ORDINANCE NO. 1108
BEING AN ORDINANCE AMENDING ORDINANCE NO. 853, CITY CODE OF 1977,
AND SETTING NON-RESIDENT LIBRARY USE FEES
The City of Columbia Heights does ordain:
Section 1: Section 3.208(2) of Ordinance No. 853, City Code of 1977, passed June 21,
1977, which currently reads as follows, to-wit:
"The Library Director shall have the authority to provide library service
to non-residents of the City for a use fee in an amount that the Council
shall determine by Resolution. Unless otherwise provided by such a Reso-
lution, the use fee shall be five ($5.00) for a period of five years."
is herewith amended to read as follows, to-wit:

The Library Director shall have the authority to provide library service
to non-residents of the M~LSA Area (Anoka, Carver, Dakota, Hennepin,
Ramsey, Scott and Washington Counties and the Cities of Minneapolis,
St. Paul, Anoka, Stillwater, Forest Lake and South St. Paul) for a fee
set by Resolution of the Council. Unless otherwise provided by such a
Resolution, the use fee shall be thirty dollars ($30.00) annually.
Section 2: This ordinance shall be in full force and effect from and after thirty
(30) days after its passage.

Dear Mr. Bocwinski:
Enclosed is Ordinance No. 1108 relating to fees for non-resident library user in
accordance with your request. It sc~a~s tbst ~ could do the sa~e thinG with the
follo~i~3 resolution, to wit:
BE IT RESOLVED that l~ library use fees will be charged for
residents of the MELSA area and use fees of $30 per year will be
charged for non-residents of the MEI~A area.
My intent in drafting these, code provisions in the manner I did was to tq able
to avoid a~endinG the code for trivial items like .~etting fees.

In August, I received the attached letter from Jerry Young which brought
to my attention a small bookkeeping problem which needs to be corrected.
As an Associate member of MELSA, the library needs to establish a stand-
ard rate of $30 for non-residents of the MELSA jurisdiction area to buy
a library card which could be used in the MELSA libraries. Anoka County
Library and the Columbia Heights Public Library have no such cards in
force, and to my knowledge, never have.
In the City code (see attached), 3.208 (2) needs to be changed to (new
wording is underlined):
The Library Director shall have the authority to provide
library service to non-residents of the MELSA Area, (Anoka,
Carver, Dakota, Hennepin, Ramsey, Scott, Washinston counties
and the cities of Minneapols, St. Paul, Anoka, Stillwater,
Forest Lake, and South St. Paul) for a fee of $30 annually.
At the September 3, 1985, Columbia Heights Public Library Board of
Trustees meeting the following motion was made and passed:
To recommend that the Council adopt a $30 annual fee
for library borrowing privileges for non-residents of
the MELSA jurisdiction.

Dear Becky:
I have been asked by the MELSA Advisory Board to remind you as an Associate
Member Library that MELSA has established a standard non-residency which is
to be charged equally by all Members and Associate Members. That non-
residency was established a number of years ago at $30 annually. I would
ask that you review your policies and ask your Board to adopt that standard
non-residency if you have not already done so. The Anoka County Library
does use the standard $30 ME%SA non-resident fee. Currently, we have no
such cards in force.
