The council re-convened Tuesday night, October 31. Present were Councilmen Lange and
Spekulant. Absent w~re Mayor Prestemon, Councilman Yencho and Trench. The meeting
was adjourned until Tuesday, November ? at 8 o'clock, because of lack of a quorum.

The Council reconvened Tuesday evening, No~mber 7, at 8 o'clock. Present were
Councilmen Tranch, Lange, Spekulant and Yencho. Absent was Mayor Prestemon.
Motion by Spekulant, seconded by Lange, that Councilman Trench serve as Mayor pro
tem. Roll Call - Ay&s,.Spekulant, Lange and Yencho; No, Trench. Motion carried, and
Councilman Trench presided at the meeting.
The council discussed the bids on a frontend loader and agreed that a purchase be
made, with the decision on which machine to be made at the next regular meeting.
Motion by Lange, seconded by Spekulant that the Fire Chief be instructed to order
underground gasoline tanks removed at 4036 Central Avenue. All voting aye, motion
carried.

M~utes of the last regular and adjourned meetings w~re read and approved.
Roy E. Alexander was present requesting a permit to live in a trailer at 4800- 4th
St. N.E.. 'This request will be granted upon receipt bfa letter from Nordstrom &
Odell Contractors, showing his intentions to build.
James W. Dahl of the Vet~ of Foreign ~ars and L.W. He~man, American Legion Commander,
were present representing the Memorial Association, stating they wished to improve
the ground~where the Service Stone stands. They wer~e informed this would be given
attention.
Russell A. Gilbert, 1209 - 45th Ave. N.E. made application to connect to our water.
Motion by Spek~lant seconded by Lange to grant this ~equest at a charge of $3.00
per foot, ~5 foot frontage. Roll Call - All Ayes. ~
Bill Andrews, 4200 Central Ave. complained of the sewer backing up in his basement
and stated the city is at fault. The City engineer~ was requested to check this
and rep~ort back.

A Petition was received with 20 signature~ for a light at 45th and Heights Drive.
Motion ~by L~nge second.ed by Spekulant to turn this over to the City Engineet and
report back at next meeting.
Resolution offered by Yencho seconded by Lange, WHE~S, the 1950-51-52-53-54 levy
on spec~ial assessmen~ts for lot six (6) Block one (1) Hilltop Addition on 'Local
Improve~ment No.161 has been incorporated as part of Lpcal Improvement No.207;
AND ~LE.REAS, a resolution adopt'.mng the assessment roll for aforesaid Local Improvement
No.207 was passed by the City council of the City of ~Columbia Heights on October 10,
1950~ NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Columbia
Heights.that the County Auditor~ is hereby authorized ~nd instructed to cancel all
assessments for ~ot six (6)~Block one ~l) Hilltop Add~ition on Local Improvement
No.161 s~ubSequent~to the 1949 levy. Roll Call - All Ayes.

the City storage building. Roll Call - All Ayes.

Msnager~for extension of sewer stacks on the Second SSreet Sanitary sewer to the
c~rb li~ne, on payment of the contractor's cost plus iDspection fee. Roll Call-

meeting and such other meetings as the regular secretary is not present.

Motion by Trench, seconded by Spekulant that the following resolution be adopted:
RESOLUTION BY T5~ CITY GOVERNN~fTOF COLLegIA HEIGHTS, ANOKA COUNTY, NINNESOTA,
WAIVIN'~ AND ASSIGNING ITS RIGHTS TO CLA23,~ FEDERAL GRANTS BY THE HOUSING AND SLU~
CLEARANCE ACT OF 1949. V~aereas the Congress of the United States has provided
funds for slum clearance to the respective states and political subdivisions therein,
and, WHEREAS, the City Council of the City of Columbia Heights determines that no
slum clearance program is available for the said City of Columbia Heights at this
time and whereas the adjoining Village of Fridley has ~bY its governing body,
determined that it has an extensive slum area requiring considerable financial
assistance. NOW, THEREFORE, be it resolved by the City Council of the City of
Columbia Heights that such sums as may be available to the City of Columbia Heights
~uder the above stated program for the year 1950 or any sums accruing up to and
including said 1950; be and the same hereby are released to the beneficial interests
of said Village of Fridley. Be it further resolved that copies of this Resolution
be forwarded to all persons concerned therewith. Roll Call - All Ayes.
