Dear Linde:
In accordance with Section 28 of our Contract with the City of
Columbia Heights, I would like to propose the following three (3)
year extension to our existing Contract.
Currently, we do not collect magazines, mixed mail or phone books
from our residential or multi-family collection program in Columbia
Heights. E~fective April 1st, I would like to add these items to
the recycling program for collection.
There will be no charge to add these items. In 1994, the only
increase needed would be a 2½% increase to the current rate.
Finally, in the second and third years of the extension I would
propose a 3% increase in each year.
Adding the magazines, mixed mail and phone books to your recycling
program gives the City a very unique program. A program that will
help the City reach its waste abatement goals.

COUNTY ROAD MAINTENANCE AGRRRMENT
FEBRUARY 24, 1993
Assistant County Engineer, Jon Olson, recently informed me that the Anoka County Public
Works Committee has agreed to raising the payment to Columbia Heights for maintaining County
roads to $4,000/mile for the current $3,000/mile. As pan of their discussion, and possibly as pan
of their decision, they asked the Columbia Heights Council to consider again accepting a
turnback of CR104 (Innsbmek Parkway, Penine Pass, Upland Crest).
This issue was discussed in early 1990 and at that time the City Council felt it was premature
as the County's 2010 Comprehensive Transportation Plan was not complete. This Plan has been
adopted by Anoka County and the Metropolitan Council and does include the recommendation
to turnback CR104 to the City. CR104 was reconstructed in 1986 and sealcoated in 1991 and
is currently in very good condition.
We currently maintain 6.02 miles of County road, including CR104 and receive $18,060 annually
from the County. Under the proposed plan by the County, we would maintain 5.12 miles and
receive $20,480.
I suggest that the turnback issue be discussed by the Council at a work session as it's evident the
County will continue to press for the change. Perhaps this is a good time to negotiate the terms
under which the City would accept such a turnbaek.

RESOLUTION NO. 93-
RESOLLrrlON AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS
AND ADVERTISING FOR BIDS FOR THE 52ND AVENUE FLOODWAY
AND CLOVER POND DBiERSION PROJECT
WHEREAS, the cities of Columbia Heights and Fridley in March, 1991, entered into a Joint Powers Agreement to address the storm water
improvements associated with the 52nd Avenue Floodway and Clover Pond Diversion Project, and
WHEREAS, both cities agreed to retain the services of Maier Stewart and Associates, Inc. (lVlSA) to prepare preliminary plans for the storm
water improvements, and
WHEREAS, MSA had submitted a preliminary design report in November, 1991, and
WHEREAS, MSA has revised their original report and submitted a proposal to complete the proposed 52nd Avenue Floodway and Clover
Pond Diversion Project at an estimated cost of $150,000, and
WHEREAS, the cities of Columbia Heights and Fridley have agreed to share equally in this project, and
WHEREAS, both City Councils reserve the right to award the contract for construction after bids have been received,
NOW, THEREFORE, BE IT RESOLVED THAT, the City Council of the City of Columbia Heights, Anoka County, Minnesota, agree with
the concurrence of the City Council of Fridley, authorize the preparation of final plans and specifications for the 52nd Avenue Floodway and
Clover Pond Diversion Project by MSA, and
BE IT FURTHER RESOLVED THAT, after review and approval of the plans and specifications by the Directors of Public Works of both
cities, that MSA is authorized to seek bids based upon the engineering plans and specifications, and
BE IT FURTHER RESOLVED THAT, upon receipt and opening of the sealed bids, both Councils will review the bids and ~ may give
their approval for the successful bidder and award of the contract.
BE IT FURTHER RESOLVED THAT, the Contract will not be awarded unless approved by both Councils.

Mitch Rothmm, city of Nrmneapolis Attorney office - C'hmiml Division, spoke
at the recent Operating Committee on the subject of firearms control or the lack
thereof. The city of Minneapolis has recently passed, unanimously, two city
ordinances which address the preen~fion of firearms.
eleifipresentative Wagenius will introduce fn-earm bills which would authorize
es of the first and second class in metropolitan counties and the metropolitan
airports commission to adopt certain firearms regulations, thus amending
Minnesota Statutes 1992, section 471.633.
This is issue does not only alimet the city of Minneapolis, thus the city of
lVrmneapolis requests that NMMA member cities adopt the attached resolution or
a similar resolution supporting this issue and the proposed legislation. Please
forward your city resolution to the NMMA office.

Dear Mr. Schneider:
You have asked for a description of the limi~at/ons on the expenditure of the
proceeds of the capt/oned bonds (the "Bonds"). The Bonds were issued pursuant
to the provisions of Minnesota Statutes, Section 475.52, wI~ch authorizes the
issuance of bonds for:
the acquisition or betterment of public bufldin~:s, means of garbage disposal,
hospitals, nursing homes, homes for the aged, schools, librax-ies, museums,
art gallemies, pa~ks, playgrounds, stadia, sewers, sewage disposal plants,
subways, streets, sidewalks, warning systems; for any utL~ty or other public
convenience from wtflch a revenue is or may be de,ired; for a permn~ent
improvement revolving fund; for changing, controLl.tng or bridging streams
and other waterways; for the acquisition and betterment.of bridges and roads
w/thin two miles of the corporate Mmits; and for acquisit/on of equipment/'or
snow removal, street construct/on and maintenanae, or rite fighting. Without
limfitation by the foregoing the city may issue bonds to provide money for any
authorized corporate purpose except current expenses,
The Bonds were issued as *ax exempt essent/al function bonds, and as a result
follow/ng limitations apply:
No more tha~ five percent (5%) of the proceeds may be used, directly or

(a) in a t~ade or business ca~x~ed on by any person other than
a governmental un~t, or
(b) to meke or finance loans to persons other, than governmental
