Roll Call - All Ayes. SECRE~A~ OFFICIAL ]PROCEEDINGS Regular l~ee ting March 14, 1950 Meeting called to order at 8 P.M. All members present. Ninutes of the last meeting were read a~d approved. Mrs. C. L. Horr, 1416 - 42nd Ave., was present and requested that sewers' be constructed on 42nd Ave. to serve the area in wt~ich she lives. The Council suggested that a petition for a sewer be presented from the res%dents in that area. Anthony Belinski, 4522 - 6th St., was ]present and stated that sewers had no~ been constructed to serve the bloc'k in which he resides. The council suggested that a petition for a sewer 'be presented from the residents in' the~ above block. Resolution offered by Lange seconded by Spekul~nt, ~lqEREAS the State of Minnesota, Department of Highways, proposes to make certain improvements on a portion of Trunk Highway No. 65 located in the City of Columbia Hei.ghts upon and along Central Avenue from ~Tth to 45th Aves., and it -is the desire of the City that such improvements of said roadway be extended to greater width and capacity, than is necessary to accormmodate normal trunk highway traffic, BE IT RESOLVED by the City Council of the City of Columbia Heights that the State of ~iinnesota, Department of Highways be requested and hereby is requested to provide for improvements on 'the aforesaid portion of Trunk Highway No. 65 consisting particularly of ~widening to 76 feet, removing and ~eplacing curb and sidewalk and prdvid±ng satisfactory drainage, considered as construction and improvement of 'said roadway of greater width and c'apacity than is necessary to accom- modate normal trunk highway traffic. BE IT FURTFfER RESOLVED that upon com'p~etion by the I~,iinnesota Departmen~ of Highways of plans and specifications for' said improvements of said trunk ki'ghway and before a contract is awa~rded by the State for the construct'ion of said improvements the City shall ent'er into an agreement with the Stat6 which shall provide that the Citly shall pay to the state ~--5% of the' cost of construction work performed o~ said roadway of greater width and-c'apacity than is necessary to ac¥ommodate normal trunk highway traffic, that the City shall pay to the Sta'te its proportionate share of the c'ost of constructing necessary und~erground drainage structures computed on the basis of areas drained by ~such structures, and shall deposit with the State at the time Such agreement is entered into a sum equal'to one-third of the City's share of such construction costs as prepared by the 1,~iu~esota Department of Highways, balance to be .paid in two equal annual installments. Traffic Engineer, advising him of the reco~m~endations of our Police Departn~nt. WHEREAS, the city of Columbia Heights proposes to purchase certain property from the city o~ Einneapolis for a site for a water pumping station and for a site for a sewerage lift station, said property being described as follows: Those parcels of land located in the SE~ of Section ~, Township 30 ~orth, Range B4 West, Anoka County, ~innesota, described as follows: 1. The city attorney explained tkmt the 0rdi~-ance ~263 will rezone the west side of Central Ave., from 42nd ~o R3rd Aves., from residential to co~ericial property. The citTf manager advised tk~t he ~d notified all residents along Central Avenue, who have no~ already made sewer ~d water main connections, that it is advisable to m~e such co~ec~ions before ~he State Highway Dept. begins i~s project of widening Central Ave. this The city attorney advised that Ordinance #176 covers the putting in and keepln~ of outhouses in the City of Columbia Heights. He further advised that said ordina?.ce requires that outhouses must be removed by their owners within six months after a written notice t~s been given by the city that a sewer line has been completed on an abutting street. The council agreed that the city manager should begin sending such written notices where it is necessary to do so. The city manager read a letter of December 19, 1949, to t,[rs. Wiiliamson, of 44th Ave. and Arthur St., and reported on his negotiations with her for the purchase from her of the corners of Lots 13 amd 14, Block 2, Wa!ton's Sunny Acres, located at the intersection of 44th Ave. and Arthur St. T~e council agreed to ten~porarily shelve the ~.~atter and bring it up at some future time. ~aotion by Trench seconded by Speku!ant that the above letter be placed on file. Roll Call - Ail Ayes. The city attorney presented for the consideration of the council two sample bonds by the Hilltop Corp., Wilkinson Home ~'inance Corp., C. P. Wilkinson, E. G. Wilkinson, and the Anchor Casualty Co., to the City of Columbi~a2~Heights' The said bonds guaranteed the payment of ~48,544.88 an~d ~ ,779.01 for taxes to be assessed against 164 lots in the Hilltop Addition,~pon the construction of a sewer and water system, and the construction of a sewerage lift .station, to serve the said lots. ~otion by Yencho seconded by Lange that the city accept the above bond Roll Call- All Ayes. · Motion to adjourn. Roll Call - All Ayes. Edward Smith, 39~8 Tyler Street was in and complained of street conditions on Tyler between $9th and AOth and he was assured this would be checked into. petition was brought in for sewer on 6th Street between ASth and th and this was tabled for further consideration. Several residents were in and complained of the hazardous conditions on ~nd street where they are putting in sewer. Eotion by Trench seconded by Lange that Acting City Manager instruct 0rfie & Mariani to remove dirt from sidewalks immediately or other action to be taken. Roll Call - All Ayes. Complaints were received from residents on Johnson Street between 39th and ~Oth regarding the conditions of street since sewer was installed in the fall of 19~8. They were informed this would be t ~ken care of as soon as possible. A letter was received from Mr. Ceaser asking to hook on to our sewer at the same time that Trailer City did. A request was made for water on Washington between ~th and ~Sth and they were asked to get a petition signed and brought ~n.
