a final agreement could be reached.
